ENVIRONMENTAL ADVISORY BOARD MEETING MINUTES

1. APPROVAL OF MINUTES
The Minutes of June 20, 2007 and July 18, 2007 was approved as submitted in written summation to each board

member. The motion was duly seconded and carried unanimously.
2. CITIZENS COMMENTS
Joelle Castelli, Assistant Director of Communications and Heather Shell, Public
Ed Chesney introduced
Communications Specialist to the EAB members. Joelle Castelli gave a brief outline on how their
department was involved in Communication and Marketing and works closely with the web master. Their
specialty was in promoting issues, concerns, events and meetings the City resident. This is done through
the City’s website, St. Pete Times, local C-View publications that are produced through flyers, direct mail,
sunshine line i.e utility bills. Joelle Castelli also stated that Heather Shell handled the
Environmental/Engineering Educational campaigns and suggested that the Environmental Advisory Board
come up with topics for her as well. Many tools are available to use in communicating and the website is
just one of many. Heather Shell is working on setting up a section of our website (myclearwater.com) and
proposed to call it myclearwater.com/green or myclearwater.com/environmental. Joelle Castelli
also
stated that USF study is a story in itself. A Campaign will be done to promote the USF project and C-View would be
one aspect of promoting that campaign.
Chair Mike Flanery stated that the Living Green Expo event to be held in May, 2008 should be included
on the website.
Joelle Castelli stated that the Living Green Expo will be promoted by the City.
Member Ron Gregory inquired how the City’s website was promoting the Climate Protection Agreement for the US
Conference of Mayors, if the City is moving forward with this commitment to the Conference of Mayors, as this will
be an ongoing item, so that the citizens are aware of any progress.
Chair Mike Flanery suggested that Ed Chesney set up a daytime workshop and discuss items of concern that need
to be included on the website.
Chair Mike Flanery inquired from the Mayor Frank Hibbard if Citizen Anna Fusari could be a resource
advisor to the EAB since Anna has been regularly attending the EAB Meetings.
Mayor Frank Hibbard commented that the EAB can have an alternate person who can participate in all the
discussion.
Leslie Dougall Sides stated that she will look into the Ordinance that controls the EAB.
Citizen Anna Fusari gave a brief overview of how the Florida Green Building Coalition’s green city program works.
It was pointed out that this was a program that required the involvement of all City departments and encourages
cooperation. She also suggested that Mayor Hibbard appoint a top official to be the Project Coordinator. She also
distributed a sample spreadsheet showing required criteria for a department’s operations. The website address
was provided for the Board members to further research the program: www.floridagreenbuilding.com. As a means
of encouraging citizen participation, the FGBC program awards points for such programs as organic farming, with
tax incentives and free/discounted compost bins, etc. The program encourages sustainable education for the
public.
Chair Mike Flanery inquired if the EAB would like to adopt the Florida Green Building Coalition (FGBC) program
and ask the Mayor to sign and support the FGBC.
Member Ron Gregory suggested that the EAB should review and discuss the Florida Green Building Coalition
program and decide before recommending for the Mayor ‘s signature.
Leslie Dougall Sides suggested that the EAB evaluate the Florida Green Building Coalition and at the next
meeting it would be an opportunity to come up with ideas/opinions.
Member Ron Gregory stated that Dr. Brinkmann’s students are working on topics that would be supportive of the
FGBC program.
Member Richard Packman inquired how compatible are the City’s current building codes with the FGBC ?
Leslie Dougal Sides stated that the Florida Building Code is a statewide code, but as a part of Governor Christ’s
initiatives, we will probably see statewide code amendments adding green concepts. Suggested we invite Kevin
Garriott, Building Official to the next EAB meeting.
Member Ron Gregory commented on the letter from resident Mrs. Vilma Shank of 765 Mandalay, Clearwater
Beach that Ed Chesney distributed to the EAB members. Resident Mrs. Vilma Shank’s had concerns about
mangroves and the Sand Pearl dock project. Ron Gregory suggested that the EAB respond to Mrs. Vilma Shank,
thanking for hercomments and explain the status of the project.
Member Sandra Jamieson motioned that the EAB ask Ed Chesney to respond to resident Mrs. Vilma Shank’s
letter. The motion was seconded by Ron Gregory and all in favor to respond to resident Mrs. Vilma Shank.
Member Ron Gregory requested copy of response letter to resident Mrs. Vilma Shank from Ed Chesney for the
EAB..
PROGRESS REPORT ON DR. ROBERT BRINKMANN - USF

USF – Student Sandra Kling attended the EAB meeting and was basically here to see what programs and visions
the EAB had. Sandra also stated that she was working with the inventory and the stakeholder’s project and on the
Florida Green Building Coalition and intends to put this program into the inventory project. The project will first
identify key stakeholders, survey current substantiality efforts and solicit opinions and ideas for the vision of
substantialbility in the city. The proposed stakeholders project sets timelines, Identifies initial key stakeholders,
create project documents, collect stakeholder data and present findings to City Council.
