A. CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE
The Chair called the meeting to order at 1:00 p.m. at the Main Library followed by the
Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

Member Quattrocki moved to approve the minutes of the June 15, 2021 Community
Development Board meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.

Location: 25856 US Highway 19 North; 0.85 acre located on the west side of US

Request: The Community Development Board (CDB) is reviewing a request for a
95,486 square-foot Self-Storage use and 3,101 square-feet of required non-storage
use for the property located at 25856 US Highway 19 North (Community
Development Code [CDC] Appendix B Section B-303) and the use of Transfer of
Development Rights (TDR2021-03001) (7,000 square-feet) (CDC Section 4-1403).
The project will be 67 feet in height and will include 15 parking spaces.

In his July 15, 2021 memorandum, Senior Planner Vinod Kadu said the applicant had
requested continuing Cases FLD2021-02001/TDR2021-03001.
Attorney Brian Aungst, representing the owner, said redesign of the project's parking lot
required DRC (Development Review Committee) approval; the case may not be ready
for Community Development Board review until October.
Planning & Development Director Gina Clayton said the requested hearing date would
need to be advertised. Attorney for the Board Randy Mora recommended wording for
the motion.
Member Barker moved to continue Cases FLD2021-02001/TDR2021-03001 to a date
uncertain subject to the applicant's submission and staff notice. The motion was duly
seconded and carried unanimously.
F. CONSENT AGENDA: The following cases are not contested by the applicant,
staff, neighboring property owners, etc. and will be approved by a single vote
at the beginning of the meeting: (Item 1)

Request: The Community Development Board is reviewing a proposed off-street
parking use in the Commercial (C) District for the property located at 1390 South
Missouri Avenue. The project includes a surface parking lot and requests allowable
flexibility for use and from setback requirements and a division of lot of record (CDC
Sections 2-704.N and 4-701).

Member Quattrocki moved to approve Case FLD2021-04009 on today's Consent
Agenda based on evidence in the record, including the application and the Staff Report,
and here by adopt the Findings of Fact and Conclusions of Law stated in the Staff
Report, with conditions of approval as listed. The motion was duly seconded and carried
unanimously.
G. DIRECTOR'S ITEMS
Ms. Clayton invited members to participate in this week's series of Community
Conversations on the Clearwater 2045 comprehensive plan project. At a future meeting,
the board will have an opportunity to comment on the Vision Statement based on
community input.
