LIBRARY ADVISORY BOARD MEETING

Chairman Bob Brumback called the meeting to order at 10:34 a.m. at the Main Library.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

ITEM #4 – Library Director’s Report
a) City Budget and Hours Change
Director Barbara Pickell reported the City Council approved keeping the Beach Branch
Library open as a joint use with the Beach Recreation Center. Although the Library lost
5.5 full time positions, no layoffs were necessary.
Sunday hours have been added for Main and East libraries, requiring the reduction of
evening hours. Effective the weekend of October 28, Main, Countryside and East will be
open Monday through Wednesday 9 a.m. – 8 p.m., Thursday through Saturday
9 a.m. – 5 p.m. and Sunday 1 p.m. – 5 p.m.; North Greenwood will be open Monday and
Wednesday through Thursday 9 a.m. – 5 p.m., and Tuesday 10:30 a.m. – 7 p.m.; and
the Beach Branch will be open Monday through Friday 9 a.m. – 5 p.m.

b) Beach Branch
Director Barbara Pickell reported the Beach Library will provide services from a trailer
during the build-out at the Beach Recreation Center. The temporary facility is
approximately 600 square feet and will provide Internet access, DVDs, audiobooks,
paperbacks and new bestsellers.
The timeline for the build-out includes construction plans out for bid by early November,
beginning construction by early January, and completion of the library portion of the
renovations by May/June. She stated the Clearwater Beach Association has two
members on the design team and have recruited volunteers to help with operations.
Director Pickell stated locating the library on the interior provides more security for staff
and materials. In response to a question, she stated there will be a window providing a
direct line of sight to the Recreation desk.
In response to a question, Director Pickell stated due to FEMA 50% restrictions,
hurricane windows are not included in the current construction plans; however, they may
be added the following year.
c) Countywide Library Automation System
Director Barbara Pickell reported the current system provides for one library card, but it
must be registered at different libraries. The Countywide system will provide for one
patron registration process and one materials catalog. In addition, the annual
maintenance cost will be less.
In response to questions, Director Pickell stated the selected vendor is the one currently
used by Clearwater and St. Petersburg. Sunline libraries will be the last to join.
Seminole Library cannot participate because they are a joint use facility with St.
Petersburg College and the State mandates their system.
d) Distribution of Library Materials – policy
Director Barbara Pickell reported the policy for distribution of materials in the libraries
has been changed to provide for government and government supported agency
materials only. The Legal Dept. advised we have to either allow for all publications or
none. The change in policy was brought about due to limited space and staff time to
manage the many publications. Some publications may be made available as part of the
collection.
ITEM #5 – Unfinished Business
Director Barbara Pickell reported the book spine wall, which includes past Foundation
presidents, will be installed soon. It was suggested past library directors also be
included. Vice-Chair Fred Dunn will follow up.
