Call to Order - Chair Fiel The meeting was called to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve the April 9, 2024, NAHAB Meeting Minutes. Board Member Byars moved to approve the April 9, 2024, NAHAB meeting minutes. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Shawn Wilson said Blue Sky Communities is working with staff on a new affordable housing project in Clearwater that is eligible under the Live Local Act. He thanked staff for their assistance and said he looked forward to bringing the development to the city. 4. New Business Items 4.1 Approve the staff recommended funding allocations for use of CDBG funding for Program Year 2024/25. Applications for funding have been reviewed and ranked. Scoring included administrative scoring by city staff and strength-of-application scoring by the technical review committee. City staff has made recommended funding allocations based on overall scoring and available funding. Page 2 City of Clearwater Docusign Envelope ID:096D83DE-132A-4FC3-8AA6-B1 C3463DD1 C1 Neighborhood and Affordable Meeting Minutes May 14, 2024 Housing Advisory Board Following approval, staff will begin preparing a draft Annual Action Plan for Program Year 2024/25 which will begin on October 1, 2024. Economic Development and Housing Assistant Director Chuck Lane reviewed staffs recommended funding allocations. In response to questions, Mr. Lane said the upcoming CDBG allocation remained flat nationwide, but the City's allocation increased by 3%. The HOME allocation decreased by 11% nationwide and the City's allocation decreased by 25%. He said the SHIP allocations for next year have not been released yet, staff anticipates the funding will be significantly decreased due to lack of doc stamp transactions. The fagade improvement program is a loan to grant, 20% of the loan is forgiven each year over five years. Mr. Lane said staff works with prospective developers year-round to determine funding availability for proposed projects. He said staff does not anticipate funds will be available for development projects with families above 80% AMI. Board Member Byars moved to approve the staff recommended funding allocations for use of CDBG funding for Program Year 2024/25. The motion was duly seconded and carried unanimously. 5. Old Business Items - None 6. Director's Report Mr. Lane said Board Member Chinault has submitted his letter of resignation. He has accepted a position with the Salvation Army as the Divisional Emergency Disaster Services Director for Arkansas and Oklahoma and will be relocating to Oklahoma City in early June. Mr. Lane thanked Mr. Chinault for his service and dedication to the Clearwater community for the last nine years. 7. Board Members to be Heard Board Member Chinault said it was a pleasure serving the Board and the community and that he was thankful for the opportunity. Chair Fiel and Board Members Harder and Byars thanked him for his service and wished him the best of luck in his new position. 8.
