The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
ITEM #2 – Introduction & New Board Members
New Board Members, Lisa Hughes and John Sabatier, were welcomed. Former Board Member Rev. William Graham was presented a plaque and recognized for his eight years of service to NAHAB
(Neighborhood & Affordable Housing Advisory Board).
ITEM #3 – Approval of Minutes
In reference to the April 22, 2003 meeting minutes, page 2, paragraph 4, it was stated the sentence should read, “Laron Barber of Clearwater Community Based Organization. . .”
Member Smith moved to approve the minutes of the regular meeting of April 22, 2003, as amended, and the minutes of the regular meetings of February 11 and April 8, 2003, as recorded
and submitted in written summation to each board member. The motion was duly seconded and carried unanimously.
ITEM #4 – Citizens to be Heard
Lois Cormier said advertising meetings related to the Consolidated Action Plan in the St. Petersburg Times would increase taxpayer involvement. Assistant Housing Director Howie Carroll
will review the schedule as that advertising had been planned.
ITEM #5 – Update - FY (Fiscal Year) 2003/04 Consolidated Action Plan
Mr. Carroll said NAHAB recommended allocations for the City’s FY (Fiscal Year) 2003/04 Consolidated Action Plan are available for Public Comment. The Consolidate Action Plan is available
for viewing. Staff will verify this item is advertised in the St. Petersburg Times. The City Commission will consider NAHAB’s recommendations on June 19, 2003. Staff plans to execute
all agreements with recipients by October 1, 2003.
ITEM #6 – New/Old Business
a) CNHS - Fannie Mae Foundation - Maxwell Award
Mr. Carroll announced, for their efforts in North Greenwood and for the rehabilitation of the North Greenwood Apartments, CNHS (Clearwater Neighborhood Housing Services) recently was
presented the Fannie Mae Foundation’s Maxwell Award, for excellence in affordable housing. The award includes a $50,000 grant to CNHS.
b) North Greenwood - “Transformation of the North Greenwood Neighborhood” - TBRPC
Mr. Carroll reported the City recently was presented the TBRPC (Tampa Bay Regional Planning Council) award for its transformation of the North Greenwood Neighborhood by construction
of the recreation center, a new library, streetscaping efforts, and the rehabilitation of the North Greenwood Apartments.
c) Fulton Apartments - Sale
Mr. Carroll reported the rehabilitation of the Fulton Apartments is nearing completion. The City Commission has approved sale of the 19-unit affordable-housing complex to CSF (Community
Services Foundation). Closing should occur in June. The City is seeking other multi-family projects or sufficient land to develop additional affordable housing.
ITEM #7 – Announcements
a) Upcoming Meeting - September 9, 2003
Mr. Carroll suggested in September the board outline their goals for the upcoming year. He outlined Consolidated Action Plan benchmarks. He recommended the board fine tune application
forms in the fall and review the application process in November or December.
In response to a question, Mr. Carroll said staff plans to offer a basic grants writing workshop in the fall, prior to the application process. Next year, the size of Public Services
grant requests will be capped. It was recommended advertisements related to the Consolidate Action Plan be published in the St. Petersburg Times.
