The meeting was called to order at 1:00 p.m. at the Pinellas County Communications
Building, Palm Room, 333 Chestnut St., Clearwater.

C. APPROVAL OF MINUTES FROM THE PRIOR MEETING JULY 18, 2023
Member Park moved to approve the approve the July 18, 2023 meeting
minutes. The motion was duly seconded and carried unanimously.
D. CITIZENS TO BE HEARD RE: ITEMS NOT ON THE AGENDA
Bill Jonson reviewed the Board's purpose and process. He encouraged Board
Members to request training on the responsibility of the Board. He provided
flash drives with a training session held in 2004 for the newer Members.

Request: The Community Development Board (CDB) is reviewing a proposed
158-unit overnight accommodations use and approximately 21,000 square feet
commercial use in the Downtown (D) District and the Downtown Core Character
District for the property located at 50 North Osceola Avenue. The proposal
includes a building height up to 157 feet for the hotel component and up to 53 feet
for any other component, a minimum of 169 off-street parking spaces (119 spaces
for the hotel and 50 for the public), requests allowable flexibility from setbacks,
building spacing, fagade design and articulation standards; requests an allocation

F. LEVEL TWO APPLICATIONS (ITEMS 1):
1. Case: FLD2023-06013—25 Causeway Boulevard Level Two Application

Request: The Community Development Board (CDB) is reviewing the
redevelopment of the existing Clearwater Beach Marina facility as an 165-slip
marina and marina facility/commercial dock with a proposed dock area of no
more than 64,000 square feet in the Institutional (1) District and Pier 60
character district of Beach by Design for the property generally located at 25
Causeway Boulevard. The project includes marina facility buildings (for
ticketing, fueling, offices ) with a height of 30 feet or less, a minimum of 321 off-
street parking spaces, and requests allowable flexibility from landscape
requirements, for dock area, length, width and setbacks as a Comprehensive
Infill Redevelopment project (Community Development Code Sections 2-
1204.A, 3-601.C.3, 3-603, and 3-1202.G.).

Vice Chair Rector moved to accept Mark Parry as an expert witness in
the fields of general planning, zoning, redevelopment planning,
land development code & land development code amendments,
special area plans and overlay districts, site plan review, landscape
architecture. The motion was duly seconded and carried
unanimously.
Vice Chair Rector moved to accept Michael MacDonald as an expert
witness in the fields of waterway management, aids to navigation,
relationship between vessel navigation, and overwater structures.

Vice Chair Rector moved to accept Jeff Walker as an expert witness in
engineering matters related to Florida Building Code. The motion was
duly seconded and carried unanimously.
In response to questions, Senior Planner Mark Parry said the marina
building is classified as a retail plaza and the number of required parking
spaces is a formula based on the mix of restaurant and retail space. He
said code does not dictate parking requirements based on a vessel's size
or capacity.
Marine and Aviation Director Michael MacDonald said the marina parking
lot is for permitted use only. In response to questions, he said the sidewalk
along the commercial fleet will remain open, a private gate will separate the
commercial users from the recreational/private tenants. He said the project
is phased, all commercial tenants will remain at the marina during
construction and the recreational tenants will find somewhere else to dock.
There are 8 spaces for free public docking.
In response to questions, Senior Professional Engineer Jeff Walker said
the mix of users for slips is not changing, the same fleet will return when
construction is complete. He said the development reduces impervious
surfaces and the Southwest Florida Water Management District
(SWFWMD) has exempted the city from stormwater requirements on this
project. He said the seawall will be raised about a foot and a half during
replacement.
Vice Chair Rector moved to approve Case FLD2023-06013 based on
the evidence and testimony presented in the application, the Staff
Report and at today's hearing, and hereby adopt the Findings of Fact
and Conclusions of Law stated in the Staff Report with conditions of
approval as listed. The motion was duly seconded and carried with
the following vote:
