The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Approval of Minutes – 3/13/07, 3/30/07, and 6/5/07
Member Corriveau requested that regarding the March 13, 2007, minutes, that page 3,
paragraph one, sentence one read “Member Corriveau…”.
Member Cutkomp moved to approve the minutes of the regular meeting of March 13,
2007 as amended, and the special meetings of March 30, 2007 and June 5, 2007. The motion
was duly seconded and carried unanimously.
It was remarked that Code violations at subrecipient locations, observed during the bus
tour, have been corrected.
4 – Approval of FY 07/08 Consolidated Action Plan
Housing Manager Michael Holmes thanked the board for their objective review of
subrecipient applications. He said Pinellas Community Trust Program funds are not included in
the Consolidated Action Plan. Mr. Holmes reviewed funding allocations. Grant fund activities
include: 1) Downpayment and closing cost assistance; 2) GAP financing; 3) New construction
(single & multifamily); 4) Acquisition; 5) Emergency repairs; 6) Disable retrofit; 7) Home buyer
education and counseling; 8) Foreclosure prevention; 9) Public services; 10) Public facilities
(new & renovations)/infrastructure; 11) Fair Housing activities; and 12) Homeless housing
activities. The City has identified priorities for performing housing and community development
activities through the consolidated planning process. The first priority is to provide adequate
and affordable housing in safe, desirable environments for homeowners, homebuyers and
renters. The second priority is to provide housing and supportive services for the homeless and
homeowners with special needs. Mr. Holmes reviewed the FY 07-08 action plan process
schedule. As always, the public services category has the largest number of requests with very
limited funding.

In response to a question, staff indicated an updated spreadsheet regarding public
facilities calculation methods will be distributed to the board to reflect revised fund allocations.
The same method is used to calculate Public Services and Public Facilities allocations.
In response to a question from Jerry Soilatro, CSF (Community Service Foundation)
representative, Mr. Holmes reviewed the breakdown for the Fair Housing category.
Anne Tvrell. Willa Carson representative, said she did not receive a spreadsheet. Mr.
Holmes reviewed proposed funding for the agency.
Member Corriveau declared a conflict of interest.
Member Carbone moved to accept the FY 07/08 Consolidated Action Plan. The motion
was duly seconded. Members Brackett, Braswell, Carbone, Cutkomp, and Chair Hughes voted
"Aye." Member Corriveau abstained. Motion carried.
