Natural Gas supply prices have been rising this Winter/Spring-, therefore, we are recommending a .120/therm increase in our Natural Gas Purchase Gas Adjustments (PGA) in May; Propane supply prices have not -risen substantially; therefore, we are notrecommending any changes at this timefor our Propane (LP) PGA for May. We recommend that we continue our Contract LP PGA at 300 below otrr standard LP -PGA. We are not recommending any changes in our Energy Conservation Adjustment (ECA), our Usage .& Inflation Adjustments, nor our Regulatory Imposition Adjustment (RIA) for May. The net effect of these recommended changes for May Is a 120 per therm increase (+8.6%) in our typical Residential Natural Gas eustomex's therm rate but no change per gallon in our typical Residential LP customer's energy rate. Therefore, we are rec,ornmending your approval of the following rates to become effective for billings rendered.on and after May 1, 2022: Natural Gas Firm Standard Rate Schedule PGA $0.95 per therm (up 12g) Natural Gas Intertuptible and Contract (Non -Standard). Our objective .is to be as close as practical to balance by FY ending. Attachments #2 and #3 show our annual projections for Natural Gas andLP supply costs. respectively.. .Attachments -#4 and -#5 show the impact of these adjustment clause changes on our overall Minna: and LP Gas Wet, respectively. Attachment #6, Page #1, shows. our -monthly rate history this. year, and Pages #2 our .21 -year relationship to electric prices and average residential rates, respectively, :and #3 of this show Please note that .Page #2 of this analysis shows that, over the oast 21 years, -our residential natural .gas rates have 'dropped an average of 0.3% annually as compared to a .3.2% average annual increase for the Duke Energy (formerly Progress Energy FlOridsi/FPC) residential rates. That's a remarkable difference! 'should point.out that the overall effect of these proposed changes is that our typical Residential customer energy rites are now approximately 65% lower than electric for Natural Gas and 15% lower than electric for our Onkel LP Residential -energy rates. Even when You. add in the NG Customer Charge, the typical 3 -appliance customer home Would tee a 20% savin_gs for NG as Opposed to elect -tic (Ste Attachment#7), This is a very attractive competitive position vs. electrierates for our Natural Gesell-tomer& We will continue to track these balances each month, hake monthly projections of these factors based on market conditions, and let' you know if any of these get significantly out of balance. Additionally, ourper gasoline gallon equivalent (GGE) Natural Gas Vehicle (NOV) Fueling Station pump price S1.5.2/GGE — &remarkable savings from the gas station prices around town, and we belie*: the lowest 'Posted NGV Price in the State. For governmental .fleet vehicles, ow price is $1.34/G,GE,11S these fleets pay no Federal taxes on fuel -- an even. More remarkable price:. One of the reasons for this low rate is that. Congress passed -the Tax Extender package thru 2021 which provides for a 50¢/GGE reduction in the Excise -Tax Credit for NOV vehicle fuel such that we are able to reflect this by reducinx our rate at the pump.. There is a bill in the works now tO hopefully extend this beyond 2021 to provide 'econornicsecutity for NOV cOnverSions.
