Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Wednesday, September 18, 2024 4:00 PM Main Library - Council Chambers Environmental Advisory Board 1 City of Clearwater Environmental Advisory Board Meeting Minutes September 18, 2024 Present 5 - Chair Jared Leone, Board Member Glenna Wentworth, Board Member Kelly Dobbin, Board Member Michael Rubino, and Board Member Jason Drizd Also Present—Cassie Cordova — Sustainability Manager and Danielle DeBois — City Clerk Specialist 1. Call To Order The Chair called the meeting to order at 4:00 p.m. 2. Approval of Minutes 2.1Approve the minutes of the July 17, 2024 Environmental Advisory Board meeting. Member Rubino moved to approve the minutes of the July 17, 2024 Environmental Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Citizen Bill Jefferson said the city council had a presentation on vulnerabilities and evaluations regarding upcoming goals and expressed concern that environmental protection and landscaping care was not included. Chris Michelek expressed concern on a new development projects allowance on seawall size and compliance issues at Clearwater Point. Rudy Michelek expressed concern on the Clearwater Point seawall and emphasized the effects of diminished land for water absorption. Chair Leone said historically the board is not able to assist with specific developments but could investigate city wide pervious verses impervious surface allowances on properties and what are proper measures to take for impact on various lot sizes. 4. New Business Items 4.1 Review presentation on City Hall project City Engineer Tara Kivett provided a power point presentation on the new city hall. In response to questions, Ms. Kivett reviewed the community rating system and information regarding how the award score is calculated by category. 2 City of Clearwater Environmental Advisory Board Meeting Minutes September 18, 2024 One individual expressed concerns on security for council chambers due to its second-floor location. One Individual shared a personal experience with utilizing solar and the cost associated. 4.2 Review presentation on artificial turf ordinance Planning Division Manager Jayme Lopko presented the community development code amendments regarding artificial tun` One individual shared their experiences with artificial tun`and tun`installation. Member Dobbin moved to oppose the code change regarding artificial turf and to have the board write council a letter of opposition. The motion was duly seconded and carried unanimously. 5. Old Business Items Mr. Leone said the previous meetings letters were ready to be submitted except for the letter regarding phosphogypsum. Mr. Leone said the vulnerability assessment for Stephenson Creek has concluded and will be included in the review next meeting. 6. Director's Report Sustainability Manager Cassie Cordova said the city website has the results of the finalized vulnerability assessments and shared that they would be moving forward with wrapping the electric vehicles (EV) as well as possibly purchasing more EVs for city use. Ms. Cordova said the solar project is currently on hold and will be taken to council for review. 7. Board Members to be Heard Ms. Wentworth spoke on amendment two on the November ballot imploring council to research and vote knowledgeably. Mr. Leone said that additional education materials may assist to limit the amount of contamination in residential recycling. In response to conversation Mr. Leone expressed interest in either stickers for containers or mailers with information. 8.
