Natural gas supply prices have been lowering and our recoveries are adequately funded for FY24;
therefore,I'm recommending a 15¢per therm drop in our Natural Gas Purchase Gas Adjustments(PGA)
rate rider and maintain Propane PGA at $1.65 per gallon (Contract Propane PGA at 30¢ below our
standard Propane PGA).
Also, I recommend lowering our Energy Conservation Adjustment(ECA) rate by 1¢ per therm due to
adequate funding. Both the Commercial&Residential Usage&Inflation adjustment(UTA-Com)remain
at$0.00 per therm,as we have absorbed these rates in our base Non-Fuel rates,per the 2023 natural gas
rate study conducted by Raftelis. In addition, no changes recommended for our Regulatory Imposition
Adjustment.
Additionally, our current price of $2.93/gas gallon equivalent (GGE) at our Natural Gas Vehicle
(NGV)Fueling Station for outside(non-city vehicles)customers,and$2.75/GGE for our internal city
fleet vehicles are sufficient to support our current fuel and operating expenses at the station.
Therefore, we are recommending your approval of the following rates to become effective for
billings rendered on and after March 1,2024:
Natural Gas Firm Standard Rate Schedule PGA ..................... $0.54 per therm(down 15¢)
Natural Gas Interruptible and Contract
(Non-Standard)Rate Schedule PGA ........................... $0.45 per therm (down 15¢)
Propane (LP) Gas Standard Rate Schedule PGA .....................$1.65 per gallon(N/C)
Propane (LP)Gas Contract Rate Schedule PGA .....................$1.35 per gallon(N/C)
Energy Conservation Adjustment(ECA) ................................ $0.12 per therm or gallon(down 1¢)
Regulatory Imposition Adjustment(EIA) ..........................$0.01 per therm or gallon(N/C)
Usage& Inflation Adjustment(UTA) - Residential .......... $0.00 (N/C)

Attached are the updated Recovery Clause balances through January 2024, with projections through
September 30, 2024.
I recommend your approval of these adjustment rates so that we can get this information to Utility
Customer Service (UCS) so that they may make the appropriate adjustments in the billing formulas in
time for next month.
