1. Call to Order: CRA Executive Director, Jesus Nino called meeting to order and reviewed
the order of the meeting.
2. Citizens to be Heard Regarding Items Not on the Agenda.

3.11 D#24-1042 Introductions:
Anne Lopez, Assistant Director for the Clearwater CRA, Julia Baltas CRA specialist, Kinard
Robinson, Marilyn Turman (CULC), Bryan Voliton, Kimberly Nunn -Crawford (Willa
Carson), Patrick McKenney, Tasha Hadley CRA specialist.
3.2 ID#24-1043 Appoint officers for the NGCAC:
CRA Executive Director, Jesus Nino provided an overview of the Robert Rule of Order
appointment procedure for CHAIR and VICE -CHAIR. CRA Assistant Director, Anne Lopez
reviewed the CHAIR responsibilities with CAC members. Ballots were provided to CAC
members. Nominations for CHAIR: Kinard Robinson (accepted) and Marilyn Turman
(declined nomination for chair). Votes were collected and counted by CRA staff, Kinard
Robinson was appointed CHAIR. CRA Assistant Director, Anne Lopez reviewed the VICE
CHAIR responsibilities with CAC members. VICE -CHAIR holds all duties in absence of the
CHAIR. Nominations for VICE -CHAIR: Kimberly Nunn -Crawford (respectfully declined
nomination for vice -chair), Marilyn Turman (accepted). Votes were collected and
counted by CRA staff; Marilyn Turman was appointed VICE -CHAIR.
3.3 ID24-1044 Review of Sunshine Law:
CRA Assistant Director, Anne Lopez provided a review of the Sunshine Law, reminded
committee members they have a copy of the sunshine law with the agenda and in their
NGCAC binder. Ms. Lopez explained to members it is beneficial to create your own email
address specific with the role as a CAC member.
CRA Executive Director, Jesus Nino addressed CAC members that any
business/communication regarding CAC they can NOT speak to each other directly; they
must go through the CRA liaison Vickie Shire, she is out. Julia Baltas was appointed CRA
liaison.',
VICE -CHAIR Marilyn Turman was recognized by the CHAIR and asked a question to CRA
staff about sending massive emails regarding upcoming events having nothing to do with
the committee is that allowed? CRA Executive Director, Jesus Nino stated, yes if it does
NOT pertain to any business coming forth in front of the CAC. If you have questions,
please reach out to CRA staff.

CAC CHAIR, Kinard Robinson asked CRA staff about emergency meeting outside the
schediile what is the notification to the community. CRA Executive Director, Jesus Nino
stated it will be discussed during the review the NGCAC policy.
3.4 ID#24-1148 Overview of the Community Redevelopment Agency:
CRA Executive Director, Jesus Nino provided an overview what a CRA means, stated he
would Nike to schedule a CRA 101 training for the CAC and community. Mr. Nino
discussed Chapter 163, how a CRA is created, funded, governed, and that the CRA is a
separate entity from the city. Mr. Nino explained the City Council are the trustees for the
CRA. Mr. Nino also provided information on increment funds (TIF). Mr. Nino stressed
that CRA are not social services. CRA's are not allowed by statue. Mr. Nino stated there
are three things you have to abide by; it has to be in Chapter 163, it must be in the
community redevelopment plan, or you cannot do it and third it has to be in the budget.
Mr. Nino opened it up for questions. CAC Chair Mr. Robinson asked where the list was of
what can be funded by CRA's in their binder? Mr. Nino stated Chapter 163.3876, and
Mrs. Lc$pez stated its in their CAC orientation binder. Mr. Nino read section 6 to the CAC
members. Mr. Nino expressed CRA's cannot fund special events or sponsor. Mr. Robinson
asked about the FRA Conference and if CAC member could attend. Mr. Nino stated yes.
Mr. Robinson asked if the conference information could be emailed to CAC members.
3.510024-1045 Review the North Greenwood Citizens Advisory Committee Policy:
Mr. Nino stated the CAC Policy was approved by the trustees. Mr. Nino specified the
policy is uniformed guidelines for CAC members. Mr. Nino reviewed the policy with CAC
members. Mr. Robinson asked if CRA staff will take notes for the meeting. Mr. Nino
stated yes. Mr. Nino provided a cheat sheet to CAC members of how to conduct a
meeting.
CAC Member Bryan Voliton made a motion to allow public comment at CAC meetings,
second's it by vice -chair Ms. Turman. Discussion by CAC member, Patrick McKenney asked
if it would be a specific point or throughout the meeting. Mr. Nino stated it will be at the
beginning or end of the meeting. Public comment is no more than 3 minutes.

motion,

Citizen: Mike Foley; lives at 1809 Apalachee Trail. Mr. Foley asked if the CAC members
knew Where it was, they all stated YES. Mr. Foley represents Stevenson Creek Advocacy
Group. Stevenson Creek is coming back. Mr. Foley provided information about their
webpage and invited the CAC members to see what the Advocacy Group is doing for
Stevenson Creek. Mr. Foley stated commercial dock with 10 boat slips has been
proposed for that area. Mr. Foley asked for the CAC members to join their opposition.
Mr. Nino reminded the public this first meeting is to get CAC members oriented on how
they operate, and public comments is to be kept to 3 minutes.

Citizen: Kathy Flaherty; lives in the East Gate CRA. Ms. Flaherty stated, she wishes
she had advisory. Ms. Flaherty addressed the CAC members regarding their CRA
plan; Their plan is not geared toward capital improvements; you might want to
revbew your plan because that plan is very narrow. You want to make sure you know
what your plan can do.
Citizen: Darrell Lakey, Vice President of the Stevenson Creek Advocacy Group
(SCAG), addressed ongoing issues with sewer spills and the city's 10 -year plan to
ad4ress them. He offered support for the creek preservation efforts and any other
co munity initiatives.
3.6 I 24-1046 Approve a meeting schedule for the North Greenwood Citizens
Ad dsory:
Ms! Lopez stated CRA staff recommend CAC meetings to be held on first Wednesday
of each quarter month at 5:30 PM, with the North Greenwood Recreation Center as
the location. Member Nunn -Crawford motioned to approve the CAC meetings to be
held on first Wednesday of each quarter month at 5:30 PM and Member Voliton
second it.
Mr. Nino recommended to set their schedule for a public facility.
Member Nunn -Crawford moved to amend the initial motion to include a public
location such as the recreation center. Member McKenney second the amended
motion.

3.7113424-1147 Provide an overview od the North Greenwood FY 23/24 and FY 24/25
Ms. Lopez reviewed the 3'd quarter budget amendment, that was approved on
August 12th, 2024. Chair Robinson asked what mobility accounts for. Mr. Nino stated
examples sidewalks, right of ways and trails. Chair Robinson asked if the increment
can not be used for some of the things in the plan, where will that money come
from. It will be all increment, but as years go by the increment funds will get larger
and larger. Ms. Lopez presented the proposed 24/25 budget. Member McKenney
asked about funds that are not used. Mr. Nino stated every fund must be designated
to a budgeted line item. Mrs. Lopez stated that the North Greenwood CRA was
granted 20 years. Vice -Chair Turman asked if it's possible to extend past the 20
years? Mr. Nino stated you never know, we can not predict what will happen.
3.8 ID04-1146 Overview of current North Greenwood Grant Programs
CRP Specialist, Julia Baltas discussed the North Greenwood Residential and
Commercial Grant programs.
