12/11/1997FISCAL REVIEW COMMITTEE CITY OF CLEARWATER December 11, 1997 Present: Janet MacNutt Member Daniel Moran Member Carol Warren Member Richard Lynch Member Tina Wilson Budget Director Brenda Moses Board Reporter Absent:: Daniel Fleck Member Budget Director Tina Wilson called the meeting to order at 8:00 a.m. at the Municipal Services Building, Clearwater, Florida. In order to provide continuity for research, the items listed were not necessarily discussed in that order. Ms. Wilson said Harbormaster Bill Held will submit the Clearwater Marina business plan updates, which include Pier 60, the Marina and the Sailing Center, to the FRC (Fiscal Review Committee) for review at the January 8, 1998, meeting. All available information will be provided to the FRC prior to the presentation. Business plans scheduled for review by the FRC within the next 6 months include utility rate studies, stormwater, recycling, water and sewer funds, and the PBMP (Performance and Behavioral Management Program). Ms. Wilson gave a brief overview of current projects in the Budget Department. She said the City Manager has requested biennial budget. An organizational review of City operations will be done by an independent firm. The review will be helpful since some high level personnel have left the City recently. City staff is prioritizing Penny for Pinellas projects and the FRC may be asked to review them and provide recommendations to the City Commission. Ms. Wilson said the FRC must elect a Chair and Vice-Chair. Consensus was to discuss the matter at the January meeting since a member considered for election was unable to attend today. The meeting adjourned at 8:50 a.m.
