A. CALL TO ORDER, PLEDGE OF ALLEGIANCE
The meeting was called to order at 1:00 p.m. at the Main Library followed by the
Pledge of Allegiance.

C. APPROVAL OF MINUTES FROM THE PRIOR MEETING, JANUARY 17, 2023
John Quattrocki moved to approve the minutes of the January 17, 2023
Community Development Board meeting, as submitted in written summation.
The motion was duly seconded and carried unanimously.

Applicant: City of Clearwater, Planning and Development Department
Request: The Community Development Board is reviewing a request to amend
the Clearwater Downtown Redevelopment Plan to permit the Community
Development Coordinator the ability to allocate units from the Public Amenities
Incentive Pool in the Downtown Core Character District and is making a
recommendation to the City Council.

Request: The Community Development Board is reviewing a request to amend
the Community Development Code to create a new two-tier process for allocating

District, and making a recommendation to City Council.

of Clearwater's Comprehensive Plan to address the creation of a new Parks and
Recreation impact fee system and is making a recommendation to the City Council.

of Clearwater's Community Development Code to replace Chapter 54 in its entirety
with a revised Chapter 54, creating a new Parks and Recreation impact fee system,

motion was duly seconded and carried unanimously.
F. CONSENT AGENDA: The following cases are not contested by the applicant,
staff, neighboring property owners, etc. and will be approved by a single vote
at the beginning of the meeting (ITEMS 1-2)

Member Rector moved to approve Cases LUP2023-01001 and REZ2022-
11007 on today's Consent Agenda, based on evidence in the record,
including the application and the Staff Report, and here by adopt the
Findings of Fact and Conclusions of Law stated in the Staff Report,
with conditions of approval as listed. The motion was duly seconded
and carried unanimously.

G. DIRECTOR'S ITEMS (ITEMS 1)
1. Request for Special Community Development Board Meeting on May 10, 2023
Planning and Development Assistant Director Lauren Matzke requested
holding a special meeting on Wednesday, May 10, 2023, in order to
workshop two chapters of the Clearwater 2045 update to the
Comprehensive Plan. Staff believes it will be helpful to hold the special
meeting in advance of the formal public hearing, providing the Board an
opportunity to focus on the quality places and mobility chapters. She said
the remaining chapters in Clearwater 2045 are simpler and would be
reviewed at the Board's regularly scheduled meeting.
There was consensus to hold a special meeting on Wednesday, May 10,
2023 at 1:00 p.m.
Member Rector moved to call a special meeting of the Community
Development Board for May 10, 2023 at 1:00 p.m. The motion was duly
seconded and carried unanimously.
Ms. Matzke recognized outgoing member Mary Lau and thanked her for her
dedication and serving as Chair.
