The meeting was called to order at 8:12 a.m. in Municipal Services Building Room 344.
Ms. Wilson informed the Board that Carol Warren had resigned from the Board. She also informed the Board that she had been requested to provide the City Commission with an 18 month
record of attendance.
Approval of 10/8/98 Minutes
Member Byrnes stated that he abstained from voting on approval of the minutes for April 16, 1998, May 27, 1998, and June 8, 1998 because he was not on the Committee during those meetings.
He requested that the minutes of October 8, 1998 be corrected.
Ms. Wilson explained the history of the Committee, how it was formed, and some of the issues they have concentrated on in the past. There was discussion regarding what the Committee
should focus on.
Ms. Wilson explained what the Capital Improvement Fund is. She stated it includes projects that have a cost in excess of $25,000 and have a life of more than one year. If the project
is inactive for three years it is automatically closed.
Ms. Wilson stated that Special Project Funds have their own set of books in the system and include such items as grants, donations, or general fund special projects.
Discussion ensued regarding what the Committee might review. Ms. Wilson stated she would discuss operating dollars at the next meeting.
Ms. Wilson explained how capital improvement projects are funded and that some funds are restricted in how they can be used. She stated that project numbering is tied to the State
Accounting System.
It was mentioned that both gas and water and sewer rates will be coming up again. Member Byrnes noted that pools may be heated by hot water from deep in the earth which may impact
gas consumption by eliminating one of its uses.
