Smith Board Member Absent: Mary Myhill Board Member (resigned) Also Present: Michael Holmes Housing & Urban Development Assistant Director Brenda Moses Board Reporter The Chair called the meeting to order at 7:05 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM 1 – Introduction of NAHAB Board Members The Chair welcomed Mayor Garvey and Director of Planning and Development Services Ralph Stone. ITEM 2 – Approval of January 19, 1999, Minutes Member Joplin moved to continue approval of the minutes to March 16, 1999. The motion was duly seconded and carried unanimously. ITEM 3 – Citizens to be Heard – None. ITEM 4 – Agency Presentations Member Hodges commended the Chair for the way he had conducted the January meeting. Community Service Foundation CSF (Community Service Foundation) Director Jerry Spilatro reviewed the subgrantee monitoring questions for the Fair Housing Program, Homebuyers program, Homeownership Program, Public Facilities, and Construction of Apartments programs. ITEM 5 – Subgrantee Monitoring Reports – None. ITEM 6 – Old Business Housing & Urban Development Assistant Director Michael Holmes reported City policy is to advertise meetings only in the Tampa Tribune. Fliers will be distributed throughout neighborhoods where meetings are to be held. Discussion ensued regarding the City’s advertising policy. Member Joplin moved to request the City advertise NAHAB meetings in the Tampa Tribune, St. Petersburg Times, Weekly Challenger, and local beach magazines, on Channel 15, and via handouts distributed throughout the community prior to every meeting. The motion was duly seconded and carried unanimously. The high cost of advertising in the St. Petersburg Times was noted. It was suggested the St. Petersburg Times and other local publications be contacted and articles regarding NAHAB meetings be submitted for the paper’s Clearwater section. The Chair requested the minutes reflect board laughter during the November 1998, meeting was not directed toward subgrantees. CNHS (Clearwater Neighborhood Housing Services) representatives had voiced concerns board laughter had been directed toward that agency. ITEM 7 – New Business Mr. Holmes said the Consolidated Plan process will begin in the next 2 months and encouraged members to submit suggestions or changes before the next NAHAB meeting. Discussion ensued regarding ways to inform the public of NAHAB meetings which are held throughout the City to accommodate resident participation. Consensus was to discuss the subgrantee rating system and ways to increase resident participation at the next meeting. ITEM 8 – Announcements – None. ITEM 9 – Next Regular Meeting The next meeting is scheduled for 7:00 p.m. on March 16, 1999, at Jasmine Court. ITEM 10 – Adjournment The meeting adjourned at 7:54 p.m.
