04/26/1999PARKS & RECREATION BOARD MEETING CITY OF CLEARWATER April 26, 1999 Present: Gerry Shriver Chair Larry Lindner Board Member Donald Harris Board Member Kim Cashman Board Member (left 7:20 p.m.) Sarah Wiand Board Member Stephen Swanberg Board Member Absent: Dick Ruben Board Member Also Present: Art Kader Parks & Recreation Department Director Steve Miller Superintendent of Recreation Programming Bobbie Downs Staff Assistant II (arrived 6:40 p.m.) The Chair called the meeting to order at 6:40 p.m. at Moccasin Lake Nature Park. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #2 - Approval of Minutes of March 22, 1999 Member Lindner moved to approve the minutes of the regular meeting of March 22, 1999, as submitted. The motion was duly seconded and carried unanimously. ITEM #3 - Correspondence -- None ITEM #4 - Upcoming Recreation Events Recreation Programming Superintendent Steve Miller distributed the May schedule of events. He highlighted Fun ‘n Sun activities, Melanoma Monday, swim classes and water safety awareness, and Memorial Day events. ITEM #5 - Moccasin Lake Nature Park Presentation and Tour Recreation Supervisor Cliff Norris guided members through grounds and buildings that comprise the nature park, noting points of interest at this environmental and energy education center. ITEM #6 - Old Business a) Current Capital Improvement Status Parks & Recreation Department Director Art Kader distributed copies of the Status of Capital Improvements Projects for the period ending 3/31/99 noting the City Commission on May 6 will consider replacing 5 Bayfront tennis courts with landscaping and repairing the remaining 4 courts. b) Report on Board Members’ Requests In response to a question by member Harris, Mr. Kader said lights would be completed at Sid Lickton Field #1 in mid-to-late May. In response to a question by member Lindner, Mr. Kader said Public Works Administrator Richard Bair supported a tree planting program on the wide ROW along Druid Road east of Belcher near the mobile home parks. ITEM #7 - New Business a) Operating Budget 1999/2000 Mr. Kader gave members copies of the Program Based Budget Summary - FY ‘99/00, which, he said, was the first time staff had computed budget using this accounting practice. Programs were ranked in categories of Mandatory, Need to Do, and Nice to Do. Also ranked in the same categories were unfunded programs totaling $1,673,940. b) Tour of Parks Members decided they would rather hold regular meetings at various Parks & Recreation sites than tour parks at this time. They suggested holding the next meeting at the Nursery and inviting Nursery Superintendent Mark Roether to attend. c) Non-Resident Fee Discussion Members supported a staff proposal to ask City Commission to approve increasing fees for non-residents who participate in co-sponsored activities. ITEM #8 - Comments by Board Members Chair Shriver expressed congratulations to the Parks & Recreation Department staff for the successful “Final Four” concert weekend. Member Lindner pointed out that 5 lights were out at McMullen Tennis Complex. Member Harris said 3 bulbs were out at Carpenter Field #1. The next meeting will be held May 24 at the Nursery at 901 N. Saturn Ave. at 6:30 p.m. ITEM #9 - Adjournment The meeting adjourned at 8:15 p.m.
