Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order and are in summary format. 3 - Approval of Minutes – 11/10/03 Meeting Consensus was to continue approval of the November 10, 2003 minutes until the next meeting. 4 - Citizens to be Heard: - None. 5 - Public Hearing - Approval of FY 2002/03 Consolidated Annual Performance Evaluation Report (CAPER) Assistant Housing Director Howie Carroll presented the FY (Fiscal Year) 2002/03 CAPER (Consolidated Annual Performance Evaluation Report) to the NAHAB (Neighborhood & Affordable Housing Advisory Board). Color photographs in the report highlight revitalization projects, including the Fulton Apartments, North Greenwood Apartments renovation, new North Greenwood Library, new North Greenwood Recreation and Aquatic Center, and North Martin Luther King Jr. Avenue corridor. Future revitalization projects include CHIP (Clearwater Homeless Intervention Program) transitional housing, HEP (Homeless Emergency Project) transitional housing, and Mr. Carmel elderly rental housing project. He referenced numerous awards won by the North Greenwood Apartment renovation project. He said the board should be proud of these accomplishments. Mr. Carroll said developers have expressed interest in constructing more affordable housing. He complimented efforts by CNHS (Clearwater Neighborhood Housing Services) and most public service sub recipients, which spend their allotted funds diligently. Mr. Carroll thanked NAHAB, City management, and the City Commission for guidance. Mr. Carroll reported the CAPER would be presented to the City Commission this month for approval and then forwarded to HUD by December 29, 2003. He acknowledged staff efforts in completing the report. Member Braswell moved to recommend approval of the FY 2002/03 Consolidated Annual Performance Evaluation Report. The motion was duly seconded and carried unanimously. Staff was complimented for their efforts. 6 - New/Old Business Mr. Carroll reported at 11:00 a.m., Warrick Dunn’s Homes for the Holidays foundation will surprise a single mother, a new homeowner in the North Greenwood area, with a house full of furniture and goods. 7 - Announcements The next NAHAB meeting is scheduled for February 10, 2004, at 9:00 a.m. Meeting location to be announced. 8 - Adjournment The meeting adjourned at 9:10 a.m.
