Call to Order— Chair Chinault The meeting was called to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve the December 12, 2023, NAHAB Meeting Minutes. Member Hebting moved to approve the December 12, 2023, NAHAB meeting minutes. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Beth Daniels provided a **Clearwater Affordable Housing **update and stated the group anticipates having an action plan by July. 4. New Business Items 4.1 Election of Officers. Election of Officers. Board Member Hebting moved to elect Robyn Fiel as Chair. The motion was duly seconded and carried unanimously. The motion was duly seconded and carried unanimously. 4.2 Discuss the option to prioritize certain activities in the 2024 Annual Action Plan. Discuss the option to prioritize certain activities in the 2024 Annual Action Plan. STRATEGIC PRIORITY: This item supports objective 2.4 of the City of Clearwater's Strategic Plan: 2.4 - Support equitable housing programs that promote household stability and reduce the incidence of homelessness within Clearwater. Economic Development & Housing Assistant Director Chuck Lane said the city will be making changes to its CDBG program this coming year. The city will seek larger, more impactful public service programs and public facility improvement projects. This will result in fewer subrecipients but higher funding amounts per subrecipient. Key considerations will be programs and projects that provide new services to Clearwater residents or existing services that will expand to serve a larger number of residents. Mr. Lane requested direction if additional priorities in the upcoming AAP application cycle should be established. He said the scoring rubric used by the Technical Review Committee can be changed to reflect priorities. Discussion ensued with support expressed in awarding higher scores to projects that 1) created non-congregate shelter units for homeless families,- 2) amilies,2) programs that transition people experiencing homelessness to permanent housing, and 3) projects that includes partnerships that combine specialties from multiple non-profits providing for a wider range of services for residents. Mr. Lane said staff will evaluate options and report back to the Board at the February meeting. There was board consensus that communication be sent to potential applicants to attend or view the February meeting so they can learn of changes being made to the program. 5.
