To provide continuity for research, items are in agenda order although not necessarily discussed in that order. Economic Development Director Alan Ferri instructed the NAHAB (Neighborhood & Affordable Housing Advisory Board) members to work independently ranking the agencies who have applied for CDBG (Community Development Block Grant) funds. NAHAB scores will be added to the TRC (Technical Review Committee) scores. The agencies who score highest will receive funding. There is not enough money for all applying agencies to be funded. NAHAB members should judge agencies based on their presentations, monthly reports, and ability to meet State, Federal, etc., objectives. In answer to a question, he said NAHAB members do not have the option of allotting partial funding. Unspent funds will return to the City pool. In answer to a question, he said most TRC members have first hand knowledge of the agencies through their jobs at HRS, Pinellas County Social Action, etc. He advised members with conflicts of interest not to rank the agencies with which they work. In answer to a RFP (Request for Proposal), the City received applications for consolidated funding to program subrecipients: 1) AIDS Services Association - Public Facility - $61,459; 2) AIDS Services Association - Public Services - $23,252; 3) Boys and Girls Clubs - Public Services - $16,000; 4) CHIP (Clearwater Homeless Intervention Project) - Public Facility - $225,000; 5) CNHS (Clearwater Neighborhood Housing Services) - Down Payment Assistance - $32,314; 6) CNHS - Housing Rehabilitation - $232,426; 7) CNHS - In-Fill Housing - $489,015; 8) CNS (Clearwater Neighborhood Services) - Economic Development - $92,800; 9) CRT (Community Response Team) - Code Enforcement - $175,000; 10) CSF (Community Services Foundation) - Fair Housing - $6,300; 11) CSF - Home Ownership Training - $9,000; 12) CSF - Public Facility - $3,000; 13) CSF - Public Services - $49,100; 14) CSF - Rental Housing - $45,000; 15) Girls, Inc. - Public Services - $24,750;16) HEP (Homeless Emergency Project) - Rental Housing - $100,000;; 17) Partners in Self-Sufficiency - Public Services - $35,0001; 18) Pinellas County Head Start - Public Facility - $13,751; 19) Pinellas Habitat for Humanity - In-Fill Housing - $50,000; 20) PPIC (Pinellas Private Industry Council) - Youth Builders - Economic Development - $72,285; 21) PPIC - Youth Builders - Public Services - $47,569; 22) POC (Pinellas Opportunity Council) - Public Services - $27,414; 23) RCS (Religious Community Services) - The Haven - Public Facility - $21,259; 24) Salvation Army - Public Services - $51,186; 25) Tampa Bay CDC (Community Development Corporation) - Home Buyers Club - $186,600; 26) Tampa Bay CDC - Home Ownership Training - $25,000; and 27) YWCA - Public Facility - $3,000. The TRC ranked Economic Development programs: 1) CNHS - 67.50; 2) City (City of Clearwater) - $100,000; and not recommended for funding - 3) PPIC - 52.94 - Subtotal proposed funding for Economic Development programs - $225,738. The TRC ranked Housing programs: 1) HEP - 94.23; 2) Tampa Bay CDC - Down Payment Assistance - 84.5; 3) Habitat for Humanity - 82.56; 4) CNHS - Housing Rehab - 79.01; 5) CNHS - Down Payment Assistance - 76.5; 6) CNHS - In-Fill Housing - 74.75; 7) CSF - Rental Housing - 66; 8) City Housing Rehab/Home Ownership - $104,627; and not recommended for funding - 9) CSF Home Ownership Training - 53.75; and 10) Tampa Bay CDC Home Buyers Club - 50.37 - Subtotal proposed funding Housing programs - $1,273,382. The TRC ranked Public Facilities: 1) CHIP - 86.98; 2) RCS - 72.38; and not recommended for funding 3) Pinellas County Head Start - 48.25; 4) AIDS Service Association - 46.63; 5) YWCA - 43.88; 6) CSF - $3,000; - Subtotal proposed funding Public Facilities - $102,969. The TRC ranked Public Services: 1) POC - 77; 2) Girls Inc.- 76; 3) Partners in Self-Sufficiency - 75; 4) Salvation Army (joint funding/County) - 72.83; 5) Boys & Girls Clubs - 69; and not recommended for funding 6) PPIC - 59.33; 7) CSF (joint funding/County) - 54.33; 8 AIDS Service Association - 52.17- Subtotal proposed funding Public Services - $273,049.
