08/12/2024CLEARWATER DOWNTOWN DEVELOPMENT BOARD MEETING August 12, 2024 — 1:00 PM — City Council Chambers 1. Call to Order. Mayor Rector called meeting to order. 2. Approval of Minutes 2.1 Approve the minutes from the July 15, 2024, Downtown Development Board Meeting. Member Cotton motioned to approve the July 15, 2024, Downtown Development Board minutes. The motion was duly seconded and upon roll call, the vote was: Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 3. Citizens to be Heard Regarding Items Not on the Agenda. 4. New Business Items 4.1 Approve the June 2024 Financial Statement for filing. CRA Program Manager Vickie Shire discussed the June 2024 Financial Statement for filing. Member Teixeira motioned to approve the June 2024 Financial Statement for filing. The motion was duly seconded and upon roll call, the vote was: Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 4.2 Approve a Special Event Grant Funding Request from Tampa Bay Ukulele Society in an amount not to exceed $20,375 for the Ukulele Festival and authorize appropriate officials to execute same. CRA Program Manager Vickie Shire discussed the Special Event Funding Request from Tampa Bay Ukulele Society which detailed the budget and the details surrounding the event. Tampa Bay Ukulele Society Program Coordinator, Robert Wilde provided a Power Point presentation. Discussion with comments made regarding the level of engagement within the Downtown Merchants. In response to a question, Mr. Wilde stated there will be a nominal charge for admission. In response to another question, Mr. Wilde stated the restaurants, and the Christian Science Reception Center has been generous to let attendees utilize the public facilities. As part of the event, attendees will receive a restaurant voucher. In response to another question, Mr. Wilde stated the budget item for Coachman Park will be used for Nash Keys instead of Coachman Park. Member Allbritton motioned to approve the staff recommended funding amount for Tampa Bay Ukulele Festival. The motion was duly seconded and upon roll call, the vote was: Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 4.3 Approve the Proposed Budget for Fiscal Year 2024/2025 for the Downtown Development Board. CRA Executive Director Jesus Nino presented the budget. In response to a question, discussed the meaning of Future Downtown Initiatives and verified the proposed budget balance. In response to a question, discussed the proposed decrease in the Business Assistance Grants due to funding mostly coming from the CRA. Member Mannino motioned to approve the proposed budget for FY 2024-2025. The motion was duly seconded and upon roll call, the vote was: Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 4.4 Discuss Special District Performance Standards. City Attorney David Margolis discussed Special District Performance Standards and stated staff will bring forward recommendations next DDB meeting. Citizens to be heard: Tony Tello, 520 Cleveland Street, commented on the growth of the Downtown Community however, stated that new merchants find it difficult because they do not know where to begin to ask for assistance. 5. Old Business Items 6. Director's Report. CRA Executive Director Jesus Nino stated there will be monthly listening sessions with the Downtown Community to seek feedback from merchants. 7. Adjourn.
