The meeting was called to order t 6:08 p.m.
2. Approval of Minutes
2.1 Approve the minutes of the October 16, 2023 Pension Trustees meeting as submitted in
written summation by the City Clerk.
Trustee Beckman moved to approve the minutes of the October 16,
2023 Pension Trustees meeting as submitted in written summation
by the City Clerk. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Belinda Blease, Robin Fisher, and Robin Warniment submitted
eComments supporting the closure of all puppy stores within the city (see
pages 10-11).
Susan Sudra submitted an eComment supporting the prohibition of
puppy stores within the city and supporting Pinellas County's spay and
neuter initiative (see page 10).

Trustee Bunker moved to approve the new hires for acceptance into
the Pension Plan as listed. The motion was duly seconded and
carried unanimously.
4.2 Approve the following request of employees Ellen Crandall, Planning and Development
Department, Freda Daniels, Human Resources Department, and Vasilios Tsanakaliotis,
Public Utilities Department to vest their pension as provided by Section 2.419 of the
Employees' Pension Plan.
Ellen Crandall, Planning Division Manager, Planning & Development
Department, was employed by the City on December 7, 2009, and her pension
service credit is effective on that date. Ms. Crandall terminated from city
employment on September 28, 2023.
Freda Daniels, Sr Human Resource Analyst, Human Resources Department,
was employed by the City on July 7, 2010, and her pension service credit is
effective on July 4, 2011. Ms. Daniels terminated from city employment on
September 13, 2023.
Vasilio Tsanakaliotis, Water Plant Operator A, Public Utilities Department, was
employed by the City on January 8, 2007, and his pension service credit is
effective on that date. Mr. Tsanakaliotis terminated from city employment on
October 13, 2023.
The Employees' Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater or change status from full-time to part-time
after completing five or more years (non-hazardous duty) and ten or more years
(hazardous duty) of creditable service (pension participation), such employee
shall acquire a vested interest in the retirement benefits. Vested pension
payments commence on the first of the month following the month in which the
employee normally would have been eligible for retirement.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty
employees hired prior to the effective date of this reinstatement (January 1,
2013), a member shall be eligible for retirement following the earlier of the date
on which a participant has reached the age of 55 years and completed 20 years

of credited service; the date on which a participant has reached age 65 years
and completed ten years of credited service; or the date on which a member
has completed 30 years of service regardless of age. For non-hazardous duty
employees hired on or after the effective date of this restatement, a member
shall be eligible for retirement following the earlier of the date on which a
participant has reached the age of 60 years and completed 25 years of credited
service; or the date on which a participant has reached the age of 65 years and
completed ten years of credited service. Ms. Crandall will meet the
non-hazardous duty criteria and begin collecting a pension in January of 2040.
Ms. Daniels will meet the non-hazardous duty criteria and begin collecting a
pension in May of 2038. Mr. Tsanakaliotis will meet the non-hazardous duty
criteria and begin collecting a pension in February of 2027.
Section 2.416 provides for normal retirement eligibility for hazardous duty
employees, a member shall be eligible for retirement following the earlier of the
date on which the participant has completed 20 years of credited service
regardless of age, or the date on which the participant has reached 55 years
and completed ten years of credited service.
Trustee Teixeira moved to approve the following request of
employees Ellen Crandall, Planning and Development Department,
Freda Daniels, Human Resources Department, and Vasilios
Tsanakaliotis, Public Utilities Department to vest their pension as
provided by Section 2.419 of the Employees' Pension Plan. The
motion was duly seconded and carried unanimously.
4.3 Approve the following request of Anna "Paula" Chaplinsky, Library Department, Bradley
Hamilton, Public Works Department, Melanie Kindred, Police Department, Ian Prior,
Public Communications Department, and Sam Swinton, Planning and Development
Department, for a regular pension as provided by Sections 2.416 and 2.424 of the
Employees' Pension Plan.
Anna "Paula" Chaplinsky, Administrative Assistant, Library Department, was
employed by the City on September 28, 1998, and her pension service credit is
effective on that date. Her pension will be effective October 1, 2023. Based on
an average salary of approximately $52,878.39 over the past five years, the
formula for computing regular pensions and Ms. Chaplinsky's selection of the
100% Joint & Survivor Annuity, this pension benefit will be approximately
$33,393.72 annually.
Bradley Hamilton, Senior Engineering Specialist, Public Works Department,
was employed by the City on August 26, 2013, and his pension service credit is
effective on that date. His pension will be effective February 1, 2024. Based on

an average salary of approximately $58,395.66 over the past five years, the
formula for computing regular pensions and Mr. Hamilton's selection of the 66
2/3% Joint and Survivor Annuity, this pension benefit will be approximately
$9,857.28 annually.
Melanie Kindred, Police Office Specialist, Police Department, was employed by
the City on February 11, 2002, and her pension service credit is effective on that
date. Her pension will be effective November 1, 2023. Based on an average
salary of approximately $44,366.49 over the past five years, the formula for
computing regular pensions and Ms. Kindred' selection of the Single Life Annuity
with the 10% partial lump sum, this pension benefit will be approximately
$23,843.40 annually.
Ian Prior, Multimedia Specialist, Public Communications Department, was
employed by the City on March 27, 2002, and his pension service credit is
effective on June 30, 2003. His pension will be effective February 1, 2024.
Based on an average salary of approximately $63,028.88 over the past five
years, the formula for computing regular pensions and Mr. Prior's selection of
the 75% Joint and Survivor Annuity, this pension benefit will be approximately
$32,079.48 annually.
Sam Swinton, Housing Inspector, Planning & Development Department, was
employed by the City on December 2, 2002, and his pension service credit is
effective on that date. His pension will be effective December 1, 2023. Based on
an average salary of approximately $47,926.64 over the past five years, the
formula for computing regular pensions and Mr. Swinton's selection of the
Single Life Annuity, this pension benefit will be approximately $27,571.56
annually.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty

criteria.
Trustee Allbritton moved to approve the following request of Anna
Paula Chaplinsky, Library Department, Bradley Hamilton, Public
Works Department, Melanie Kindred, Police Department, Ian Prior,
Public Communications Department, and Sam Swinton, Planning
and Development Department, for a regular pension as provided by
Sections 2.416 and 2.424 of the Employees' Pension Plan. The
motion was duly seconded and carried unanimously.
4.4 Approve changes to the City of Clearwater Employees' Pension Fund Statement of
Investment Objectives and Guidelines (Investment Policy) to add requirements per
Section 112.662, Florida Statutes.
During the 2023 legislative session, the Florida Legislature added section
112.662 to the Florida Statutes that provides directives on investment decisions
and proxy voting by Florida pension plans. Investment decisions must be driven
solely by pecuniary factors and investment return may not be sacrificed to
promote non-pecuniary factors.
The term "pecuniary factor" is defined as those factors that a fiduciary prudently
determines are expected to have a material effect on the risk or returns of an
investment based on appropriate investment horizons consistent with
applicable investment objectives and funding policy. Pecuniary factors do not
provide for the consideration of furtherance of any social, political, or ideological
interests. The legislation includes requirements for the voting of proxies, as well
as biennial state reporting requirements.
The recommended revisions to the Investment Policy are intended to ensure
that the City complies with Florida law. Compliance will not require changes to
existing practices or existing contracts with money managers.
Trustee Beckman moved to approve changes to the City of
Clearwater Employees' Pension Fund Statement of Investment
Objectives and Guidelines (Investment Policy) to add requirements
per Section 112.662, Florida Statutes. The motion was duly
seconded and carried unanimously.

I SUPPORT THE CLOSURE OF ALL PUPPY STORES. Puppy stores support the very cruel puppy mill industry.
These dogs do not see the light of day or able to touch grass. Animal rescues and shelters are overflowing with
animals. Some have to be euthanized for more space. Please do the right thing and help these voiceless precious
souls. Thank you for your time.

90% of ALL puppy stores are receiving puppies from puppy mills...the grandfathered in puppy stores are preying
on Pinellas County residents naivete by continually selling unhygienic,non vaccinated(with false
paperwork)unhealthy,emotionally stunted,depressed(because they are taken away from their mother much too
young by the puppy mill breeder so she can be bred again immediately and they can ship the puppies to the
puppy store ASAP..) with potential expensive hereditary defects the new owner will be responsible for the rest of
its life ...and are perpetuating the torture and cruelty to animals by enabling and supporting these out of state
puppy mills and puppy brokers who ship them...this is not a business model that any person who is responsible
for their counties residents should allow operating if they have the power to stop it as YOU do.. This is a
disgusting and immoral business a parasite a cancer that will not do anything but destroy its "host" to get what it
wants(money) and must be forcibly REMOVED...YOU do not have the jurisdiction or authority to shut down the
horrendous out of state puppy mills or the puppy brokers themselves but YOU do have the power and authority to
do what Clearwater/Pinellas County residents and animals deserve and as numerous other Florida
counties/cities as well as US States and even countries have done already YOU can STOP them from operating
any longer in Clearwater/Pinellas County and assist the Clearwater/Pinellas County animal advocates efforts by
voting in the spay and neuter initiative....so that Clearwater/Pinellas County can be working with its animal
advocates towards bringing down the pet population ...as well as euthanizia rates..
1 100% support banning Clearwater/Pinellas County puppy stores...and support approving the Pinellas County
spay and neuter initiative..

Regarding the puppy store that is in your city. I oppose it.
To continue to be open.is unconscionable
If you were to take a look at where those puppies and dogs came from, you would be appalled. I would really
appreciate.
If you would reconsider that puppy store being open. Throughout the United States.
Cities, and counties Have closed the puppy stores for the simple reason that it is unconscionable for anybody to
want one open considering where these dogs and puppies come from. Please please put it on the agunder to
