Call to Order— Chair Fiel The meeting was called to order at 9:12 a.m. 2. Approval of Minutes 2.1 Approve the minutes of the September 10, 2024 AHAC meeting. Committee Member Byars moved to approve the minutes of the September 10, 2024 AHAC meeting. The motion was duly seconded and carried unanimously. 3. New Business 3.1 Second Discussion of Housing Incentive Programs - Amanda Warner, Wade Trim Consultant. Second Discussion of Housing Incentive Programs -Amanda Warner, Wade Trim Consultant Ms. Warner provided PowerPoint presentation. In response to questions, Ms. Warner said the expedited review process covers affordable housing projects for single family and multi-family homes. The Committee last year wanted to specify the expedited timeframe associated with single-family projects. She said staff has been using the expedited review process. Recommendation 1.2 encompasses a combination of public and private funding sources. Interim Housing Director Dylan Mayeux said staff has not been able to make the connections needed to establish a mentorship program as envisioned in Recommendation 1.3; staff mentors new developers or developers who have completed one housing project as needed. The brochure included in Recommendation 1.4 is available online via Housing's webpage. Ms. Warner said the intent of Recommendation 1.5 is to encourage housing developers to submit building example plans but none have been Page 2 City of Clearwater Affordable Housing Advisory Meeting Minutes October 28, 2024 Committee submitted yet. The recommendation would allow the Building Official and Planning Department to review the plans in advance to expedite the review process. Mr. Mayeux said the webpage includes a memorandum from Planning and Development that explains the Live Local Act. A few applications for accessory dwelling units have been submitted for review. Ms. Warner said the Accessory Dwelling Unit policy discourages short-term rentals. There are approximately 30 properties on the Inventory of Public Lands List. Mr. Mayeux said staff received a list of properties with code violations from Code Enforcement and contacted the property owners to discuss steps needed to obtain compliance via the rehabilitation program, but no projects have stemmed from that endeavor. Mr. Mayeux said the lot distribution program releases properties on the Affordable Housing Inventory List via the City's surplus/disposition process when a request is received. Ms. Warner said the City's webpage includes a dashboard site that conveys some of the information referenced in Recommendation 14.1. Community Development Coordinator Dania Perez said staff has been collaborating with counterparts in Pinellas County and the cities of Largo, St. Petersburg, and Pinellas Park in an effort to better align the different municipal program guidelines referenced in Recommendation 16.1 for a unified regional approach. Mr. Mayeux said the City's disaster relief program information is being rolled out this week, which is a backup option for those denied FEMA assistance or insurance claims. The City will provide repairs to avoid further damage, reimbursement for emergency supplies purchased before the first hurricane and two weeks after the last hurricane, payment of insurance deductibles up to $10,000, rental assistance for displaced households, temporary off-site storage, and life safety inspections. Staff has coordinated with Pinellas County and the cities of St. Petersburg and Largo. He said the downpayment and rehabilitation programs have been temporarily paused due to storm recovery efforts, those who have received a contract or letter regarding their requests will move forward as planned. He said the data collected from the storms will identify the number of households (120% AMI) the Department can assist. A lot of the homes impacted by Hurricane Helene were located on Clearwater beach; residents who meet the 120% AMI income criteria are welcomed to apply. Ms. Warren said she will provide the Committee with suggested amendments for Recommendation 16.1 regarding regional partnerships and disaster relief at the next meeting. Discussion ensued with consensus to continue using Recommendations 1.1, 1.2, 1.5, 2.1 - 2.4, 3.1 - 3.3, 4, 5.1 -5.3, 6.1 - 6.2, 7.1, 8, 9.1 - 9.2, 10.1 -10.5, 11.1, 12.1, and 13.1 as written. It was suggested that the following Recommendations be amended as follows: 1.3, 4th bullet- Providing a list of potential mentors experienced in affordable housing development by end of first quarter 2024 2025 and annually Page 3 City of Clearwater Affordable Housing Advisory Committee Meeting Minutes October 28, 2024 thereafter. 1.4 - Develop by end of first quarter 2024 and annually update thereafter a brochure. It was suggested that consideration be given to amend Recommendation 10.4 as the committee review process continues. Staff was requested to provide information regarding the total funds expended for the payment of Plan Review and Permit Fees and Impact Fees (Recommendation 2.4), the list of condemned properties, and a copy of the scoring matrix referenced in Recommendation 10.5. 4.
