Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 9:32 a.m. at the Main Library. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve the October 11, 2022, NAHAB Meeting Minutes. Member Fiel moved to approve the minutes of the October 11, 2022 Neighborhood & Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Recommend City Council Approval of the Fiscal Year 2022/23 through Fiscal Year 2024/25 Three-Year Local Housing Assistance Plan for Pinellas County Housing Trust Fund and adopt Resolution 22-21. Economic Development & Housing Assistant Director Chuck Lane reviewed the proposed FY(Fiscal Year) 2022/23— 2024/25 local housing assistance plan for the Pinellas County Housing Trust Fund established to support affordable housing. Guidelines are similar to SHIP (State Housing Initiatives Partnership) but have fewer restrictions. Repayment for rehabilitation loans, down payment assistance, and property sales average approximately $40,000 annually, the City has approximately$220,000 on hand. Trust funds can be used for new construction and anything allowed under SHIP. Member Santiago moved to recommend approval of the Fiscal Year 2022/23 through Fiscal Year 2024/25 Three-Year Local Housing Assistance Plan for Pinellas County Housing Trust Fund and recommend adoption of Resolution 22-21. Director's Report Meeting Minutes November 7, 2022 Mr. Lane said at the December meeting: 1) Senior Housing Coordinator Terry Malcolm -Smith will present the City's down payment assistance program; 2) Board will discuss its annual presentation in January to the City Council; 3) Board will discuss its roles and responsibilities of the AHAC and NAHAB; and 4) CAPER (Consolidated Annual Performance and Evaluation Report) will be presented — a quorum is required. Mr. Lane said in September Capri Mobile Home Park tenants were notified they must vacate their units by March 2023 when the park closes. The Florida Mobile Home Relocation Corporation is on call to make certain that all unit owners who cannot move their unit from the park are aware they qualify for a $2,000 — $3, 000 benefit. Residents face difficulty finding new housing due to high costs. Staff is working with County nonprofit organizations for assistance. Relocation costs, estimated to average $10,000 per person, include case management support, deposits, rent, moving expenses, etc. Staff is approaching the County for assistance. Pinellas County Schools will bus residents' children to current schools following relocation. Staff is talking with the developer re an affordable housing component for new development on the subject site. Mr. Lane said the City received 3 proposals in response to an RFP (Request for Proposals) for a 3 -acre homeowner SHIP project on S. Martin Luther King Jr. Avenue with half the units designated for up to 120% AMI (Area Median Income) and half for below 80% AMI. The City will negotiate the top-rated proposal from Habitat for Humanity and Tampa Bay Neighborhood Housing Services, which teamed up for this project. The townhomes to be sold to households below 80% AMI will be sold at a zero percent interest rate. The development team provided the most effective strategy for creating and maintaining a homeowner's association. 7. Board Members to be Heard: None. 8.
