The Chair called the meeting to order at 6:42 p.m. at Countryside Recreation Center. ITEM #2 – Approval of Minutes of Parks and Recreation Board meeting of January 24, 2000 - Member Lindner moved to approve the minutes as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. ITEM #3 – Correspondence - None ITEM #4 – Parks and Recreation Master Plan Update – Mr. Dunbar said staff is developing a questionnaire for the public, which will be reviewed by the Parks and Recreation Board and Beautification Committee. He asked for more input by the board. The McMullen site has been surveyed and should be ready to bid in about three to five weeks. Issues considered are lighting and water retention. Mr. Chin said all trees removed for expansion will be replaced elsewhere. Ms. Wiand expressed concern that fees would be out of reach of the general public. Mr. Dunbar said the business plan will include a plan to pay for services. Operation and maintenance will be paid by fees. ITEM #5 –Old Business Capital Project Update – Mr. Dunbar said staff will be recommending taking over full operation of SPJC field house October 1, to be operated as a recreation center. Relocating there will be athletics, possibly cultural arts, RAFT, and some programming staff. A skate park would be constructed on site. Work is nearly completed at E.C. Moore Complex. The City will host the NCAA Invitational Collegiate Women’s Fast Pitch Tournament March 16-19. Bayfront Tennis Courts are almost ready to open for day play. Mr. Chin said lights will be 60-candlelight power, and will operate by push button. b) Upcoming Recreation Events – Mr. Miller distributed the March Calendar of Recreation Activities highlighting a Cajun Beach Fest, Vet Rock and Good Life Games for senior adults. ITEM #6 – New Business Responding to a question regarding a need for more signage, Mr. Dunbar said a family of signs is being developed, which will identify all City facilities including those leased. Mr. Dunbar said McKay Field lighting as well as upgrading turf will be addressed as part of the City’s Master Plan. Level of service upgrades in lighting and turf will be done during the interim period. Mr. Dunbar and Mr. Art Kader, Assistant Director, met with the Parks Director of Pinellas County Parks system regarding county funding for City services to non-residents. He said significant increases in non-resident fees could be expected without county participation. The Parks Director was concerned the county has no funding source. It was suggested fees such as fire or library fees come from the General Fund. ITEM #7 Presentation by Countryside Recreation Center Staff Mr. Miller introduced Ms. Sandra Clayton who recently joined the staff as Recreation Program Coordinator. Ms. Laura Mowry gave a slide presentation and talked about plans for center expansion. ITEM #8 Adjournment The business meeting adjourned at 7:50 p.m. after which members toured the center. The next board meeting is March 27 at the Municipal Services Building.
