Trustee Allbritton moved to approve the minutes of the July 18,
2022 Special Pension Trustees Meeting as submitted in written
summation by the City Clerk. The motion was duly seconded and
carried unanimously.

Trustee Beckman moved to approve the new hires for acceptance
into the Pension Plan as listed. The motion was duly seconded
and carried unanimously.
4.2 Approve the following request of employee Dale Abdelnour, Parks and Recreation
Department, to vest his pension as provided by Section 2.419 of the Employees' Pension
Plan.
Dale Abdelnour, Parks Heavy Equipment Operator, Parks & Recreation
Department, was employed by the City on November 10, 2008, and his pension
service credit is effective on that date. Mr. Abdelnour terminated from city
employment on May 6, 2022.
The Employees' Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater or change status from full-time to part-time
after completing ten or more years of creditable service (pension participation),
such employee shall acquire a vested interest in the retirement benefits.
Vested pension payments commence on the first of the month following the
month in which the employee normally would have been eligible for retirement.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty
employees hired prior to the effective date of this reinstatement (January 1,
2013), a member shall be eligible for retirement following the earlier of the date
on which a participant has reached the age of 55 years and completed 20 years
of credited service; the date on which a participant has reached age 65 years
and completed ten years of credited service; or the date on which a member
has completed 30 years of service regardless of age. For non-hazardous duty
employees hired on or after the effective date of this restatement, a member
shall be eligible for retirement following the earlier of the date on which a
participant has reached the age of 60 years and completed 25 years of credited
service; or the date on which a participant has reached the age of 65 years and
completed ten years of credited service. Mr. Abdelnour will meet the
non-hazardous duty criteria and begin collecting a pension in November 2023.
Section 2.416 provides for normal retirement eligibility for hazardous duty
employees, a member shall be eligible for retirement following the earlier of the
date on which the participant has completed 20 years of credited service
regardless of age, or the date on which the participant has reached 55 years
and completed ten years of credited service.
Trustee Bunker moved to approve the following request of
employee Dale Abdelnour, Parks and Recreation Department, to
vest his pension as provided by Section 2.419 of the Employees'

Pension Plan. The motion was duly seconded and carried
unanimously.
4.3 Approve the following request of employees Jeffrey Adkisson, Police Department, David
Dalton, Police Department, Janet Dorrough, Gas Department, Michael Hatch, Police
Department, Veronica Josef, Engineering Department, Tracy Kimball, Police
Department, Jonathon Maser, Police Department, Jada McCree, Library Department,
Jeffrey McHughes, Police Department, David Prior, Police Department, Charlie Sims,
Public Utilities Department, Steven Squillante, Police Department, Roy Thomen, Planning
and Development Department, Joe Trowell, Parks and Recreation Department, Paul
Wassen, Engineering Department, and Kevin White, Fire Department for a regular
pension as provided by Sections 2.416 and 2.424 of the Employees' Pension Plan.
Jeffrey Adkisson, Police Officer, Police Department, was employed by the City
on October 26, 1998, and his pension service credit is effective on that date.
His pension will be effective July 1, 2022. Based on an average salary of
approximately $93,733.68 over the past five years, the formula for computing
regular pensions and Mr. Adkisson' s selection of the 100% Joint and Survivor
Annuity, this pension benefit will be approximately $59,480.28 annually.
David Dalton, Police Major, Police Department, was employed by the City on
September 30, 1996, and his pension service credit is effective on that date. His
pension will be effective June 1, 2022. Based on an average salary of
approximately $128,968.94 over the past five years, the formula for computing
regular pensions and Mr. Dalton's selection of the 100% Joint and Survivor
Annuity, this pension benefit will be approximately $89,195.52 annually.
Janet Dorrough, Division Controller, Gas Department, was employed by the City
on March 18, 1996, and her pension service credit is effective on that date. Her
pension will be effective July 1, 2022. Based on an average salary of
approximately $75,536.47 over the past five years, the formula for computing
regular pensions and Ms. Dorrough' s selection of the Single Life Annuity, this
pension benefit will be approximately $54,435.60 annually.
Michael Hatch, Police Officer, Police Department, was employed by the City on
April 17, 2006, and his pension service credit is effective on that date. His
pension will be effective September 1, 2022. Based on an average salary of
approximately $85,958.96 over the past five years, the formula for computing an
early pension and Mr. Hatch's selection of the 100% Joint and Survivor Annuity,
this pension benefit will be approximately $34,151.64 annually.
Veronica Josef, Senior Staff Assistant, Engineering Department, was employed
by the City on April 2, 2004, and her pension service credit is effective on that
date. Her pension will be effective November 1, 2022. Based on an average
salary of approximately $39,659.15 over the past five years, the formula for

computing regular pensions and Ms. Josef's selection of the 50% Joint and
Survivor Annuity, this pension benefit will be approximately $15,725.64 annually
Tracy Kimball, Police Communication Manager, Police Department, was
employed by the City on March 12, 1990, and her pension service credit is
effective on June 11, 1990. Her pension will be effective July 1, 2022. Based on
an average salary of approximately $74,228.44 over the past five years, the
formula for computing regular pensions and Ms. Kimball's selection of the
Single Life Annuity, this pension benefit will be approximately $65,434.32
annually.
Jonathon Maser, Police Officer, Police Department, was employed by the City
on September 9, 2002, and his pension service credit is effective on that date.
His pension will be effective October 1, 2022. Based on an average salary of
approximately $93,382.02 over the past five years, the formula for computing
regular pensions and Mr. Maser's selection of the 100% Joint and Survivor
Annuity, this pension benefit will be approximately $50,580.48 annually.
Jada McCree, Senior Staff Assistant, Library Department, was employed by the
City on June 3, 2002, and her pension service credit is effective on that date.
Her pension will be effective July 1, 2022. Based on an average salary of
approximately $36,784.49 over the past five years, the formula for computing
regular pensions and Ms. McCree's selection of the 50% Joint and Survivor
Annuity with the 20% partial lump sum, this pension benefit will be
approximately $17,211.10 annually.
Jeffrey McHughes, Police Telecom municator Supervisor, Police Department,
was employed by the City on May 11, 1987, and his pension service credit is
effective on February 29, 1988. His pension will be effective July 1, 2022.
Based on an average salary of approximately $73,937.59 over the past five
years, the formula for computing regular pensions and Mr. McHughes' selection
of the 100% Joint and Survivor Annuity, this pension benefit will be
approximately $67,509.00 annually.
David Prior, Police Records Clerk, Police Department, was employed by the
City on May 20, 2002, and his pension service credit is effective on that date.
His pension will be effective June 1, 2022. Based on an average salary of
approximately $39,508.16 over the past five years, the formula for computing
regular pensions and Mr. Prior's selection of the Single Life Annuity with the
20% partial lump sum, this pension benefit will be approximately $17,410.08
annually.
Charlie Sims, Wastewater Treatment Plant Operator C, Public Utilities
Department, was employed by the City on August 12, 1991, and his pension
service credit is effective on April 4, 2005. His pension will be effective July 1,
2022. Based on an average salary of approximately $41,912.00 over the past
five years, the formula for computing regular pensions and Mr. Sims' selection
of the 10 Year Certain and Life Annuity, this pension benefit will be
approximately $18,871.68 annually.

Steven Squillante, Police Sergeant, Police Department, was employed by the
City on February 6, 1995, and his pension service credit is effective on that
date. His pension will be effective July 1, 2022. Based on an average salary of
approximately $93,945.29 over the past five years, the formula for computing
regular pensions and Mr. Squillante's selection of the 100% Joint and Survivor
Annuity, this pension benefit will be approximately $69,318.84 annually.
Roy Thomen, Land Development Arborist, Planning and Development
Department, was employed by the City on September 29, 1997, and his
pension service credit is effective on that date. His pension will be effective July
1, 2022. Based on an average salary of approximately $52,645.63 over the past
five years, the formula for computing regular pensions and Mr. Thomen's
selection of the 66 2/3% Joint and Survivor Annuity, this pension benefit will be
approximately $34,065.60 annually.
Joe Trowell, Rec Facilities Supp Custodian, Parks & Recreation Department,
was employed by the City on October 4, 2004, and his pension service credit is
effective on February 19, 2005. His pension will be effective June 1, 2022.
Based on an average salary of approximately $38,744.41 over the past five
years, the formula for computing regular pensions and Mr. Trowell's selection of
the 10 Year Certain and Life Annuity, this pension benefit will be approximately
$17,586.72 annually.
Paul Wassen, Stormwater Heavy Equipment Operator, Engineering
Department, was employed by the City on July 8, 1996, and his pension service
credit is effective on that date. His pension will be effective September 1, 2022.
Based on an average salary of approximately $48,314.86 over the past five
years, the formula for computing regular pensions and Mr. Wassen's selection
of the Single Life Annuity, this pension benefit will be approximately $34,633.68
annually.
Kevin White, Fire Lieutenant, Fire Department, was employed by the City on
June 3, 2002, and his pension service credit is effective on that date. His
pension will be effective July 1, 2022. Based on an average salary of
approximately $94,963.35 over the past five years, the formula for computing
regular pensions and Mr. White's selection of the 100% Joint and Survivor
Annuity with the 20% partial lump sum, this pension benefit will be
approximately $41,295.36 annually.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty

Ms. McCree, Mr. McHughes, Mr. Prior, Mr. Sims, Mr. Thomen, Mr. Trowell, and
Mr. Wassen have all met the non-hazardous duty criteria.
Section 2.416 provides for normal retirement eligibility for hazardous duty
employees, a member shall be eligible for retirement following the earlier of the
date on which the participant has completed 20 years of credited service
regardless of age, or the date on which the participant has reached 55 years
and completed ten years of credited service. Mr. Adkisson, Mr. Dalton, Mr.
Maser, Mr. Squillante, and Mr. White have met the hazardous duty criteria.
Sec. 2.417 provides for early retirement benefit for hazardous duty employees,
a police officer or firefighter shall be eligible for early retirement upon reaching 50
years old and completed ten years of credited service. Mr. Hatch as met the early
retirement criteria.
Trustee Teixeira moved to approve the following request of
employees Jeffrey Adkisson, Police Department, David Dalton,
Police Department, Janet Dorrough, Gas Department, Michael
Hatch, Police Department, Veronica Josef, Engineering
Department, Tracy Kimball, Police Department, Jonathon Maser,
Police Department, Jada McCree, Library Department, Jeffrey
McHughes, Police Department, David Prior, Police Department,
Charlie Sims, Public Utilities Department, Steven Squillante,
Police Department, Roy Thomen, Planning and Development
Department, Joe Trowell, Parks and Recreation Department, Paul
Wassen, Engineering Department, and Kevin White, Fire
Department for a regular pension as provided by Sections 2.416
and 2.424 of the Employees' Pension Plan. The motion was duly
seconded and carried unanimously.
4.4 Approve pension plan administrative expenditures for fiscal year 2023 totaling
not-to-exceed $392,000.
The Employees' Pension Plan does not have a legally required budget.
However, all expenditures must be approved by the Trustees. The following are
routine administrative expenditures that staff is requesting approval of for
administrative efficiency.
The recommended expenditures for fiscal year 2023 reflect a $20,100, or 5.4%,
increase over the approved fiscal 2022 expenditures. This net increase results
primarily from an increased volume of employee physicals along with salary

increases, partially offset by a reduction in pension attorney costs.
Training and travel are the estimated costs of pension training and related
travel, including fiduciary training for the Trustees and Pension Advisory
Committee (PAC) members. This is a not-to-exceed amount given uncertainty
regarding the number of Trustees and PAC members that may elect to pursue
training.
Expenditures for physicals are per the pension ordinance requirement that new
employees must pass a comprehensive physical exam to be accepted into the
pension plan. An increased volume of physicals is forecast due to staff turnover
and projected new hires.
Reimbursements to the General Fund and Central Insurance Fund are for the
cost of oversight and administration of the Plan. The reimbursements are for
services provided by Human Resources, Payroll, and Finance personnel, along
with related operating expenditures.
The firm of Klausner, Kaufman, Jensen and Levinson currently serves as the
Plan's pension attorneys, while the firm of Banker, Lopez, Gassler was recently
approved by the Trustees to provide legal services for PAC disability pension
claims. Annual attorney fees also include medical bills for medical services
authorized by the PAC.
Money manager, performance measurement consulting, custodial/safekeeping,
and actuary fees (other than actuary hourly consulting and special projects) are
all governed by contracts separately approved by the Trustees, and are not
included in this agenda item total.

In response to questions, the City Attorney said staff does not anticipate
spending $130,000 in the upcoming fiscal year. It is conservative
budgeting to try to get close to where the expenditure was
previously. He said the law firm is deeply integrated with the disability
process and staff has seen an increase in the number of claims from
employees and former employees, increasing the demand of Klausner
& Kaufman. He said he hopes to mitigate the cost over time by
implementing the process in-house. Human Resources Director Jennifer
Poirrier said the great resign and new legislation that provides additional
disability benefits in the public safety area have contributed to the
increased number of claims.
