1. Call To Order
The meeting was called to order at 8:00 a.m.
2. Approval of Minutes
2.1 Approval of June 12, 2024, Marine Advisory Board Meeting Minutes
Member Broom moved to approve the June 12, 2024 Marine Advisory
Board meeting minutes as submitted in written summation. The motion
was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda None.
4. New Business Items
4.1 Marina Rate Increases for FY 2024-2025
Marine and Aviation Director Mike MacDonald said that only commercial
tenants are remaining at the Beach Marina through the construction
period. Not recommending any increases for the commercial tenants at
that location. Other marina locations are recommended for a five percent
increase. In response to a question, he shared that the rates are still
below the rate study completed by Dunedin and will recommend at the
completion of the Beach Marina construction for the rates to be increased
to what a third party suggests.
Member Laughlin moved to approve the recommendation on rate
increases for the applicable locations to the city council. The motion
was duly seconded and carried unanimously.
5. Old Business Items
5.1 Beach Marina Commercial Tenant Outreach Group Update
Outreach Group Spokesperson and Owner of Tropics Boat Tours Trisha
Rodriguez said that the city is looking into alternative ways to perform the
needed drudging for the construction project to minimally impact the
businesses at the Marina and are making good efforts to assist in
marketing the open business while construction is underway. Said that
conversations with transportation providers are still occurring to find best
solution for duration of limited parking.

5.2 Beach Marina Reconstruction Project Update
Mr. MacDonald said construction is still anticipated to begin in
October 2024 and that the city is waiting on a final permit from the
National Marine Fishery Services to be able to conduct work below the
highwater tide mark. He anticipates the permit will be received in
October 2024 at earliest or in February 2025 at latest.
5.3 Harbor Marina North End Wave Attenuator Project Update
Mr. MacDonald introduced Jeff Walker from Public Works to provide an
update on the project.
Mr. Walker said that they are at 90% with the project design and have
brought on a construction manager. The estimated start time for construction
is in late spring or early summer 2025.
5.4 Anchor Limitation Area Update
Mr. MacDonald said the anchoring have been established. In response to
questions, he said there is no way to monitor where boaters may be dumping
their waste holding tanks, but the harbor has good natural flushing.
5.5 Stevenson Creek Feasibility Study Update
Mr. MacDonald said that they are anticipating the draft study to be ready for
Council review by September 15, 2024.
6. Director's Report: None.
7. Board Members to be Heard
Vice Chair Keven Laughlin said that he will be completing his term on the
Board and that he will stay on as long as he is a qualified candidate to do
so after his term is complete.
