STATEMENT OF WORK(CENTRIC )° October 8, 2021 Tony Lenning Manager, Information Technology Department, City of Clearwater 100 S. Myrtle Ave. Clearwater, FL 33756 Dear Tony, Centric Consulting, LLC (Centric), is pleased to present this Statement of Work ("SOW) to the City of Clearwater (city) that describes the services Centric will provide in support of the upgrade and hardware rehosting to City of Clearwater's Oracle Work and Asset Management System (OWAM) in response to the Request for Quotation (RFQ) titled OWAM Version 1.9.X Upgrade and Server Rehost dated October 5, 2020 and the recent request for a quote resubmission from Tony Lenning. This SOW remains valid for sixty (60) days from the date of issue. This SOW will outline the approach, roles and responsibilities, deliverables, and fees for the proposed upgrade activities. Centric is pleased to be working with you and your team again. We are confident in our ability to deliver the City of Clearwater the upgrade to your OWAM system and assist with the server rehosting. The remainder of this SOW is organized into the following sections: ➢ Our Understanding • Project Approach & Deliverables • Roles and Responsibilities • Centric Staffing • Economics • Assumptions Our Understanding The city currently uses Oracle's Work and Asset Management (OWAM) for monitoring and maintaining the infrastructure related to many divisions of the city. The city would like to upgrade the current OWAM system to the current release from Oracle (v1.9.1.2.4) and as part of this application upgrade rehost the application on a new server environment. The city would like to engage Centric for the purpose of providing technical expertise related to the upgrade of the city's OWAM Test and Production environments as well as the related rehosting of the technical infrastructure. Proiect Approach & Deliverables Centric is proposing an approximately fifteen (15) week project to upgrade and rehost the infrastructure and data for the city's OWAM system to the latest release of the application. Approach The city will be ordering new hardware for the purpose of hosting the upgrade Dev/Test and Production instances of OWAM as well as the related Oracle databases. Centric has provided initial hardware specifications for the four (4) servers and they are as follows: OWAM Application Servers (x2) • Memory (RAM) — 32 GB minimum • CPU/Processor — Minimum 3.1 GHz; not to exceed 4 CPU cores (1x4 or 2x2) • Disk — minimum 350 GB of usable storage, Fiber (10 GB) attached • OS — Windows Server 2016 Standard 64bit OWAM Oracle Database Servers (x2) • Memory (RAM) — 32 GB minimum • CPU/Processor — Minimum 3.1 GHz; not to exceed 4 CPU cores (1x4 or 2x2) • Disk — minimum 350 GB of usable storage, Fiber (10 GB) attached • OS — Windows Server 2016 Standard 64bit In the first week of the project, Centric will confirm this initial recommendation against the current server utilization. OH 454581 (931) 625-5757 p 1 centricconsulting.com Once the new servers have been procured, the city will rack mount the servers (including all networking and power requirements) as necessary in their data center and make each available for Centric to perform the OWAM and Oracle DBMS installs. Centric activities will pause until the new servers have been procured and are available for Centric's work to proceed. Centric will access the new servers remotely and perform new (vanilla) installs of the OWAM 1.9.1.3.1 application. Centric will then use a database export from the city's existing 1.9.1.2.4 Production instance of OWAM and upgrade the OWAM database schema to the 1.9.1.3.1 OWAM release using upgrade scripts provided by Oracle. This initial upgrade will be performed in the to -be Dev/Test environment. Once this initial upgrade is complete, the city will perform regression testing of the OWAM application and related interfaces for approximately two (2) weeks. During this time, Centric will provide technical support and respond to issues as necessary. Once the regression testing effort has been completed, Centric will perform a dress rehearsal of the Production OWAM upgrade. This will involve two (2) steps: installing the Oracle technology stack on the new Production servers, importing OWAM data from the existing OWAM 1.9.1.2.4 environment, applying the OWAM upgrade scripts and performing a high-level regression testing effort. This will confirm the base install of the software. The second step will confirm the cutover steps by dropping the existing OWAM data, re -executing the import of OWAM data from the existing OWAM 1.9.1.2.4 environment, applying the OWAM upgrade scripts and performing a high level regression testing effort to ensure all of the necessary steps for the Production cutover have been documented and the team is ready to perform the Production cutover. The Production cutover will take place over a one (1) day period and will use the same approach for the previous upgrade Dev/Test and Dress Rehearsal processes. Due to the compressed nature of the Production cutover window, the city will perform some focused regression testing of the critical OWAM components prior to rolling out the upgrade application to the general OWAM user base. The final production cutover date will be confirmed once hardware has been procured and the upgrade process is ready to start. The high-level schedule of the upgrade is in the attached project work estimate PDF. Deliverables Centric will be responsible for the delivery of the following: • Installation and configuration of the Dev/Test and Production OWAM (1.9.1.3.1) instances • Installation and configuration of the Dev/Test and Production Oracle 19c Database instances and schemas • Upgrading the OWAM database schema (1.9.1.3.1) for Dev/Test and Production • Updates to all necessary support documentation related to install and configuration of the components noted above • Resolution of any defects related to the OWAM upgrade • Weekly status reports Roles & Responsibilities Responsibilities for the delivery of the OWAM upgrade will be divided as follows: Centric will have primary responsibility for the following: • Providing hardware/software specifications for new OWAM and associated Oracle DBMS instances • Installation and configuration of Oracle DBMS (Dev/Test and Prod instances) • Installation and configuration of Oracle WAM instances (Dev/Test and Prod instances) • Import of OWAM data into new Oracle DBMS • Upgrade of OWAM DB from 1.9.1.2.4 schema to 1.9.1.3.1 • Technical Support for Testing and Go -live activities 2IPage • Provide Support Documentation for new Oracle DBMS and Oracle WAM instances • Resolution of Technical Support issues related to the OWAM upgrade • Provide Cutover Plan for upgraded OWAM Application Roll -Out to all Users • Centric will also be responsible for producing a weekly status report containing the following information: o Activities/Deliverables completed in the past week o In -Progress and Upcoming Activities and Deliverables o Issues and Risks encountered The city will have primary responsibility for the following: • Procurement of new servers for new OWAM and Oracle DBMS environments and related licenses • Racking, Power, Network connectivity, OS Installation for new OWAM and DBMS servers • Providing Centric personnel remote (VPN and remote desktop) access to new servers • Providing Centric personnel Oracle Support CSI #'s for City of Clearwater's Oracle and OWAM licenses • Providing Centric personnel requested DBMS Instance Names (Dev/Test & Prod) • Providing Centric personnel all requisite ORACLE USER Names / Passwords • Providing Centric personnel Synergen User Password • Providing Centric personnel Internet Access from OWAM and Oracle DBMS Servers for the purpose of downloading OWAM and Oracle DBMS updates and prerequisite software • Providing Centric personnel with Oracle DBMS Export of existing 1.9.1.2.4 OWAM data (full export of DB) • Producing all required Regression Test Scripts • Producing all required Regression Test Data • Execution of all required Regression Testing • Setup, configuration, and test data for OWAM interfaces to facilitate testing in new Dev/Test environments • Sign -off on all Regression Test Scripts Centric Staffing The specific resources to be assigned to this project are to be determined. However, the roles, rates and hours estimate for this effort is in the attached project work estimate PDF. As of the submittal of this SOW, we do not anticipate having an Offshore DBA available to perform this work. If at the start of the project we do have an Offshore DBA available, we will plan on leveraging them for some of the DBA related tasks, which should reduce the overall cost of the DBA role on the project. We can make no guarantees at this time if this offshore option will be available. Economics Professional Service fees for this engagement are estimated at $69,000. All Centric work is expected to be performed remotely. If any expenses were to be incurred, actual expenses will be billed at cost and with the city's prior approval. Assuming a November 1, 2021 project start date, the duration of the work outlined in this statement of work is estimated to last until February 28, 2022. Myrtle Ave. Clearwater, FL 33756 Attn: Daniel Mayer As part of the development of this Statement of Work, the following assumptions have been made. 1. This estimate is Time & Material based. Centric will bill actuals. 2. This estimate does not include contingency. We typically recommend a contingency of 10-20% to reduce the potential of needing to ask for additional funding 3. This is a technical upgrade project. Centric will upgrade the OWAM technology stack and application. Changes to utilize new functionality are out of scope from this project. 4. Centric will work to keep any Oracle SR's that might occur from impacting the project timeline. However, there is no guarantee on how quickly SR's will be resolved by Oracle, and therefore, might impact the project timelines. Centric will ensure that proper escalation procedures are followed to ensure the quickest resolution possible. Note that since WAM 1.9.1.3.1 is past Oracle's primary support window, Oracle may decide not to respond to an SR — meaning a solution may not be possible and the upgrade cannot be performed. This is a risk the city will assume in execution of this project. 5. Correct versions of the software may not be available from Oracle support or Oracle eDelivery. In this situation, Centric will inform the city that the upgrade is no longer possible. As of the submittal of this SOW, the necessary software is available from Oracle. 6. Centric will work with the city to define the hardware to be procured for this project. Once the city has procured the hardware, installed the hardware, configured networking, and installed the operating system, the project plan will be reviewed and baselined. 7. Centric will have the necessary access to perform software configuration and installation. 8. Any procurement of any technical infrastructure (including but not limited to licensing) will be the responsibility of the city. 9. The schedule is to be contiguous from the start date once the project plan is baselined. Project delays to unavailability of city's resources or any other issues affecting the planned upgrade schedule may result in a change to this SOW. 10. If any Centric personnel are working onsite, the city will provide Centric resources with a workspace, including desk, chair, telephone, necessary system access, and security clearance at its facilities for the duration of this SOW. 11. The city is not currently using BI Publisher. BI Publisher is out of scope for this upgrade. 12. Modification of existing customizations to resolve issues with the new OWAM version will be delivered by the city, including revisions to custom forms, reports, interfaces and procedures. 13. The city will manage and deliver Oracle WAM DBA tasks to support the upgrade project, including the system backups, cloning (dev and test) and other procedures, for example, disaster recovery.
