Call to Order The meeting was called to order at 3:05 p.m. 2. Approval of Minutes 2.1 Approve the minutes of the June 2, 2021 Nuisance Abatement Board meeting as submitted in written summation by the City Clerk. Board Member Baker moved to approve the minutes of the June 2, 2021 Nuisance Abatement Board meeting as submitted in written summation by the City Clerk. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda — None. 4. New Business Items 4.1 Elect Chair and Vice Chair. Per the Board's Rules of Procedure, the Board must elect a Chair and Vice Chair annually. The Chair may not serve more than two consecutive terms as Chair. Board Member Grayston was elected on June 2, 2021 to serve a second term as Chair. Board Member Lightsy (Coley) was elected on June 2, 2021 to serve as Vice Chair. Attorney Trask said since there were no other nominations, a motion was not needed. Member Baker was appointed Chair. Members Taylor and Persechino nominated Member Lane to serve as Vice Chair. Attorney Trask said since there were no other nominations, a motion was not needed. Member Lane was appointed Vice Chair. 4.2 Review Nuisance Abatement Ordinance and Sunshine Law. Attorney Trask said, as the Board's attorney, he represents the Board's interests and ensures due process is given and that Board Rules and city code are followed. He reviewed the City's nuisance abatement ordinance and the Florida Sunshine Law. He provided members with a copy of the 2022 Florida Guide to the Sunshine Amendment and Code of Ethics for Public Officers and Employees and F.S. Chapter 119, Public Records. He stressed board members may not speak with other board members on matters that could foreseeably come before the Board for action. 4.3 Staff update on the Nuisance Abatement process. Clearwater Police Lieutenant Stephen Wannos provided a PowerPoint presentation reviewing the status of nuisance properties located in District // (from Keene Road to the water's edge and Union Street to the south of Belleair Road). Clearwater Police Lieutenant John Connor provided a PowerPoint presentation reviewing the current status of nuisance properties located in District /// (from Keene Road east to the bay). 5.
