1. Call to Order. Mayor Rector called meeting to order.
2. Approval of Minutes.
2.1 Approve the minutes from the May 13, 2024 regular Downtown Development
Board Meeting.
Member Mannino moved to approve the minutes from the May 13, 2024, regular
Downtown Development Board Meeting.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member
Mannino, Member Fraizer, Member Khodortsov.
2.2. Approve the minutes from the June 3, 2024, regular Downtown Development
Board Meeting.
Member Teixeira moved to approve the minutes from the June 3, 2024, regular
Downtown Development Board Meeting.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member
Mannino, Member Fraizer, Member Khodortsov.
3. Citizens to be Heard Regarding Items Not on the Agenda. No citizens to be heard.
4. New Business
4.1 Approve the April 2024 DDB Financial Statement for filing. Mr. Jesus Nino, CRA
Executive Director introduced Mrs. Anne Lopez, CRA Assistant Director to speak to
ID#24-0712. Mrs. Lopez stated for the month of April there was $19,663.51 spent and
details are outlined in the agenda item.
Member Fraizer moved to approve the April 2024 DDB Financial Statement for filing.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member
Mannino, Member Fraizer, Member Khodortsov.
4.2 Approve the May 2024 Financial Statement for filing. Mrs. Lopez stated for the
month of May there was $72,142.98 spent and details are outlined in the agenda item.
Member Mannino moved to approve the May 2024 DDB Financial Statement for filing.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member
Mannino, Member Fraizer, Member Khodortsov.
4.3 Adopt a tentative millage rate of 0.9700 mills for fiscal year 2024/2025; set
public hearing dates on the budget for September 4, 2024 and September 17,
2024, to be held no earlier than 5:01p.m. Mr. Nino presented the information
pertaining to trim process, public hearings, and finalizing a budget must be provided
Pinellas County Property Appraiser and Tax Collector by July 30, 2024. DDB rate and
public hearing dates with trim notices will be provided to the public by August.
On July 1, 2024, Pinellas County Property Appraiser's Office provided the 2024 primary
tax roll and the taxable value for the Downtown Development Board is 534,989,792
which is an increase of 3.7% from the 2023 taxable value. Staff recommends the same
millage 0.9700 mills, which is the same as the current year. The rollback rate increased
5.65% of the 0.9181 mills. The rollback millage rate that can provide the DDB the same
property tax revenue that was leaving in the prior year.
Board members had a conversation regarding the limit of the millage rate for DDB and
the amount of funding that was left over in the account from the prior year.
Member Cotton moved to adopt the tentative millage rate of 0.9700 mills for fiscal year
2024/2025; set public hearing dates on the budget for September 4, 2024 and
September 17, 2024, to be held no earlier than 5:01p.m.

4.4 Adopt the City of Clearwater's Investment Policy and adopt Resolution 24-03. Mr.
Nino stated the DDB would adopt or amend the policy should the City's policy change
through out the year.
Member Teixeira moved to adopt the City of Clearwater's Investment Policy and adopt
Resolution.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Chair Rector, Member Allbritton, Member Teixeira, Member Cotton, Member
Mannino, Member Fraizer, Member Khodortsov.
5. Director's Report. Mr. Nino stated staff is conducting lessons learned meetings and
making appropriate amendments to improve the event processes for the community.
6. Adjourn. The meeting was adjourned at 1:10 p.m.
