08/03/2022CLEARWATER DOWNTOWN DEVELOPMENT BOARD MEETING August 3, 2022 — 5:30 PM — City Council Chambers 1. Call to Order. Chair Morfopoulos called the meeting to order at 5:30 pm. Winters Absent: Treasurer Festus Porbeni 2. Minutes of the August meeting. 2.1. Upon motion duly made by Member Emrani, seconded by Member Cassano, and carried unanimously, the minutes of the July 6, 2022, meeting were approved. 3. Citizens to be heard regarding items not on the agenda. Kevin Tucker, of Florida Penguin Productions, working with City of Clearwater and CRA to create interesting programming for downtown area. Returning next month with funding request. Scott Sousa, of Clear Sky on Cleveland and DCMA, spoke on behalf of the DCMA of his intent to restart the process of the Downtown Collaborative to create monthly joint calendar. Tony Tello, of Nash Keys and Starry Night events, said that last month's event was rained out but he's hoping to do the event again within 30 days. Mr. Tello stated his position that "change is going to come from the small businesses" and local people looking to make a difference. 4. New Business Items. 4.1. Special event funding request of Food Truck Thursdays in Downtown Clearwater, $8,750 requested, $8,750 recommended by staff. A five-month series August -December, 11:30am- 2:OOpm, including food and activities in Station Square Park, with community partner KnowBe4. After discussion, and upon motion duly made by Member Cassano, seconded by Member Jammo, and carried unanimously, the special event funding request of Food Truck Thursdays in Downtown Clearwater in the amount of $8,750 was approved. Request to establish funding for DDB Marketing Plan in the amount of $50,000 as suggested by the CRA, from the earlier DDB 'brainstorming session', for digital marketing assistance for businesses within the DDB District. The application process will follow after funds are earmarked. After discussion, and upon motion duly made by Member Novitsky, seconded by Member Emrani, and carried unanimously, the DDB Marketing Plan funding in the amount of $50,000 was approved. 4.3. June 2022 Financial Statement. Upon motion duly made by Member Kintzel, seconded by Member Jammo, and carried unanimously, the June 2022 financial statement was approved. 4.4. Resolution 22-01 Adopting the City of Clearwater's Investment Policy per Florida Statute requirements. Upon motion duly made by Member Emrani, seconded by Member Cassano, and carried unanimously, Resolution 22-01 Adopting the City of Clearwater's Investment Policy was approved. 4.5. Preliminary budget for the DDB FY 2022-2023. Ms. Lopez reviewed the proposed budget. Upon motion duly made by Member Cassano, seconded by Member Novitsky, and carried unanimously, the DDB Preliminary budget for the DDB FY 2022-2023 was approved. 4.6. Interlocal Agreement with CRA for Management Services FY 2022-2023. Ms. Lopez presented an overview of the agreement. Upon motion duly made by Member Jammo, seconded by Member Kintzel, and carried unanimously, the Interlocal Agreement with CRA for Management Services FY 2022-2023 was approved. 5. Old Business. 5.1. Nominating Committee and Election Updates. The CRA is adding the opportunity to their website, the first mailing will go out Aug 5, and nominations are due Sept 1. Seats open are currently held by Paris Morfopoulos, Keanan Kintzel, and Shahab Emrani. 5.2. Update on the enhancement projects underway by the CRA. Mr. Santiago said new street pole banners are installed, summer seasonal lighting is on and will remain until the next seasonal display, and landscaping and new furniture are being installed in Station Square Park in time for the August 25 Food Truck Thursday event. Bollards process is underway. 5.3. CRA Update. Mr. Santiago noted the Streetscape Phase III meeting on August 30 at DeLuca's Restaurant. Also, Daydreaming: Niki Butcher's Hand Painted Photography on exhibit in the Main Library has been extended through February 24, 2023. Other enhancement updates will be available in December. Chairman Morfopoulos suggested a new work session once the new Board is installed. Mr. Smith stated that the new CRA events specialist will be introduced at the next meeting, and the hiring process for the open CRA executive directorship will be reviewed my Mr. Jackson. 6. Chair's Report. • Daydreaming: Niki Butcher's Hand Painted Photography — extended through February 24, 2023, at the Clearwater Public Library. Free to the public. Details and full calendar of events at www.downtownclearwater.com . 7. Board Members to be heard Member Emrani is excited to see everything happening in the City and looking forward to participating. He also thanked the CRA staff and the Board members for their work. Member Cassano is anxious to see all the construction completions along Cleveland Street, especially after a trip to Naples, Florida, which he feels serves as a good model for Clearwater. Member Kintzel believes the changes from Missouri east on Cleveland Street will be exciting and tie in nicely with the west portions of Cleveland Street. Member Novitsky agreed about the changes taking place in the Streetscape Phase III and is looking forward to that project completion. Member Jammo highlighted Mr. Tello's statement that 'change is going to come from the small business owners', and as we continue with parking or any other plans and grant application, requested care is taken to make sure that information is appropriately disseminated to those who need that information. Ms. Teixeira noted her work with three diversity -oriented groups preparing proposals for the DDB for events in downtown. Mr. Bunker agreed with Member Cassano that completion of construction projects will be very welcome and suggested he "lead by example" with his own projects in the area. Mr. Bunker feels that projects in progress could completely transform the downtown Clearwater area. Chairman Morfopoulos addressed Mr. Bunker's comments, stating that ex officio members' comments should address matters relevant to the DDB business rather than attacking individual members of the Board. The Chairman also encouraged application for funds from the DDB by civic groups, businesses in the district, etc. Involvement is welcome and funds are available. 8.
