COPIES: Dan Slaughter, Assistant City Manager Jay Ravins,Finance Director CGS &UCS Management/Billing Teams SUBJECT: GAS ADJUSTMENTS EFFECTIVE FEBRUARY 1,2025—APRIL 30,2025 DATE: January 29,2024 I'm recommending no changes to our Purchase Gas Adjustments (PGA) and Regulatory Imposition Adjustment (RIA) rate riders, as they are adequately funded. I'm recommending a reduction in our Energy Conservation Allowance (ECA) of$0.03 per therm, as we're over-collected and need to lower our current balance. Both the Commercial&Residential Usage&Inflation adjustment(UTA-Com)will remain at$0.00 per therm and will be evaluated in April 2025. Additionally, I'm recommending our Natural Gas Vehicle (NGV) Fueling Station price stay at the current $3.44 per gas gallon equivalent (GGE) for outside (non-city vehicles) customers, and $3.25/GGE for our internal city fleet vehicles. These rates are sufficient to support our current fuel and operating expenses at the station, and assist in recovering our capital improvement expenses. Therefore, we are recommending your approval of the following rates to become effective for billings rendered on and after February 1,2024: Natural Gas Firm Standard Rate Schedule PGA..................... $0.44 per therm(N/C) Natural Gas Interruptible and Contract (Non-Standard)Rate Schedule PGA ........................... $0.35 per therm(N/C) Energy Conservation Adjustment(ECA) ................................ $0.07 per therm(Down 3 cents per therm) Regulatory Imposition Adjustment(RIA) ..........................$0.02 per therm(N/C) Usage& Inflation Adjustment(UTA) - Residential .......... $0.00(N/C) Commercial ......... $0.00(N/C) Natural Gas Vehicle (NGV)Fueling Station ................... $3.44 per GGE(outside customers) $3.25 per GGE (City vehicles) Attached are the updated Recovery Clause balances with actuals through December 2024, and projections through September 30, 2025. 1 GAS RATE ADJUSTMENTS-EFFECTIVE 2/1/25-4/30/25 I recommend your approval of these adjustment rates so that we can get this information to Utility Customer Service (UCS) so that they may make the appropriate adjustments in the billing formulas in time for next month.
