Present: 5 - Mayor Frank Hibbard, Vice Mayor Hoyt Hamilton, Councilmember
David Allbritton, Councilmember Mark Bunker and Councilmember
Kathleen Beckman
Also Present: Micah Maxwell — Interim City Manager, Michael Delk—Assistant City
Manager, Pamela K. Akin - City Attorney, Rosemarie Call — City Clerk,
and Nicole Sprague — Deputy City Clerk.
To provide continuity for research, items are listed in agenda order although not
necessarily discussed in that order.
1. Call to Order— Mayor Hibbard
The meeting was called to order at 8:30 a.m.
2. Citizens to be heard re items not on the agenda — None.
3. Other Council Action
3.1 Discuss city attorney candidates and next steps.
Aleksandr Boksner provided an opening statement and answered
questions regarding his professional experience and challenges. He
thanked Council for the opportunity.
The Council recessed from 9:15 a.m. to 9:19 a.m.
David Margolis provided an opening statement and answered questions
regarding his professional experience and challenges. He thanked
Council for the opportunity.
The Council recessed from 9:58 a.m. to 10:07 a.m.
Barnaby Min provided an opening statement and answered questions
regarding his professional experience and challenges. He thanked
Council for the opportunity.
The Council recessed from 10:36 a.m. to 10:42 a.m.

Patricia Smith provided an opening statement and answered questions
regarding her professional experience and challenges. She thanked
Council for the opportunity.
The Council recessed from 11:12 a.m. to 11:41 a.m.
Matthew Smith provided an opening statement and answered questions
regarding his professional experience and challenges. He thanked
Council for the opportunity.
The Council recessed from 12:05 p.m. to 1:50 p.m.
Discussion ensued with comments made that all candidates interviewed
today are qualified and able to do the job. There was council consensus
that David Margolis was an experienced, polished top candidate.
Vice Mayor Hamilton moved to enter into negotiations with David
Margolis as the next city attorney. The motion was duly seconded
and carried unanimously.
The City Attorney was directed to commence contract negotiations with
Mr. Margolis.
