Call to Order— Chair Hebting The meeting was called to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve the December 13, 2022 NAHAB Meeting Minutes Board Member Santiago moved to approve the December 13, 2022 NAHAB meeting minutes. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda — None. 4. New Business Items 4.1 Presentation by Dr. Jaye Matthews, CRA Director Presentation continued to the next Board meeting. 4.2 Election of Officers Board Member Scalia moved to elect Kevin Chinault as Chair. The motion was duly seconded and carried unanimously. Board Member Scalia moved to elect Robyn Fiel as Vice Chair. The motion was duly seconded and carried unanimously. 4.3 Tour of Clearwater Housing Projects Board Members departed Chambers at 9:12 a.m. to participate in a tour of projects that are underway, in the planning stages, or completed. 5. Old Business Items Chair Hebting provided a presentation to City Council in January regarding Page 2 City of Clearwater Neighborhood and Affordable Meeting Minutes February 14, 2023 Housing Advisory Board the Board's activities, accomplishments, and requests. The Council understands the Board's need to have more interaction with the public. She said she will send Council an email to ensure they understand how to support the Board. 6. Director's Report Mr. Lane said Board Members may be aware that an apartment complex on Santa Clara Avenue has been purchased and residents have been given little notice to vacate. Although the City does not provide services, staff has engaged city partners to assist on the matter. He said HLA, Homeless Leadership Alliance, will help residents navigate available housing services and Gulf Coast Legal Services will provide affected residents with legal advice and legal services to low-income individuals. Mr. Lane said Pinellas County is looking at providing funding and determine if any tenant rights have been violated. He said the housing project on Cleveland Street near the Verizon building was approved for 9% tax credit financing, providing the project approximately $17 million in tax credits. The application cycle for the annual action plan begins tomorrow and closes on March 17, 2023. He said the ARPA applications close tomorrow; staff will contact applicants with worthwhile activities that are eligible for CDBG funding. In response to a question, Mr. Lane said it would be good idea for the incoming Chair to attend the meeting held for prospective action plan applicants; the application workshop will be scheduled a week or so after the application has been released. 7.
