Budget Director Tina Wilson called the meeting to order at 8:00 a.m. at the Municipal Services Building, Clearwater, Florida. In order to provide continuity for research, the items
listed were not necessarily discussed in that order.
Ms. Wilson explained that the FRC (Fiscal Review Committee) was formerly known as the Budget Advisory Committee. Over the past year and a half, the FRC has spent time reviewing various
areas of the City, such as the Solid Waste Department’s Recycling and initial business plan, the CGS (Clearwater Gas System) marketing and business plans, the Marina business plan and
other business. FRC members are appointed by, and under the direction of, the City Commission. The City Manager indicated that the Department Performance Measures and Goals System
would be a good area for this Committee to review. He suggested that the FRC submit a proposed agenda to the City Commission as suggested topics for review over the next 12 months.
This committee can help to review the “process” and provide insight for furthering progress. Some Members indicated that they felt disconnected from the decision-making process after
submission of recommendations to the Commission. Mr. Roberto stated one of his roles is to coordinate the overall perspective of the government and steer the City towards an agenda
that the community, the public, and the City Commission believes is the right direction. He plans to get to know the community better by visiting Rotary Clubs, Kiwanis Clubs, and other
organizations to gain a perspective of how they perceive City government. Maintaining quality of life while implementing subjective decisions through accountabilities and fiscal responsibility
is a major objective.
Discussion ensued regarding renovation efforts of the City of Largo, particularly in reference to the Clearwater-Largo Road area. Largo is developing a plan to renourish the area and
offering special loan programs to businesses. It was noted that people tend to frequent areas that are considered “attractive.”
City Manager Roberto departed at 9:00 a.m.
Discussion ensued regarding the new City Manager’s plans and objectives. It was remarked that over the next year, through the City Manager’s total quality management style, many changes
will be effected.
The meeting recessed from 9:08 a.m. to 9:17 a.m.
Ms. Wilson noted that the City Commission has conducted a series of employee meetings throughout the City to present Clearwater’s Vision Statement. The plan includes a focus on 6 specific
strategies to achieve the City Vision. There were also 3 community meetings in late May to receive input from citizens regarding possible budget issues for fiscal 1997/98.
Ms. Wilson distributed and briefly discussed the City’s Preliminary Annual Operating and Capital Budget for 1997-1998. Members were asked to review the information before the next
meeting.
An invitation will be extended to Director of Central Permitting Scott Shuford and Assistant City Manager Bob Keller to attend the next FRC meeting. The topic of discussion will be
to review the proposed downtown plan and any available new plans or information.
It was noted that future FRC meetings will be held the second Thursday of every month at 8:00 a.m. at the Municipal Services Building.
