Chair Rich called the meeting to order at 4:40 p.m. at the Municipal Services Building, Clearwater, Florida. In order to provide continuity for research, the items are listed in agenda
order but were not necessarily discussed in that order.
Member Moran moved to approve the minutes of May 9, 1996, September 12, 1996, and October 10, 1996 as submitted in writing to each member. The motion was duly seconded and carried
unanimously.
Develop Committee Mission Statements, Goals, etc.
Discussion ensued regarding a mission statement for the FRC (Fiscal Review Committee). Members agreed the following will be the official FRC mission statement: “As directed by the
City Commission, the Fiscal Review Committee will review operations of City departments, providing assistance and recommendations to define and achieve measurable goals of performance.”
Budget Director, Tina Wilson, distributed 1) 1996-1999 CGS (Clearwater Gas System) Marketing and Communication Plan; 2) results of key CGS performance indicator for FY 1995/96; 3)
September 1996 CGS financial statements and performance indicators; 4) action agenda - meeting of October 17, 1996; and 5) committee minutes of May 9, 1996, September 12, 1996 and October
10, 1996 for approval. Discussion ensued regarding the FRC’s review of CGS’ marketing plan. It was noted there were mathematical errors in several areas of the CGS marketing plan.
No specific goals or methods to achieve them were cited. A question was asked about the benefit of hiring outside sources to conduct a comprehensive market survey costing approximately
$43,900. Target service areas were not defined and CGS did not identify key issues, such as the benefit of using gas versus electric service. A remark was made that the process of
goal setting and the criteria being formulated to identify and achieve measurable departmental goals is relatively new. Departments are refining the process. Various other issues regarding
the CGS marketing plan were discussed, and it was suggested the FRC invite Mr. Warrington and his staff to an FRC meeting to discuss and clarify the FRC’s questions.
Report to City Commission Scheduled for November 21, 1996
Ms. Wilson distributed a brief synopsis of the history of this Committee. Chair Rich will prepare a report for presentation to the City Commission on November 21, 1996.

The next meeting of the Fiscal Review Committee is scheduled for December 19, 1996 at 4:30 p.m. at the Municipal Services Building, Clearwater, Florida.
