1. Call To Order
The meeting was called to order at 6:30 p.m.
2. Approval of Minutes
2.1 Approve the Minutes of the October 24, 2023, Parks & Recreation Board Meeting
Member Kelly moved to approve the minutes of the October 24, 2023
Parks & Recreation Advisory Board meeting as submitted in written
summation. The motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Gina Ramos requested information on the management of the events at
the Mercado and requested to use The Sound for the Hispanic Heritage
Festival scheduled in October.
4. New Business Items
4.1 Election of Officers for the Parks and Recreation Board
Member Hood moved to re-appoint Patrick Raftery to serve as Chair.
The motion was duly seconded and carried unanimously.
Chair Raftery moved to re-appoint Jason Hood to serve as Vice-Chair.
The motion was duly seconded and carried unanimously.
4.2 Discussion of December Project Update Report
Parks and Recreation Director Art Kader and Parks and Recreation
Assistant Director Matthew Anderson provided project updates.
4.3 Discussion of the Invasive/Nuisance Plant Species Survey of City of Clearwater Parks
Mr. Anderson explained how the city identifies and handles invasive
species on city property.

4.4 Develop a Plan for Control of Invasive/Nuisance Plant Species in City Parks
Mr. Anderson reviewed the city's plan on how to control the invasive
species on city property.
4.5 Discuss Portable Restrooms for Enterprise Dog Park
Mr. Kader discussed the possibility of portable restrooms in parks.
5. Old Business Items
5.1 Programming Ideas for Coachman Park
Mr. Kader reviewed the types of events that can be held and are
scheduled for The Sound.
5.2 Discuss Parks and Recreation 15-Year Master Plan
Mr. Kader reviewed the Master Plan and said there are 14 main points
that are addressed, including access to fields, pickleball availability, etc.
5.3 Update on Activity at McMullen Booth Tennis Complex Supporting Wheelchair-Bound
Tennis Players
Mr. Kader reviewed the status of converting some courts at the
McMullen Tennis Complex to accommodate wheelchair-bound players.
5.4 Update on the Status of the Clearwater Audubon Society/Moccasin Lake Nature Park
Annual Contract
Mr. Kader said a new agreement with Tampa Bay Raptors will be signed
in a few weeks to take over the care for the birds of prey.
5.5 Update on the Formation of Friends of Coachman Park Initiative
Mr. Kader said the Friends of Coachman Park meeting is scheduled for
tomorrow, January 24, 2024 at 5:45 p.m. in Council Chambers.
6. Director's Report
Mr. Kader said Spring Training will be starting soon.
