Osceola Avenue Clearwater, FL 33755 m ap ® e Meeting Minutes Thursday, June 8, 2023 2:00 PM Main Library - Council Chambers Public Art and Design Board 1 City of Clearwater Public Art and Design Board Meeting Minutes June 8, 2023 Roll Call Present4 - Chair Eric Seiler, Board Member Jerri Menaul, Board Member Gregory Byrd, and Board Member Charlene Harrison Absent 1 - Board Member Jonathan Barnes Also Present—Amber Brice - Cultural Affairs Coordinator, Nicole Sprague — Deputy City Clerk 1. Call To Order 2. Approval of Minutes 2.1 Approve Minutes from April 13, 2023 Public Art & Design Board Meeting. Member Menaul moved to approve the minutes of the April 13, 2023 Public Art and Design meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Beth Daniels provided an update of the signal box design wraps. 4. New Business Items 4.1 Discuss asphalt art community projects Arts and Cultural Affairs Coordinator in discussion with CRA about downtown asphalt art projects. Arts and Cultural Affairs Coordinator Amber Brice said the City, in partnership with the CRA, is in early discussions regarding painting 15 minute public parking spaces. The project will be funded by the CRA. 4.2 Discuss Americans for the Arts Surveys The City of Clearwater met its goal of 350 surveys. This was accomplished by the Arts and Cultural Affairs coordinator attending over 13 events to collect surveys in person and working with other city departments like the library and city partners like Clearwater Arts Alliance and Clearwater Sister Cities Inc. to help collect surveys at special events. Ms. Brice said 352 surveys out of the 350 needed were collected. 4.3 Discuss Open Calls for Artists The City of Clearwater currently has 4 open calls for artists. 2 City of Clearwater Public Art and Design Board Meeting Minutes June 8, 2023 Ms. Brice reviewed three projects where an open call to artists were issued. The water tank mural on SR 580, three mural walls in Coachman Park, and the Mercado. 4.4 Discuss FAPAP conference Art and Cultural Affairs Coordinator to discuss Florida Association of Public Art Professionals conference and what was learned. Ms. Brice said she attended the conference May 9-11, 2023 and made great connections with other arts and cultural professionals. She said there is a plan to meet quarterly with other area professionals. 4.5 Discuss potential mural festival Arts and Cultural Affairs Dept. is in discussion with CRA and Neighborhoods Dept. about hosting a mural festival in the Gateway district next year. Ms. Brice said she spoke with the CRA regarding implementing a neighborhood mural festival in Clearwater, starting with the Gateway District this year, then the N. Greenwood neighborhood next year. 5. Director's Report Ms. Brice reviewed ongoing projects. She said the Memorial Bridge lighting project may not be feasible. The cost exceeds the budgeted amount. She said the art installation in front of the Main Library will be cleaned once Imagine Clearwater is complete. Discussion ensued regarding the City appointing a poet laureate. It was said surrounding municipalities have one. There was consensus to discuss this idea further. It was said that this would bring a different emphasis to the arts in Clearwater, not just visual arts. 6. Board Members to be Heard It was said Ms. Brice was doing a great job in this roll and it is not an easy seat to fill. 3 City of Clearwater Public Art and Design Board Meeting Minutes 7.
