Roll Call
Present 4 - Ex Officio Bruce Brock, Board Member Roger Schulman, Board
Member Thomas Crockett, and Board Member John Renton
Also Present— Michael MacDonald - Marine & Aviation Director, Bill Hodgson — Marine
& Aviation Assistant Manager, and Nicole Sprague — Deputy City Clerk
1. Call To Order
The Chair called the meeting to order at 3:00 p.m.
2. Approval of Minutes
2.1 Approval of November 1, 2023, Airpark Advisory Board Meeting Minutes
Member Schulman moved to approve the minutes of the November 1,
2023 Airpark Advisory Board meeting as submitted in written
summation. The motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Work Order for Remill and Overlay Project.
Marine and Aviation Director Michael MacDonald reviewed project details. In
response to questions, he said the project should be complete next year. He
said a rotating beacon has been in the plan and it will get built into the
budget. The cost is unknown. The runway lights are older and contain
aluminum wiring.
4.2 Discuss Current Clearwater Airpark Grants the City is working on.
Mr. MacDonald reviewed Airpark related grants. He said there is plenty of
demand for hangar space. Per the lease agreement, FIyUSA reimburses the
city for any matching fund requirements related to the grants for hangar
design and construction. He said a land survey is being conducted on the
entire Airpark which will be used for additional projects, instead of separately
surveying just the portions needed for the terminal design and construction,
hangar design and construction, and the instrument approach projects.
4.3 Fixed-Base Operator's (FIyUSA) Verbal Quarterly Update.
Flight Based Operator(FBO) representative Barry Shevlin said the Airpark

had a successful year with lots of improvements made and a new Standard
of Procedure was implemented. The Airpark is now staffed day and night
with security on premise at night. He said all aircraft are airworthy and
insured, all derelict aircraft are gone. The relationship with the surrounding
neighborhood has improved and the single biggest complaint from tenants is
the golf balls.
4.4 Discuss Airpark Advisory Board presentation to the City Council.
In response to a question, Mr. MacDonald said the Marine Advisory Board is
presenting to Council on March 21, 2024.
There was consensus for Member Schulman to provide the Board update
at the April 18, 2024 Council meeting.
4.5 Elect 2024 Chair and Vice Chair.
Ex Officio Brock moved to appoint Member Schulman as Chair. The
motion was duly seconded and carried unanimously.
Ex Officio Brock moved to appoint Member Renton as Vice -Chair. The
motion was duly seconded and carried unanimously.

In response to a question, Mr. MacDonald said he has not been involved
with the airplane accident investigation that occurred at the Mobile Home
Park.
