Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Wednesday, June 12, 2024 8:00 AM Main Library - Council Chambers Marine Advisory Board 1 City of Clearwater Marine Advisory Board Meeting Minutes June 12, 2024 Roll Call Present5 - Chair Michael Grohman, Vice Chair Kevin Laughlin, Board Member Deena Stanley, Board Member Francis Bugaj, and Board Member Rick Broom Absent 1 - Board Member Phillip Rugari 1. Call To Order The meeting was called to order at 8:00 a.m. 2. Approval of Minutes 2.1 Approval of March 13, 2024, Marine Advisory Board Meeting Minutes Member Bugaj moved to approve the March 13, 2024 Marine Advisory Board meeting minutes as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Beach Marina Commercial Tenant Outreach Group Introduction and Update Marine and Aviation Director Michael MacDonald introduced two members of the outreach group for the Clearwater Beach Marina. Outreach Group spokesperson and owner of Tropics Boat tours Trisha Rodriguez presented proposed solutions for commercial businesses affected by Marina construction. Outreach Group spokesperson and owner of Double Eagle Deep Sea Fishing Chad Haggert said there is a need for a parking garage to be built on the Marina property. 5. Old Business Items 5.1 Beach Marina Reconstruction Project Mr. MacDonald said construction is expected to begin in October 2024 when the dock hardening process is completed. To reduce operational cost the Marina will no longer provide is machines. Tenants will coordinate their coverage and supply. 5.2 Anchor Limitation Area Update Mr. MacDonald said anchoring limitations have been put in place allowing vessels to anchor for up to 45 days in the defined area. Two 2 City of Clearwater Marine Advisory Board Meeting Minutes June 12, 2024 signs and two buoys are posted at each entry point. 5.3 Stevenson Creek Feasibility Study Mr. MacDonald said the study is anticipated to be completed in 230 days and will be looking for consultation on the best path forward to make the no wake zone enforceable. Two individuals expressed concern regarding the health of Stevenson Creek. 5.4 Harbor Marina North End Wave Attenuator Project Mr. MacDonald said the City is working with engineering firm Moffatt and Nichol for the design and replacement of the wave attenuators on the north side of the south basin that were damaged in Hurricane Ian. He said this project will most likely cost around $3.5 million based on his experience with past attenuator replacements. He said the City is working with FEMA to recover some of the cost. The next step is to hire a construction manager. 6. Director's Report In response to a question, Mr. MacDonald said Council approved a construction manager for the Beach Marina and staff will bring an item to Council to approve the Guaranteed Maximum Price. Operations Manager Graham Donaldson reviewed work being done at the Harbor Marina to include ice machines, vending machines, and gate repairs. A mural will go up on the exterior wall of the Harbormaster's Office that will extend to an interior wall. He reviewed Beach Marina work being done in preparation for the construction. He said hooks were replaced at the Clearwater Beach Recreation Center docks for boat tie-ups. He said a commercial operations permit is being implemented at the Seminole Boat Ramp to allow operators to conduct business legally. 6. Director's Report 7.
