Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Tuesday, March 4, 2025 2:00 PM Main Library - Council Chambers Building/Flood Board of Adjustment and Appeals City of Clearwater Building/Flood Board of Adjustment Meeting Minutes March 4, 2025 and Appeals Roll Call Present - Chair Earle Cooper, Vice Chair Kathryn Helmus, Board Member Aaron Petersen and Board Member Justin Kimmich Also Present - Jay Daigneault —Attorney for the Board, Kevin Garriott — Building Official, and Danielle DeBois — Board Reporter 1. Call To Order The Chair called the meeting to order at 2:03 p.m. 2. Approval of Minutes 2.1 Approve the minutes of the February 7, 2021 Building/Flood Board of Adjustments and Appeals meeting. Member Helmus moved to approve the minutes of the February 7, 2021 Building/Flood Board of Adjustment and Appeals meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Review of Sunshine Law and Building/Flood Board of Adjustment and Appeals Board Rules - Jay Daigneault, Esq. of Trask Daigneault, LLP Attorney for the Board Jay Daigneault reviewed the Sunshine Law as applicable to the board. 4.2 Elect Chair and Vice Chair of the Building/Flood Board of Adjustment and Appeals Board. Member Kimmich moved to nominate Earle Cooper as Chair for the Building/Flood Board of Adjustment and Appeals. The motion was duly seconded and carried unanimously. Chair Cooper moved to nominate Kathryn Helmus as Vice Chair for the Building/Flood Board of Adjustment and Appeals. The motion was duly seconded and carried unanimously. 4.3 Approve the request for a variance, as part of the Beach Marina Replacement Project, for construction and installation of floating docks complete with marina utilities, a fueling system, and a walled attendant structure. These would replace the existing fixed timber docks and related utilities and structures. Marine Structural Engineer from Moffit and Nichol Engineers Nicole 2 City of Clearwater Building/Flood Board of Adjustment and Appeals Meeting Minutes March 4, 2025 Shaw presented a power presentation on the proposed floating dock and marina utilities. In response to questions, Ms. Shaw said the service life, flood elevation, fuel system, and attendant structure are designed to withstand high intensity flooding and wind conditions. Ms. Shaw said the city provides insurance for the structure and there are not specifications regarding floating structures with FEMA or other relevant entities at this time. Member Kimmich moved to approve the request for a variance, as part of the Beach Marina Replacement Project for the construction and installation of floating docks with marina utilities, a fueling system, and a walled attendant structure. The motion was duly seconded and carried unanimously. 5. Old Business Items: None. 6. Director's Report Building Official Kevin Garriott said the city has taken over 1600 permit applications for damage repair, many of which are underway or completed, while continuing to issue standard permits since the most recent storms. 7.
