Trustee Cotton moved to Approve the minutes of the November 4,
2024 CRA meeting as submitted in written summation by the City
Clerk. The motion was duly seconded and carried unanimously.
3.Citizens to be Heard Regarding Items Not on the Agenda
Barbara Sorey Love requested the CRA and the Downtown Development
Board purchase the historic Friendship Missionary Baptist Church in the
Prospect Lake District. She said CRA staff does not believe the property is in
line with the CRA plan and will not move forward with purchasing the
property. She urged the CRA rewrite the plan to include the purchase of the
Church and references to the erased Clearwater African American
community, which includes the St. Matthew Negro Cemetery, 100 S Missouri
Avenue, Williams Elementary, and Pinellas High School.
Marilyn Turman thanked CRA staff for their efforts and their hands-on
approach to educating the community and going the extra mile.
Mr. Holuba expressed concerns that millions of dollars are spent and
documentation for those expenses are not being read by some members

4. New Business Items
4.1 Approve a North Greenwood Commercial Grant for Big Jim’s and Family Barbeque, LLC
located at 1303 N Martin Luther King Jr. Ave, Clearwater, FL 33755 in an amount not to
exceed $75,000 and authorize the appropriate officials to execute same.
On July 15, 2024, the CRA Trustees approved the North Greenwood
Commercial Grant program. The Commercial Grant Program is designed to
incentivize commercial property and business owners within the North
Greenwood CRA to invest in building, structural, and site improvements. By
offering grants of up to $75,000, this program aims to enhance the visual appeal
and functionality of the area, stimulate economic growth, and create a
business-friendly environment.
On November 18, 2024, CRA staff received a grant application from Big Jim’s &
Family Barbeque, LLC, located at 1303 N Martin Luther King Jr. Ave,
Clearwater, FL 33755. The application included improvements for:
• Electrical/plumbing upgrades and utility connections;
• HVAC
• Interior walls (including drywall), ceilings, floors, doors, and molding;
• Interior paint;
• Certain permanent bathroom and kitchen counter tops, cabinets, sinks;
• The repair of exterior walls;
• Roof repairs or replacement
• Exterior repainting;
• Exterior windows and/or doors;
• Exterior signage;
• The installation, repair, or renovation of porches, patios, plazas;
• Parking area and driveway improvements.
CRA staff recommends the approval in an amount not to exceed $75,000 North
Greenwood Commercial Grant for the businesses located at 1303 N Martin
Luther King Jr Ave. The owner has a zero (0%) percent match legacy credit.
Grant funds will be dispersed contingent upon obtaining construction permits,
certificate of occupancy, digital photographs of the existing structure, an
estimated itemized/detailed budget, and three quotes per intended project.
Upon approval, CRA staff will work with the owners of Big Jim’s & Family
Barbeque, LLC to enter into a grant agreement, that specifies the terms and
conditions for accessing the grant funds in increments. All necessary

be submitted and reviewed by staff before disbursement of the funds
APPROPRIATION CODE AND AMOUNT:

grant agreement.

Trustee Teixeira moved to approve a North Greenwood Commercial
Grant for Big Jim’s and Family Barbeque, LLC located at 1303 N
Martin Luther King Jr. Ave, Clearwater, FL 33755 in an amount not to
exceed $75,000 and authorize the appropriate officials to execute
same. The motion was duly seconded and carried unanimously.
4.2 Approve a North Greenwood CRA Commercial Grant for 1700 North, LLC located at
1700 N Fort Harrison Ave Clearwater, FL 33755 in an amount not to exceed $75,000 and
authorize the appropriate officials to execute same.
On July 15, 2024, the CRA Trustees approved the North Greenwood
Commercial Grant program. The Commercial Grant Program is designed to
incentivize commercial property and business owners within the North
Greenwood CRA to invest in building, structural, and site improvements. By
offering grants of up to $75,000, this program aims to enhance the visual appeal
and functionality of the area, stimulate economic growth, and create a
business-friendly environment.
On November 5, 2024, CRA staff received a grant application from 1700 North
LLC, located at 1700 N Fort Harrison Ave Clearwater, FL 33755. The
application included improvements for:
• Roof Retroactive;

• Adding Turfgrass and Patio fixtures;
• The installation of decorative lighting, and security lighting;
• Awnings or canopies over windows or walkways, including shutters,
seating areas;
• Electrical/plumbing upgrades and utility connections;
• Bicycle racks, shade areas, benches, or other pedestrian amenities;
• The installation of landscaping and irrigation systems, not to exceed
twenty percent
• (20%) of the total grant amount.
• Interior& Exterior paint.
The applicant estimates the total project cost to be $78,963.46, but because the
grant amount is only up to $75,000 the applicant will be required to provide a
40% match for the $75,000. In addition, up to 50% of the applicant’s match may
be waived at the rate of one hour of community service per $300 of approved
grant amount. Community Service must be performed within the North
Greenwood CRA boundary. Staff recommends a grant in an amount not to
exceed $75,000 for the improvements that are to be made at 1700 N Fort
Harrison Ave.
If approved, the applicant shall occupy the property at 1700 N Fort Harrison Ave,
Clearwater, FL, 33755 for a minimum of five years from the date of final
certificate of completion. If the applicant should vacate the property, (1) the
grant agreement would be null and void; (2) the Community Redevelopment
Agency (CRA) will not tender any further funding; (3) the applicant will reimburse
the CRA all the reimbursed funds.
Grant funds will be dispersed contingent upon obtaining construction permits,
certificate of occupancy, digital photographs of the existing structure, an
estimated itemized/detailed budget, and three quotes per intended project.
Upon approval, CRA staff will work with the owners of 1700 North LLC to enter

required/supporting documents, invoices and payments must be submitted and
reviewed by staff prior to disbursement.

2.3 Promote Clearwater as a premier destination for entertainment, cultural

Trustee Allbritton moved to approve a North Greenwood CRA
Commercial Grant for 1700 North, LLC located at 1700 N Fort
Harrison Ave Clearwater, FL 33755 in an amount not to exceed
$75,000 and authorize the appropriate officials to execute same. The
motion was duly seconded and carried unanimously.
4.3 Update on Exploration of Arts and Cultural Redevelopment Options for the Clearwater
Main Library.
This memorandum provides an update on the CRA Trustees directives from the
November 4, 2024, meeting, and outlines next steps to explore redevelopment
options for the Clearwater Main Library. The proposed initiative focuses on
transforming underutilized library space into an arts and cultural hub, aligning
with the City Charter, CRA redevelopment goals and the City’s Strategic Plan.
Progress and Next Steps
• Progress: Key goals, legal and funding considerations, and a high-level
scope of work for a Request for Proposal (RFP) have been developed,
ensuring alignment with city charter, CRA guidelines, and City’s
Strategic Plan.
o Staff will incorporate Trustees feedback at their December 16,
2024 meeting to modify project scope and times lines.
• Next Steps if Approved by Trustees to Move Forward:
o Finalize and advertise the RFP or RFLOI by January 2025,
allowing 60 days for proposal submissions.
o Evaluate submissions and present recommendations to CRA
Trustees by May 2025.
Conclusion
This project supports downtown revitalization, economic growth, and cultural
engagement and is in alignment with Councilwoman Teixeira’s December 4,
2024 presentation and council direction at the same meeting.
In response to questions, Mr. Niño said approximately 10,000 sq. ft. can
be used for the endeavor. Although the item is being presented to the
CRA, the Main Library is a city asset that requires to be surplused for lease
by the City Council. Draft

Discussion ensued with support expressed to move forward with staff's
recommendation and to post a broad RFP that allows the market to drive
the response. There was consensus to move forward with staff's
recommendation to post a solicitation that includes 12,000 sq. ft. or less
footprint in the RFP solicitation and to provide 120 days for the
solicitation.
4.4 Downtown Clearwater Revitalization Updates. Updates on Sculpture 360 program.
Updates on vacant properties owned by CRA and City.
CRA Manager Eric Santiago said the Clearwater Arts Alliance applied for
a proposal to reinvigorate the Clearwater Sculpture 360 series. The art
sculptures are located on raised platforms in the medians of the 400,
500, and 600-blocks on Cleveland Street. He said the Arts Alliance
proposes to take over the art sculpture series, which will create
excitement, beautify the street, and continue the City's dedication to
investing in public art. The placemaking grant will not exceed $25,000
and will allow the Clearwater Arts Alliance to select three artists, whose
work will be on display for 12 to 18 months. Clearwater Arts Alliance
representative Beth Daniels said the city program was robust and has
become one of the more popular places on the Art Walk.
In response to questions, Mr. Santiago said, as part of the grant
agreement, a Selection Committee comprised of representatives from
the CRA, Cultural Affairs, the Arts Alliance, Public Art and Design Board,
and local business community will review the submissions and award the
three artists. Ms. Daniels said the sculpture rotation will occur if there is
additional funding. Mr. Santiago said the city program ended due to lack
of staffing resources.
Mr. Niño said 1105 Carlton Avenue is a CRA-owned property that staff is
seeking Letters of Interest. The solicitation period will close in a few
weeks. He said staff will provide the Trustees with recommendations if
any proposals are received.
Economic Development Coordinator Philipp Kirkpatrick said the City owns
427 properties, of which 82 parcels can be considered for surplus. The most Draft

significant parcel is the PSTA transfer station because it is adjacent to four
county parking lots, when grouped together represents 2.06 acres of
potential development. He said a majority of the parcels are located in the
North Greenwood CRA, Prospect Lake Subdistrict, and the downtown core.
He said of the 82 parcels, only 11 parcels located outside of the area.
In response to questions, Mr. Kirkpatrick said 13 of the identified parcels
are on the Affordable Housing List. The City Manager said the update is part
of relooking at city assets via the tools available in Economic Development.
Staff has been tasked to identify a plan for the properties. She said more
information will be provided as staff continues to analyze the data.
4.5 Discuss the transfer of increment funds between districts.
The City Attorney said the North Greenwood CRA was created officially
by Pinellas County in Spring 2023 and established two districts. The
previous CRA Director and former Board Members were interested in the
flexibility of having resources generated in Downtown be used in North
Greenwood, or vice versa; the resources would still be used within the
redevelopment area collectively for CRA permissible purposes. He said
he was directed a year ago to seek an opinion form the Attorney
General's office regarding the use of increment funds. Staff has finally
heard from the Attorney General's Office; any increment funds raised
within one district must be used within that district. 5. Adjourn

SUMMARY:
At the October 29, 2018, Community Redevelopment Agency (CRA) meeting, the trustees approved a
time-limited grant program for property owners to support the establishment of new food and drink
businesses that are open on nights and weekends in the Downtown Core and Prospect Lake districts of
the CRA.
On February 18, 2020, the CRA Trustees approved the applicant’s proposal for a loan to grant in the
amount of $187,632.50 for 949 Cleveland Street, LLC to build out a vacant storefront and establish a coffee
and dessert shop that will serve hot and cold drinks along with a wide selection of desserts. The total
project cost is $375,265.00.
On January 19, 2021, the CRA Trustees approved an amendment to the grant agreement for an extension
to March 1, 2022, due to construction delays and the COVID-19 Pandemic.
On February 14, 2022, the CRA Trustees approved a second extension to March 1, 2023, due to the
continued effects of the COVID-19 pandemic delaying progress as well as the applicant not being able to
secure a general contractor until late 2021.
On February 13, 2023, the CRA Trustees approved a third extension to December 31, 2023, due to
requirements with replacing the roof including structural engineered drawings, permitting, procurement, and
a subsequent installation.
On December 4, 2023, the CRA Trustees approved a fourth extension to January 31, 2024 due to
unexpected conditions, specifically the necessity for a roof replacement before the build-out work can
begin. There was also a complication with the previous prospective tenant for the café space who withdrew
their lease. The applicant has since acquired a new leaseholder.
On April 15, 2024, the CRA Trustees approved a fifth extension; the previous request for an extension was
motivated by the necessity to provide the applicant’s newest tenant with the opportunity to design the
space according to their vision and needs. However, during the work, the applicant encountered
unexpected challenges regarding the electrical infrastructure. Upon further examination, it has come to the
applicant’s attention that the electrical feed to the space is undersized, necessitating a complete update
to the electrical feed to the main breaker to support the required power for the establishment. Addressing
this issue has prolonged the applicant's timeline for completion, and they are currently working diligently to
rectify the situation.
On November 14, 2024, the applicant requested a sixth extension; after securing a sushi and raw bar
operator earlier this year, they unfortunately lost that tenant due to unforeseen financial constraints.
However, they found and secured a new tenant who is committed to launching their business in the café
space. The new tenant has signed the lease and paid the deposit. One of the key delays is electrical
power to the café space, which is essential for the tenant to begin their preparations. Electrical work in the
space has now been completed and been assigned a Duke Energy Designer. They were provided with a
time of 2-10 weeks to have power on at the café and estimate being fully operational by March 2025. While
Cleveland Street Market did not sustain direct physical damage from either Hurricane Helene or Hurricane

Milton, the dual impact of these storms has significantly delayed their project’s timeline due to resource
shortages and infrastructure challenges.
Given the unforeseen delays caused by the hurricanes, power restoration challenges, and tenant
transition, Staff recommends amending this grant for six months to allow for the final completion date to be
July 15, 2025. CRA staff has reached out to the business owner; Roy Harris and he feels confident he can
be open prior to the deadline. Staff will be working directly with the Regional Manager of Cleveland Street
Market to make sure they follow their timeline.

Cleveland Street Market Café project.
While Cleveland Street Market did not sustain direct physical damage from either Hurricane Helene or
Hurricane Milton, the dual impact of these storms has significantly delayed our project’s timeline due to
resource shortages and infrastructure challenges.
Tenant Transition and Financial Constraints:
After securing a sushi and raw bar operator earlier this year, we unfortunately lost that tenant due to
unforeseen financial constraints. However, we successfully found and secured a new tenant who is fully
committed to launching their business in the café space. The new tenant has signed the lease, paid the
deposit, and is eager to proceed.
Power Restoration Delays and Dual Hurricane Impact:
One of the biggest hurdles we faced was the disruption caused by both Hurricane Helene and Hurricane
Milton. Although Cleveland Street Market did not suffer structural damage, surrounding areas—particularly
the beach districts—were severely affected. This caused significant delays in securing contractors and
materials, as resources are appropriately reallocated to areas that required immediate recovery work.
One of the key delays we faced is electrical power to the café space, which is essential for the tenant to
begin their preparations. Electrical work in the space has now been completed and we’ve been assigned a
Duke Energy Designer. They provided us with a time of 2-10 weeks to have power on at the café.
Tenant’s Revised Timeline:
Due to the delays caused by the back-to-back hurricanes and no power, our tenant's planned timeline has
been significantly affected. They have now taken possession of the space as of November 2024 and
estimate being fully operational by March 2025. The tenant remains highly committed to making this café a
successful part of the Cleveland Street Market community, and we are confident that, once open, it will
enhance the vibrancy of the area.
Community and Economic Impact:
The café will play an important role in revitalizing the Cleveland Street Market, drawing both residents and

tourists, and contributing positively to the local economy. As Clearwater continues its recovery from the
hurricane impacts, this business will support the economic rebound and provide a much-needed boost to the

"Slow on the Go Café" in March 2025. This concept blends fast-paced convenience with a focus on quality

initiatives that serve hundreds of individuals. His proven ability to operate community-focused enterprises
and create inclusive, welcoming environments makes him an ideal tenant for this space.
The "Slow on the Go Café" will not only enhance the market’s offerings but also contribute to revitalizing
Cleveland Street Market by attracting residents and visitors alike. Mr. Harris’s entrepreneurial vision and

SUMMARY:
The purpose of this item is to select CULC as the recommended respondent for Letters of Interest 01-25
(LOI) and to authorize the CRA Executive Director to enter into negotiations with CULC to prepare a lease
and operation agreement for the development and use of certain adjacent parcels located within the North
Greenwood Community Redevelopment Agency boundaries.
The City is the owner of the parcels located at 1321 N. Martin Luther King, Jr. Avenue, Clearwater, FL
33755; 1317 N. Martin Luther King, Jr. Avenue, Clearwater, FL 33755; and 1106 Tangerine Street,
Clearwater, FL 33755 (collectively the “City Parcels”). The CRA is the owner of the parcel located at 1325
N. Martin Luther King, Jr. Avenue, Clearwater, FL 33755 (CRA Parcel). All four of these parcels will be
subject to the lease and operation agreement for a unified project.
The City and CRA jointly issued the LOI for the lease and development of the City Parcels and the CRA
Parcel as a mini outdoor mall/shipping container village. The parcels collectively have a total land area of
0.347 acres and are within the North Greenwood MLK Corridor.
The City and CRA received one response to the LOI being the proposal from CULC. The LOI review
committee (Committee) read the proposal and evaluated the project budget, a financial strategy, and a
plan of redevelopment of the City Parcels and CRA Parcel. CULC is proposing to accommodate no less
than fifteen businesses to occupy this space. In the event the parties can come to agreement on a lease
and operation agreement, CULC will receive $500,000.00 from the CRA for this project.
Certain points to be discussed with CULC in relation to the lease and operation agreement include:
·A potential 5-year initial lease with renewal options, with CULC responsible for all utilities, property
taxes, building insurance, and maintenance.
·Potential deferment of rent until a Certificate of Occupancy is issued, after that rent will be adjusted to
a rate acceptable to both the City and the CRA.
·CULC must obtain liability insurance acceptable to the CRA and City.
·The CRA’s participation in vetting businesses that will lease space within the development.
·A requirement that CULC submit quarterly reports on the project's progress and milestone for the next
quarter.
·CULC’s potential partnership with M1 Containers, the design-build firm behind the Krate at the Grove
project in Wesley Chapel, to oversee the construction of container-based spaces.
·The CRA will provide up to $500,000 in funding for eligible expenses directly related to the project,
such as the purchase of containers, construction, design, and permitting, with disbursements tied to

verified project milestones. CRA funds will not be used for any purposes prohibited by state statutes
governing their use.
The proposed project meets the requests outlined in the LOI and the Committee recommends selecting
CULC as the winning respondent and authorizing the CRA Executive Director to enter into negotiations for
the preparation of a lease and operation agreement.

CULC will then petition to purchase project properties for a fair value. This project is not merely
a proposal; it is a transformative opportunity to rejuvenate the MLK corridor, serve the public
interest, serve as a business incubator, and closely align with the goals outlined in the North
Greenwood Community Redevelopment Area Plan.

Support for the Project
The Clearwater Urban Leadership Coalition's Board of Directors is in full support of this
initiative. Their commitment underscores the urgency and importance ofrevitalizing the North
Greenwood area, particularly the MLK corridor. Additionally, we are pleased to note that the
former City Manager and the City Counci l were in full support of this project during their tenure.
Their advocacy and guidance have paved the way for us to move forward with this exciting
initiative, and we are eager to build on the foun dation they have established.
Funding Commitment
To realize the development of this project, the Coalition wishes to secure a commitment of
$500,000 from the Community Redevelopment Agency. The City Council in 2023, came to a
consensus to set aside $500,000 for a container village in North Greenwood. This funding will be
instrumental in covering development costs and ensuring the successful launch of the mini
mall/shipping container village.
Preliminary Schedule
Once we receive approval from the Community Redevelopment Agency and the City of
Clearwater, the Coalition will immediately begin pursuing the necessary permits for the project.
We will collaborate closely with the City's Planning and Development Department to submit site
and building plans that are fully compliant with City codes. Our goal is to obtain approval
through a Development Order, allowing us to commence construction as soon as possible. We
anticipate that these initial steps, including permitting and planning, will occur within the first
quarter of 2025. Through our partnership with MI Containers, we have already started
conversations with the City's Planning and Development Department through their Building Plan
Review Committee (BPRC) to begin the design of the project in compliance with the City's
development standards.

Our Role as Project Manager
As the project manager, and land Lessee, and owner of the mini containers (structures), the
Clearwater Urban Leadership Coalition will take the lead in ensuring the successful execution of
the mini mall/shipping container village. Our responsibilities will include:
• Overseeing Development: We will work closely with Ml Containers and other
stakeholders to manage the design and construction process, ensuring that the project is
completed on time and within budget.
• Implementing Operational Strategies: Once the mini mall is established, CULC will
oversee its operation, ensuring that it serves as a welcoming and vibrant space for tenants
and visitors alike.
• Sustaining the Project: We are committed to the long-term sustainability of the mini
mall. After the project is complete, the Coalition will sustain its operations through
fundraising efforts, rents (low), securing ongoing financial support to maintain and grow
the mini mall as a community asset. This sustainability plan will include engaging local
businesses and community members in fundraising initiatives and developing
partnerships with philanthropic organizations.

Our mission is to enrich the North Greenwood community by creating a dynamic retail environment

Problem
North Greenwood was originally known as , simply, "The Grove," nicknamed for the large citrus
orchards planted there before the turn of the 20th century. The neighborhood's main street, a
north-south hardtop running from Fairmont Street in north Clearwater to the city's southern limit
near Belleair Road , was known as Greenwood Avenue for over 90 years, named for the bright
green jumble of palmetto patches and tangerine trees the road once cut through .
Over time , during segregation, the Greenwood neighborhood evolved into the main enclave for the
City of Clearwater's African-American population, gradually transforming its character from
agriculture to residential with neighborhood-accommodating retail and commercial businesses.
Along the "pre-King" Greenwood Avenue corridor, the beloved main street was a hotbed of
precious historic neighborhood character manifesting the epicenters of healthy social, commercial
and economic life in a strong community.
Solution
The Grove @1105 directly addresses these issues by establishing a vibrant container mini mall
that serves as an incubator for local businesses. By providing affordable retail spaces and a
supportive community environment, we enable entrepreneurs to showcase their products while
fostering a sense of pride and collaboration among residents.

Community Family Fun Night
Community Family Fun Night is an annual event hosted by the Clearwater Urban
Leadership Coalition which continues to draw residence from near and far to the North
Greenwood Community. Th is year, we were pleased to host our 1 o th annual event which
drew nearly 3000 attendees from all demographics who enjoyed the ultimate welcoming
experience.
The success of this event dispels the myth that North Greenwood could never become a
destination place that residents would be eager to come to because of safety concerns.
That is unfounded and in the 10 years we've not had one incident of criminal behavior.
Here is a comment which came from a first-time attendee who shares her experience.
"Thank you for suggesting that I attend the 10th Annual Community Family Fun Night
in Clearwater. Wow!!! What a terrific event. I felt blessed to be there. There were
people of every race and color. Kids, moms and dads, aunties and elders. The vibes
were wonderful, loving, happy and high energy. It put my heart on wings."

SUMMARY:
The Cleveland Street Activation and Mobile Vendors Initiative is the CRA’s plan to reinvigorate the 400-500

Goal 2 - Accessibility Goal (page 46)
Objective 2B: Strengthen Cleveland Street, Osceola and Fort Harrison Avenues as local, pedestrian
oriented streets. Identify other local streets to be reinvigorated with active ground floor uses.
Objective 2H: Support temporary techniques that improve the street environment such as murals,
temporary planters, sharrows, bike lanes and painted intersections until permanent improvements are

SUBJECT: Cleveland Street Activation and Mobile Vendors Initiative Update
SUMMARY:
The Cleveland Street Activation and Mobile Vendors Initiative aims to reinvigorate the 400-500 blocks of
Cleveland Street, from Osceola Avenue to Garden Avenue, through targeted efforts across four focus
areas:
1. Mobile Vendors
2. Special Events
3. Public Art and Pop-ups
4. Streetscape and Placemaking
This initiative aligns with the CRA’s goals of economic growth, cultural vibrancy, and community
engagement. Collaborative efforts across city departments, community stakeholders, and strategic
partners will drive its success.
CURRENT STATUS:
Significant progress has been made in planning and executing this initiative:
1. Mobile Vendors:
o Brick-and-mortar businesses will have the first opportunity to host mobile vendors.
o Vendor options will include retail offerings, such as jewelry and pottery carts, to
complement existing businesses and avoid service duplication.
o Staff has begun engaging potential vendors at Market Marie and other markets to
secure participation.
2. Special Events:
o Plans include developing seasonal markets and introducing recurring vendors.
o A pilot Cleveland Street Activation and Mobile Vendor event is scheduled for Q1 2025,
featuring special events, art pop-ups, and mobile vendors managed entirely by city staff.

o Future event programming will include music trucks, DJ booths, and potential
bandstands to create vibrant entertainment options.
3. Public Art and Pop-ups:
o Plans include new public art installations, temporary pop-up art displays, and artistic
enhancements to mobile vendor setups, developed in collaboration with St. Petersburg
College (SPC) art students.
4. Streetscape and Placemaking Enhancements:
o Key upgrades will include elegant lighting, gateway identification signage (future idea),
expanded kiosks, banners, bike racks, landscaping, and mobile restroom facilities.
PARTNERSHIPS AND COLLABORATION:
SPC will play a pivotal role in developing a seasonal market program featuring multiple mobile vendors
starting in April 2025. This collaboration will integrate entrepreneurial and fine arts programs, with SPC
handling their portion of the project for under $50,000.
We are also leveraging relationships with Amplify Clearwater, Clearwater Arts Alliance, Parks and
Recreation, Arts and Cultural Affairs, Public Communications, Public Works, and other city departments
to broaden outreach, attract diverse demographics, and ensure robust marketing strategies.
COMMUNICATIONS PLAN:
Staff will develop a comprehensive communications plan in coordination with Public Communications.
Elements include:
• Social Media Campaigns: Engaging and consistent content to promote events and showcase
progress.
• Print and Digital Flyers: Visually appealing materials for strategic distribution.
• Media Outreach: Press releases and proactive engagement with local media.
• Community Engagement Events: Merchant roundtables and Q&A sessions to foster
collaboration.
• Internal Communication: Regular updates to Trustees, city administration, and stakeholders.
Key Performance Indicators (KPIs), such as attendance, vendor sales, merchant participation, and social
media engagement, will provide actionable insights to refine strategies.
BUDGET AND FUNDING:
The total proposed budget for the initiative is $500,000, with contributions as follows:
• CRA: $200,000
• Downtown Development Board (DDB): $300,000
Allocations:
• Partnership and Program Coordination: $50,000
• Mobile Vendors and Special Events: $150,000
• Arts and Entertainment Enhancements: $100,000

NEXT STEPS:
1. Finalize plans for the Q1 2025 pilot event and present updates to Trustees at the January
meeting.
2. Collaborate with Legal to amend codes and regulations for year-round vendor opportunities.
3. Continue stakeholder engagement, including merchant participation and external vendor
outreach.
4. Develop and execute the communications plan, ensuring community awareness and
participation.
CONCLUSION:
The Cleveland Street Activation and Mobile Vendors Initiative is poised to transform the 400-500 blocks
into a vibrant and unique destination. Through collaboration, strategic planning, and community-
focused enhancements, this initiative will foster economic growth and cultural vitality while celebrating
Clearwater’s unique identity.
