1. Call To Order
The Vice Chair called the meeting to order at 2:00 p.m. at the Main Library.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve the minutes of the January 13, 2022 Public Art and Design Board meeting.
Member Menaul moved to approve the minutes of the January 13,
2022 Public Art & Design Board meeting as submitted in written
summation. The motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Review an update on The WorldWithin Installation.
The Community Redevelopment Agency is in the process of contracting with
artist Todd Maclntire for a sound installation entitled The WorldWithin in
downtown Clearwater in association with the Clyde Butcher photography
exhibition at the Main Library.
Cultural Affairs Coordinator Christopher Hubbard reviewed the planned
immersive sound installation in a microenvironment location to be
determined in the CRA (Community Redevelopment Agency) district from
May 15 to June 15, 2022. Artist Todd Maclntire is capturing sounds in the
Everglades now. The installation could be moved to other City locations.
Mr. Hubbard said Clyde Butcher's America's Everglades Exhibit will be on
display at the Clearwater Main Library until May 31, a book signing is
scheduled on March 30 at the Capitol Theater.
Outreach to local schools and St. Petersburg College re both events was
recommended. Signage was suggested so pedestrians are not startled by
the sounds.

Mr. Hubbard will check with the Pinellas County School Board to determine if
the installation aligns with curriculum. Speaker boxes will be secured to
pavement and disguised as much as possible.
5. Old Business Items
5.1 Review an update on the Clearwater Arts Alliance Thinking Outside the Box signal box
wrap program.
At its January 13, 2022 meeting, the Public Art and Design Advisory board
approved a $10,500 grant to the Clearwater Arts Alliance to fund 6 "Thinking
Outside the Box" wraps.
Mr. Hubbard will provide the Clearwater Arts Alliance with a list of staff
recommended neighborhoods for providing those citizens greater access to
the arts: 1) Bayview Heights, 2) Imperial Park, 3) North Saturn, 4) Oak
Acres; 5) Valencia Park/Beckett Lake (Frank Tack Park);6 ) Wood Valley/
Mission Hills, and 7) Woodgate/Village on the Green. He said neighborhood
input will guide local artists in designing unique wraps. Staff was looking to
broaden partnerships with organizations and nonprofits to expand
neighborhood specific art installations, including benches, water fountains,
recreation center programming, etc.
5.2 Review the current Public Art Fund balance.
The current Public Art Fund balance is $132,715 and includes allocations
made at the January 13, 2022 Public Art and Design Advisory Board
meeting of$10,500 to the Clearwater Arts Alliance and $12,900 to the
Clearwater Historical Society, and a $600 invoice from artist Donald
Gialanella for storage fees related to the Crest Lake Park public artwork.
5.3 Review an update on a mural at Cherry Harris Park.
In 2021, City staff applied for grant funding for a community mural through
the Bloomberg Philanthropies Asphalt Art Initiative. The project was
estimated at $12,000 and would cover the west entrance plaza of Cherry
Harris Park and the north/south lanes of N. Martin Luther King Jr. Ave.
Funding was not awarded to this project.
City staff recommends a funding split in the amounts of$6,000 from the
Public Art Fund and $6,000 of Cultural Arts Strategic Plan implementation
funds. This project meets the requirements and goals of both the Public Art
and Design Program and the 2022-2028 Cultural Arts Strategic Plan.
Mr. Hubbard reviewed funding for the project, including durable street paint
manufactured and donated bySherwin Williams. The project is in a popular

neighborhood park. Mural completion is anticipated by September 30.
5.4 Review an update on the Crest Lake Park public art project.
Review an update on the placement and installation of the public art
sculptures created by artist Donald Gialanella.
Mr. Hubbard said installation was awaiting input from the Parks & Recreation
Department re construction of pads and pedestals for the sculptures.
Staff seeks an additional$600 for ongoing storage costs for the sculptures.
Member Seiler moved to grant artist Donald Gialanella $600 from the
Public Art Fund for additional storage of the Crest Lake Park public art
project. The motion was duly seconded and carried unanimously.
5.5 Review an update on the Clearwater Police Department Substation III project.
Review an update on the progress of construction and the review and
Selection of public artwork for the Clearwater Police Department Substation III.
Mr. Hubbard said he was working with the Engineering and Police
departments on the location's approach to public art before Selection
Committee involvement.
5.6 Review an update on the Clearwater Fire Department Station 46 project.
Review an update on the progress of the design and the review and
selection of public artwork for the Clearwater Fire Department Station 46.
Mr. Hubbard said the City Council had requested a slight change to the
building's design. He will report on updates as the process proceeds. By
commissioning early, the public art and facility will be integrated.
6. Director's Report
Mr. Hubbard thanked previous Chair Neale Stralow for his service on the
Board.
Member Menaul moved to appoint Eric Seiler as Chair. The motion
was duly seconded and carried unanimously.
Mr. Hubbard welcomed new community representative Member
Bromm-Boesen to the Board.
Mr. Hubbard reviewed updates planned for the Public Arts website.
In response to a question, Mr. Hubbard said staff was working on a GIS

(Geographic Information System) inventory of public art in Clearwater.
It was recommended the GIS map be connected with tourism efforts to
broaden its impact.
In response to a question, Mr. Hubbard said he will contact Amplify
Clearwater re updates to its data base of dolphin and turtle sculptures.
Mr. Hubbard said the vibrant mural at the Clearwater Historical Society
Museum and Cultural Center was completed and visible from Ft. Harrison
Avenue.
Mr. Hubbard said the new Plaza Park Neighborhood homeowners
association had identified an artist and applied for funds for a street mural.
