04/24/2000PARKS & RECREATION BOARD MEETING CITY OF CLEARWATER April 24, 2000 Present: Kim Cashman Chair Steve Swanberg Vice Chair Larry Lindner Board Member Donald Harris Board Member Geri Shriver Board Member Dick Ruben Board Member Sarah Wiand Board Member Also Present: Kevin Dunbar Parks and Recreation Director Steve Miller Recreation Programming Superintendent Leroy Chin Parks, Planning & Projects Manager Bobbie Downs Staff Assistant II To provide continuity for research, items are in agenda order although not necessarily discussed in that order. The Chair called the meeting to order at 6:30 p.m. at the Eddie C. Moore Complex Fields 5, 6 & 7. Mr. Dunbar and Mr. Chin led members on a tour of the new complex. ITEM #2 – Approval of Minutes of Parks and Recreation Board meeting of March 27, 2000 - Member Lindner noted his comments should have read Bayfront courts were green on red instead of red on green. Member Swanberg moved to approve the minutes as corrected and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. ITEM #3 – Correspondence - None ITEM #4 – Parks and Recreation Master Plan Update – Mr. Chin said Board members will have the opportunity to participate in the master plan questionnaire at the next meeting, May 22. He said public meetings will begin in June at the Harborview Center; the first includes residents of the beaches and Island Estates. A date has not been announced. ITEM #5 –Old Business Capital Project Update – Mr. Dunbar said a JWB grant has been received to operate a teen sports camp and summer basketball league. Skate Park – Mr. Dunbar said some issues remain on what SPJC intends to do with the field house. However, Parks and Recreation is moving forward on acquisition of the land. McMullen Tennis Complex – Out to bid; bid opening May 8. Expect courts to be ready for play the end of August. Swimming Pool Renovations – Both Morningside and Clearwater Beach Family Aquatic Center expected to be completed in May. Playground and Fitness Equipment/Purchase and Replacement – Will be addressed in the master plan. Bayfront Tennis Courts – Waiting on light poles; completion expected in May 2000. b) Upcoming Recreation Events – The May Calendar of Recreation Activities was distributed, highlighting Fun ‘n Sun events and the openings of Eddie C. Moore Fields 5, 6 and 7 and Sunset Sam Park at Island Estates. ITEM #6 – New Business Mr. Dunbar said proposed expansion of Countryside Recreation Center goes to City Commission May 4. Projected opening is April 2001. It is hoped the bid for architect for the North Greenwood Center can be awarded by October 1, 2000. Mr. Dunbar discussed with the board the upcoming referendum to swap Chesapeake Ballpark for property owned by Calvary Baptist Church. This would give the City the opportunity to construct two additional ballfields (E.C. Moore Fields 8 and 9). Responding to Member Wiand’s concern regarding lights and mowing at McKay Field, Mr. Dunbar said the property will be maintained until long-term use of the site is determined. Member Lindner commented pools aren’t open in the mornings during summer months although operating hours are extended during those months. ITEM #7 Adjournment The meeting adjourned at 7:55 p.m. The next meeting is May 22 at the Municipal Services Building Conference Room. The June 26 meeting site has been changed to Clearwater Golf Park.
