2:00 pm— roof top and 3rd floor, introductions Cat Corcoran (City of Clearwater Engineering
Department) discussion on project updates, status of imagine clearwater project and description of
project designs and elements.
2:30 pm—introduction of committee attendees, staff and background.
2:45 pm— Kathy Blaha presentation regarding public/private partnerships in parks, history of imagine
clearwater project and its connection to the greater community.
3:00 pm—
Questions:
• Jack Mortimer question on how quickly the park plans to ramp up events. (Yes, event will
gradually ramp up Amanda Thompson.)
• Andy Winkler question related to forecasting of park usage? (Answer=Jim Halios, no forecasting
models are available).
• Brian Aungst Jr. challenge with a philanthropic base due to lots of competing entities. City
should leverage partnerships with developers and or church with the land swap. Kathy Blaha—
park revenue 4 sources, city, earned income, philanthropy, and value capture. HR&A will
present ideas at next meeting regarding these models.
• Jack Mortimer—question relating to sale of two sites, are we still actively looking to sell these
sites currently. (Answer—Amanda Thompson needs community input and ultimately a master
plan that coincides with a referendum for use of the parcels.)
• Karen Cunningham—Concern related to transportation and getting to the park. Spencer Cook—
downtown is challenged because it is the only major downtown not served by an interstate or
major highway system. Communication and promotion-messaging that it isn't as much as a
hurdle as people thinking it is to get down here.
• David Lillesand—question related to footprint of park and naming. Is it Imagine Clearwater or
Coachman Park?Answer it is referred to as Coachman Park with an increased footprint.
• Jack Mortimer—How will we leverage the natural assets of the park(i.e., water sports, etc.,)
• Bruce Rector— Proforma, budgets, forecasting find out from other places.
• Seth Millebrand—setting goals and how do you measure success of the park.

Attached are the meeting minutes from the Stakeholder group meeting on 3/23/22 along with the presentation from
the Coachman Park work group meeting on 5/4/22 along with a working group list of names. Our consultant Kathy
Blaha met with various staff members along with the Mayor and Council to develop a list of contacts of people who
could provide insight/feedback as to possible members. No one has been appointed and no ordinances or resolutions
have been passed as to the formation of this group. The group is simply in a fact finding stage to determine what if any
structure would be appropriate for citizen involvement/engagement in programming at Coachman Park.

Jim and Mike,
I am looking ahead to our meeting in a
few weeks and I would like your help in
securing a venue where we access
Zoom. HR&A staff will be virtually
presenting their revenue framework;
also, one or two of our working group
members who cannot personally attend
have inquired about a virtual
connection. It wasn't clear to me
whether the Library board room has
this capability or whether we might
look at other options. I'm hoping you
can help with finding a place that will
give us an opportunity to connect with
some who cannot attend and allow for
the HR&A presentation.

Thoughts? I have 14 working group
members who responded to the Doodle
poll that they will attend on the 4th; at
our last meeting we had a few
additional folks attend so a suitable
venue might be one that could seat up
to 20.
