Trustee Cotton moved to approve the minutes of the August 12,
2024 CRA meeting as submitted in written summation by the City
Clerk. The motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Kathy Flaherty showed a video regarding CRAs and expressed concerns
that the Clearwater CRA funds developers not community projects.
Mr. Holuba expressed concerns regarding the lack of revitalization in
Downtown.
Barbara Sorey Love urged the City to preserve the historic Friendship
Missionary Baptist Church by purchasing the property and placing it
under auspices of the Downtown Prospect Lake CRA.
4. New Business Items
4.1 Approve the Interlocal Agreement with the Downtown Development Board (DDB) to
provide personnel, administrative and management services during the Fiscal Year Draft

2024-2025 in the amount of $87,309, refund the CRA Tax Increment fee of $381,027, and
authorize the appropriate officials to execute same.
Florida Statutes 163.387 requires all taxing authorities, which includes the DDB,
to make an annual appropriation in an amount equal to the incremental increase
in the ad valorem revenue within the CRA area. The DDB’s increment payment
is $381,027 according to the Pinellas County Property Appraiser’s office.
In a spirit of cooperation to further the downtown redevelopment plan, the CRA
Trustees executed the first Interlocal Agreement in Fiscal Year 1999-2000 to
provide personnel, administrative and management services to the DDB and to
refund the difference between the increment payment and the management fee.
Pursuant to Florida Statute 163.01, the CRA and DDB can enter into this
agreement in which the DDB agrees to perform certain responsibilities and
functions including funding projects and programs consistent with the
downtown redevelopment plan. The intent of this agreement is for the DDB and
the CRA to work collaboratively on projects and programs that further downtown
goals and objectives. The management of the DDB by CRA staff enables the
CRA and the DDB to utilize the public dollars more efficiently.
The DDB shall pay the CRA $87,309 for the services agreed to in the Interlocal
Agreement.
One individual spoke in opposition.
Trustee Teixeira moved to approve the Interlocal Agreement with
the Downtown Development Board (DDB) to provide personnel,
administrative and management services during the Fiscal Year
2024-2025 in the amount of $87,309, refund the CRA Tax
Increment fee of $381,027, and authorize the appropriate officials
to execute same. The motion was duly seconded and carried
unanimously.
4.2 Approve an Interlocal Agreement between the Clearwater Community Redevelopment
Agency (CRA) and the City of Clearwater to provide CRA funding in fiscal year
2024-2025 in the amount of $282,433.02 to underwrite the cost of additional Community
Policing services by the Clearwater Police Department in the Downtown CRA to address
quality of life issues, drug dealing, and homelessness and authorize the appropriate
officials to execute same.
An allowable funding source of this active item is the use of CRA Increment Draft

Financings funds. Florida Statutes allows for the use of funds for “community
policing innovations” in the Community Redevelopment Areas.
Quality of life issues, drug dealing, and homelessness, all negatively impact the
redevelopment plan. Additional community policing resources are needed to
effectively address these issues above and beyond the level provided by routine
road patrol functions.
The CRA and Clearwater Police Department have reached an agreement on a
proposed scope of services and terms delineated in the Interlocal Agreement.
Included in the proposed scope is the delineation of specific, measurable crime
reduction targets by which to monitor the success of the initiative as well as
providing clear language required by statute assuring that the resources are
applied to the Downtown CRA area.
APPROPRIATION CODE AND AMOUNT:
Funding for this Interlocal Agreement will be from R2001 Community Policing
STRATEGIC PRIORITY:
1.4 Foster safe and healthy communities in Clearwater through first class public
safety and emergency response services.
Two individuals spoke in opposition.
Trustee Allbritton moved to approve an Interlocal Agreement
between the Clearwater Community Redevelopment Agency
(CRA) and the City of Clearwater to provide CRA funding in fiscal
year 2024-2025 in the amount of $282,433.02 to underwrite the
cost of additional Community Policing services by the Clearwater
Police Department in the Downtown CRA to address quality of life
issues, drug dealing, and homelessness and authorize the
appropriate officials to execute same. The motion was duly
seconded and carried unanimously.
4.3 Approve an Interlocal Agreement between the City of Clearwater and the Community
Redevelopment Agency (CRA) to provide staffing and administrative services for the
CRA, in an amount not to exceed $1,060,401.00 and authorize the appropriate officials to
execute same.
The City Council recognized the need for a dedicated focus on downtown
redevelopment through the establishment of the Community Redevelopment
Agency as an independent department in 2016. Draft

The Clearwater Downtown Redevelopment Plan established that funds
received by the CRA through Tax Increment for certain redevelopment activities.
The North Greenwood Community Redevelopment Area Plan acknowledges
that the staff who administer the Downtown CRA will also administer the
implementation of the North Greenwood Community Redevelopment Agency
Area Plan.
As per Section 163.387, Florida Statutes allows that money in the
redevelopment trust fund may be used to support the activities for the for the
Community Redevelopment Agency, including providing for staff. The total
salary for the CRA staff is for FY2024-2025 $1,016,359.00:
• North Greenwood CRA $91,558.00
• Downtown CRA $924,801.00
• Internal Services $44,042.00
Trustee Mannino moved to approve an Interlocal Agreement
between the City of Clearwater and the Community
Redevelopment Agency (CRA) to provide staffing and
administrative services for the CRA, in an amount not to exceed
$1,060,401.00 and authorize the appropriate officials to execute
same. The motion was duly seconded and carried unanimously.
4.4 Downtown Revitalization Update.
In response to a question, CRA Executive Director Jesus Niño said staff
has been working to identify all vacant properties and units in
Downtown and conducting "wellness checks" for existing tenants. Staff has
been contacting the owners of the vacant units and properties. He said
staff is in the process of identifying all vacant properties owned by the
City or the CRA and determining how the sites will be surplussed.
Discussion ensued with comments made that members of the Downtown
Merchants Association appreciate staff's involvement.
It was requested that staff provide an update on the CMA lot, old
firehouse property, and the current transportation site at a future meeting.
The City Manager said staff is beginning to receive information requests
from the County's consultant, CBRE, regarding potential development Draft

opportunities in Downtown. She said staff has provided a list of city-owned
properties this past Friday. Staff will update the Trustees as appropriate.
4.5 Osceola Parking Garage Update.
Mr. Niño said the proposed garage is located on CRA property and will
be a 7-story mixed use facility with 377 parking spaces. There will be
approximately 10,000 sq. ft. of commercial wrap-around on Osceola Avenue.
He said the project is moving forward as planned.
5. Director's Report
Mr. Nino said the North Greenwood CRA CAC held their first meeting. Staff
provided an overview of the Sunshine Law, community redevelopment
agencies, and the plans and budgets for the CRA.

3.1 Approve funding in the form of a deferred loan in an amount not to exceed $2,000,000 to
be provided by the Community Redevelopment Agency to Sunrise Affordable Housing
Group for the land acquisition and a portion of the rehabilitation of real property located at
801 Chestnut St. contingent upon the satisfactory outcome of an evaluation of the
relocation plan review and authorize the appropriate officials to execute documents
required to affect closing of the loan.
Indigo Apartments is comprised of 208 units and was originally developed for
low-income senior housing. In 2015, the property was purchased and converted
to market rate, excluding 20 units that are legally restricted by funding that was
previously provided to the property by the City of Clearwater.
Sunrise Affordable Housing Group (Sunrise) is currently under contract to
acquire Indigo Apartments and is planning to convert it to legally restricted
affordable housing under a 50-year affordability commitment through the
Low-Income Housing Tax Credit (LIHTC) program, implementing income and
rent restrictions on 100% of units with thresholds set at 30%, 60% and 80% of
area median income. The restrictions will result in significant rent reductions,
resulting in an average +/- 51% discount when compared to today’s market-rate
rents. The property will be placed in the Pinellas County Land Trust, which will
provide a 99-year lease to Sunrise Affordable Housing Group, placing 208 Draft

housing under the county’s land use restrictions.
As a result of the conversion to affordable housing, an estimation of 59 current
residents will be considered over-qualified / over-income (above 80% AMI
threshold). The estimated number of affected residents was derived from a
demographic report provided by the current owner. Sunrise retained
CompassPoint Community Partners, LLC, a relocation specialist, who has
developed a relocation plan for the aforementioned tenants, ensuring
compliance with the Federal Uniform Relocation Act, which protects the existing
tenants from additional costs beyond their current rent and utility expenses. The
plan includes advisory services, commitment of funds by the developer to
providing financial assistance to tenants who do not meet the new income
requirement, a strategy for relocating tenants and an appeal and grievance
process. Sunrise has included a budget of $150,000 to be reserved for
relocation efforts. Should the cost of relocation exceed the budget for relocation,
the developer has agreed to debit any excess cost from the developer fee. A
third-party consultant will be retained by the CRA to review and evaluate the
relocation plan.
The developer has also included a $9.5 million capital improvement plan that will
include renovation of mechanicals including boiler, chiller, cooling tower, roofing,
and life and safety upgrades that include elevators. Temporary relocation due to
rehab will not be required, as majority of the rehabilitation will not affect the
interior of the units.
To support the project, the developer is requesting a deferred, 0% interest loan
in the amount of $1,000,000 from the City of Clearwater in addition to a
$2,000,000 deferred 0% interest loan from the CRA. The purchase of the
property by the Pinellas County Land Trust will inject an additional $5,000,000 in
funding and the County will also contribute $2,000,000 for renovations.
Sunrise’s representation has confirmed that they do not qualify for and will not
apply for any tax exemptions. The final approval of the loan will be contingent
upon the outcome of a subsidy analysis, the receipt of a structural evaluation of
the subject property that justifies the rehabilitation component of the project, the
approval of all funding sources and a satisfactory tenant relocation plan as
determined by City and CRA staff.
APPROPRIATION CODE AND AMOUNT:
Funds are available in Downtown CRA capital improvement project R2010 -
Housing County.
STRATEGIC PRIORITY:
2.1 Strengthen public-private initiatives that attract, develop, and retain
diversified business sectors.
2.4 Support equitable housing programs that promote household stability and
reduce the incidence of homelessness within Clearwater.
3.1 Support neighborhood identity through services and program that empower

On June 17, 2024, the CRA Trustees approved the Business Spotlight Program with the intent to
showcase the unique and impactful businesses within our Downtown Redevelopment Area. This program
celebrates those businesses that not only contribute economically but also engage deeply with the
community.
A total of 19 applications were received from various businesses all willing to showcase their contributions.
The review committee reviewed each application and selected the top eight businesses.

Approve a North Greenwood Commercial Grant for St. Joseph’s Holding, LLC located at 1125 Eldridge
Street Clearwater, FL 33767 in an amount not to exceed $75,000 and authorize the appropriate officials to
execute same.
SUMMARY:
On July 15, 2024, the CRA Trustees approved the North Greenwood Commercial Grant program. The
Commercial Grant Program is designed to incentivize commercial property and business owners within the
North Greenwood CRA to invest in building, structural, and site improvements. By offering grants of up to
$75,000, this program aims to enhance the visual appeal and functionality of the area, stimulate economic
growth, and create a business-friendly environment.
On August 20, 2024, CRA staff received a grant application from St. Joseph’s Holdings LLC, also known
as Yo Mama Foods, located at 11255 Eldridge Street, Clearwater, FL 33767. The application included
improvements for:
·Interior Walls for office buildout
·Electrical
·HVAC System
·Exterior Windows and signage
·Parking Lot Resurfacing
·Interior Paint
·Kitchen Cabinets/sink
·Interior Doors
·Plumbing
·Kitchen appliances
The applicant estimates the total project cost to be $233,500, with a legacy credit the owner has a 30%
match. Staff recommends a grant in an amount not to exceed $75,000 for the improvements that are to be
made at 1125 Eldridge Street.
If approved, the applicant shall occupy the property at 1125 Eldridge Street, Clearwater, FL, for a minimum
of five (5) years from the date of final certificate of completion. If the applicant should vacate the property,
(1) the grant agreement would be null and void; (2) the Community Redevelopment Agency (CRA) will not
tender any further funding; (3) the applicant will reimburse the CRA all the reimbursed funds.
Upon approval, CRA staff will work with the owners of Yo Mama’s Foods to enter into a grant agreement,
that specifies the terms and conditions. All required/supporting documents, invoices and payments must
be submitted and reviewed by staff prior to disbursement.
APPROPRIATION CODE AND AMOUNT:
Funds are available in cost code 1817552-G2210, North Greenwood to fund this grant agreement.

SUBJECT/RECOMMENDATION:
Downtown Core Vacancy update
SUMMARY:
At the August 12, 2024, Community Redevelopment Agency (CRA) meeting, trustees requested an update
on the vacant properties within the Downtown Core.
CRA and Economic Development staff have been collecting this data through Pinellas County Property
Appraiser, CoStar Database. In conjunction with this, the Public Works GIS team has been creating a new
ARC GIS database. Staff from both departments have been enhancing the tool to show features like vacant
properties, current land use, and city-owned properties.
All vacant property owners within the Downtown Core have been contacted to discuss assistance with
build-out grants through the CRA.
STRATEGIC PRIORITY:
1.1 Provide evidence-based measurement tools to continually guide municipal performance and promote
accountable governance.
