Roll Call
Present: 5 - Mayor Frank Hibbard, Vice Mayor Hoyt Hamilton, Councilmember
David Allbritton, Councilmember Mark Bunker and Councilmember
Kathleen Beckman
Also Present: William B. Horne — City Manager, Pamela K. Akin - City Attorney,
Rosemarie Call — City Clerk, and Nicole Sprague — Deputy City Clerk.
To provide continuity for research, items are listed in agenda order although not
necessarily discussed in that order.
1. Call to Order— Mayor Hibbard
The meeting was called to order at 9:00 a.m.
Councilmember Allbritton participated via telephone.
2. Citizens to be heard re items not on the agenda — None.
3. Other Council Action
3.1 Review City Attorney Candidate Finalists -Anne Lewis, Baker Tilly
Sarah Convington submitted an eComment supporting the city attorney
search process that was read into the record by the City Clerk (see page
5).
Baker Tilly Director Anne Lewis reviewed the candidates.
The City Attorney suggested Council focus on their top candidates,
identifying the individuals Council wishes to know more about. She said
focusing on the top individuals would keep the discussion on track and
avoid any negativity.
Discussion ensued with consensus to interview Aleksander Boksner,
Barnaby Min, David Margolis, Matthew Smith, and Patricia Smith.
In response to questions, Ms. Lewis said Baker Tilly will conduct
reference checks and background/academic verifications, which will be

compiled into a report for council prior to the interview process. The
candidates will be completing their talent assessment; the results will be
overlaid with the aggregate results of this body to assist in developing
interview questions where gaps exist. Ms. Lewis said the talent
assessment is not a pass or fail assessment; the questions will help
identify how the candidates can bridge those gaps to meet Council's
expectations. She said Council may send questions to the candidates
through her. Council will be conducting individual interviews with each
candidate.
