The Chair called the meeting to order at 2:02 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes - April 17. 2007
Member Milne moved to approve the minutes of April 17, 2007 as submitted to members.
The motion was duly seconded and carried unanimously.
3 - Old Business
a.) Public Art Master Plan
The Public Art Master Plan was presented at the City Council Work Session on April 30.
Consultants Meridith McKinley and Todd Bressi were present. The plan received final approval
at the Council meeting on May 3. Councilmembers were very complimentary of the work the
PADB and city staff did on this plan.
Mr. Hubbard distributed disk copies of the Master Plan for viewing. Also, a departmental
memo was distributed to city directors to explain the Gift Policy and Deaccession Policy.
b.) Private development status
Over the past two weeks, Mr. Hubbard has been in communication with six developers
regarding the Public Art program. There are two projects which will fall under the 1%
commission of artwork - Lakeside Offices at Park Place and Residence Inn, 940 Court Street,
Clearwater. Information packets have been sent to them. Mr. Hubbard is working with their
developers and securing escrow monies. Eight private projects have a designated "hold" based

on obtaining a building permit pending satisfying the public art requirement. The system is
working well and Mr. Hubbard will continue to keep the board updated.
c.) Neighboring cities update
Tarpon Springs - Ms. Walbolt advised members that Tarpon Springs City Council
approved their Public Art Ordinance on the first reading at the council session on July 3, 2007.
The second reading goes before City Council tonight. Their program has many features that
differ from Clearwater's. The Tarpon Springs plan changed the threshold on city and private
capital projects to one million and above; excluded single-family residential lots; and has a cap of
$100,000 per project.
Dunedin - Member Bissett reported that City of Dunedin' Public Art Ordinance is
complete and ready to be presented to Council by August 2007.
d.) AFTA - Public Art Conference report
Ms. Walbolt and Member Flickinger recently attended the 2007 America for the Arts
convention in Las Vegas called "Risk and Reward: Balancing Acts in Arts and Community". The
Convention highlighted the national release of Arts & Economic Prosperity III. This topic
explored the central role the arts can play in creating a workforce capable of achieving corporate
and citizenship objectives.
4 - New Business
a.) Marriott Residence Inn project approval
The Residence Inn (Downtown Clearwater) is the first private development to participate
in the City of Clearwater's public art program. The developers would like to commission artist
Nayer Kazemi to create a "water feature" in the lobby. That artwork is projected to come in
under budget; and the remaining required funds will be used to purchase local artist's works for
display. Any remainder of the dedicated monies may be contributed to the public art fund.
Mr. Hibbard submitted the Residence Inn by Marriott's Public Art Plan to the board for
approval. The Board reviewed the project to ensure that it met the Public Art and Design
Program requirements. Member Flickinger moved to approve the plan as submitted to
members. The motion was duly seconded and carried unanimously.
b.) Downtown stakeholders' public art charette
Ms. Walbolt presented an opportunity to host a public charette in September 2007 to
discuss two separate upcoming projects for downtown Clearwater. The two areas are the
Downtown Boat Slips Promenade project and Cleveland Street Streetscape medians.
Ms. Walbolt suggested that the charette would be a catalyst to get citizens involved and
cooperative stakeholders input on the design and funding.
Members discussed various artwork options in the two areas. The Promenade - Member
Plisko suggested the city focus on creating more durable artwork at the Promenade area to
entice family participation. He referenced water fountain parks and interactive areas. Member

Flickinger spoke about the linier park in the Phoenix, Arizona area, which encompasses a public
art component by creating a splash park and playground. Medians - Member Plisko was
adamant against using Public Art dollars to fund any artwork in the Cleveland Street medians.
Member Timberlake suggested considering artwork that would reflect historical events in
Clearwater or better signage. Overall, members agreed the charette should be a movement that
is citizen driven and encourages public-private partnerships in order to make downtown
successful.
c.) Main Library - Adler portrait - deaccession
Mr. Hubbard presented a portrait of William and Elizabeth Adler: Friends of the Library.
The portrait hung in the previous Clearwater Main Library for many years and then after the new
Library was built the portrait eventually was placed in storage. The artwork is recommended for
deaccession (file # 2007-001) due to the site for the artwork has become inappropriate; changes
in the use, character, or actual design are no longer relative; and the work is no longer
displayed. Mr. Hubbard contacted the Florida Blood Services Foundation, another organization
the Adler's contributed to and confirmed their interest in ownership of the said portrait.
Member Timberlake moved to transfer the ownership of the portrait titled "William and
Elizabeth Adler: Friends of the Library" from the City of Clearwater to the Florida Blood Services
Foundation. The motion was duly seconded and carried unanimously.
d.) Exhibits in City places
. Ulli Kampelmann's Exhibit - the Municipal Services Building lobby currently displays an
exhibition of artwork by architectural glass artist and Clearwater resident, Ulli
Kampelmann. Due to the installation of hurricane panels on the building, the artwork will
need to be temporarily removed and stored for safety purposes.
. Contemporary Paintinas bv PAVA Artists -_The City Hall lobby will be the backdrop for a
series of exhibitions featuring the works of members from PAVA, Professional
Association of Visual Artists. The artwork of local artist Denis Gaston will be on display
in the lobby of Clearwater City Hall, 112 S. Osceola Ave. beginning July 1.
. "Focused Passion: The Pursuit of the 2004 Stanlev CuP", a photography exhibit on loan
courtesy of Louis Boccino (previously displayed at the Clearwater Regional Chamber of
Commerce) is currently on display at Ruth Eckerd Hall's main concourse.
5 - Items not on Aaenda -
Ms. Walbolt handed out postcards from Consultants Todd Bressi and Meredith McKinley
that advertised the Public Art Plan in Clearwater, Pinellas, Vancouver, Arlington and San Jose.
Mr. Hubbard advised members that he is communicating with the Association of General
Contractors in Florida to discuss a partnership similar to the local chapter of the AlA in order to
get the contractor approach to educational and public art experiences.
