Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Wednesday, December 11, 2024 8:00 AM Main Library - Council Chambers Marine Advisory Board City of Clearwater Marine Advisory Board Meeting Minutes December 11, 2024 Present 5 - Chair Michael Grohman, Vice Chair Kevin Laughlin, Board Member Francis Bugaj, Board Member Phillip Rugari, and Board Member Rick Broom Also Present2 - Mike MacDonald, Marine and Aviation Director and Dani DeBois, City Clerk Specialist 1. Call To Order The meeting was called to order at 8:00 a. m. 2. Approval of Minutes 2.1 Approval of September 11, 2024, Marine Advisory Board Meeting Minutes Member Laughlin moved to approve the September 11, 2024 Marine Advisory Board Meeting minutes as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Hurricane Damages Marine and Aviation Director Mike MacDonald said there were damages from the two previous hurricanes being addressed in order of priority. City Engineer Jeff Walker presented the damage assessment and preliminary findings reports. In response to a question Mr. Walker said that insurance will assist after the deductible is met. Mr. Walker said the priority items will be completed within the next year. 5. Old Business Items 5.1 Beach Marina Commercial Tenant Outreach Group Update Mr. MacDonald said vendors moved to designated spots with electricity for sales kiosks. Mr. MacDonald said there will be more ice machines available for the vendors in March. 5.2 Beach Marina Reconstruction Project Update Mr. MacDonald said construction began in October on the west side of Coronado Dr. and will finish by the first of March. In response to a question 2 City of Clearwater Marine Advisory Board Meeting Minutes December 11, 2024 Mr. MacDonald said the sea wall construction is being completed first before the new layer is added to the older sea wall. Mr. MacDonald said they have sent out bids for fuel suppliers at the dock. 5.3 Harbor Marina North End Wave Attenuator Project Update Mr. Walker said three of the wave attenuators were replaced last year that make up the south facing corner damaged by Hurricane Ian and the city is looking to replace additional attenuators before next hurricane season. Mr. Walker said the timeline may be delayed due to the supplying vendor but that mitigation strategies will be presented to City Council in January. 5.4 Anchor Limitation Area Update Mr. MacDonald said the permits are completed for the Anchor Limitation Area and they are waiting on a date to install the notices. In response to a question Mr. MacDonald said the forty -five-day limitation period for boats currently within the area will begin when the anchorage limitation is set in place. 5.5 Stevenson Creek Feasibility Study Update Mr. MacDonald said he is waiting to receive the final report however preliminary information shows creating a slow speed zone for manatee safety is the best approach. 6. Director's Report Mr. MacDonald said the Seminole Boat Ramp repair bids will go out in January, with construction starting in April. Construction will rotate so four ramps are open at any given time with the estimated timeline of 180 days for completion. 7. Board Members to be Heard: None 8.
