Roll Call

1. Call To Order
The Vice Chair called the meeting to order at 2:00 p.m.
2. Approval of Minutes
2.1 Approve the minutes of the June 8, 2023 and September 14, 2023 Public Art & Design
Board meetings.
Member Menaul moved to approve the minutes of the June 8, 2023 and
September 14, 2023 Public Art and Design Advisory Board meetings as
submitted in written summation. The motion was duly seconded and
carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Beth Daniels provided an update on the signal box art wraps. She said
the newest wrap is by an artists from Ixmiquilpan, Mexico. She introduced
Betsy Walch, Clearwater Arts Alliance Creative Project Director.
4. New Business Items
4.1 Introduce new Public Art and Design Board Member Kimberly DiVito
Member DiVito introduced herself and said she is the Creative Pinellas
Director of Tourism and Product Development and is currently serving as
the interim CEO.
4.2 Americans for the Arts - AEP6 (Arts and Economic Prosperity) Survey
Arts and Cultural Affairs Manager Amber Brice reviewed the survey
criteria. She said the findings were a pleasant surprise and compared to
St. Petersburg, audiences are spending more in ticket and food sales in
Clearwater. Clearwater is close to St. Petersburg in terms of tax dollars
being brought into Pinellas County, Clearwater has more visitors for arts
and cultural activities. It was found that people will travel to Clearwater for

arts and cultural events, whereas in St. Petersburg, it was found that locals
attend those types of events. She said the data collected was done prior to
the opening of The Sound and Coachman Park. The survey is conducted
every five years.
In response to a question, Ms. Brice said the information can be used to
market Clearwater as a performing arts city.
4.3 Update on Mural Festival
Ms. Brice said the company No Good Deeds was hired as a consultant for
the festival in March. The interim CRA director will request funding for the
event.
4.4 Update on the new Fire Station 46 Sculpture
Ms. Brice said she reached out to the Board individually via email to rank
the received proposals. Artist Jim Gallucci's design was chosen. Jelly fish
and sting rays will be illuminated from within the sculpture and the shapes
will display on the ground. In response to a question, Ms. Brice said the
entire sculpture is 12 feet tall, including the base. The base is 3 feet tall. The
sculpture footer will be buried underground, and the structure is water and
wind resistant.
5. Old Business Items: None.
6. Director's Report
Ms. Brice said an art in the park event is scheduled on March 16, 2024.
She is working on a contract with FDOT for more signal box wraps.
Currently, only signal boxes along city owned roadways are permitted
and staff would like more art along bigger roads. She said she is meeting
with the Library Director regarding the possibility of murals at the main
and beach libraries.
In response to a suggestion made at a previous meeting, Ms. Brice said
gladiolas could be used as a Clearwater marker, similar to the painted
oranges in Dunedin. She said gladiolas is a big part of Clearwater history.
Discussion ensued regarding gladiolas with a comment made that the
City's Code may not allow the painted gladiolas. It was suggested
templates be created in a couple different sizes for commercial and
residential applications.

Vice Chair Barnes moved to nominate Board Member Bryan Voliton as
Chair and Lisa Bilz as Vice Chair. The motion was duly seconded and
carried unanimously.
7. Board Members to be Heard
Board Member Bilz expressed a concern with the art in Crest Lake Park.
She said the metal pieces are not a good fit where children are playing.
Ms. Brice said there is signage that says "Do Not Climb" and chains on
stanchions creating a barrier to the pieces.
8. Adjourn
