Call To Order The Chair called the meeting to order at 2:00 p.m. at the Main Library. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Citizens to be Heard Regarding Items Not on the Agenda: None. 3. New Business Items 3.1 Review an update on the Clearwater Police Department District III Substation project. The Clearwater Police Department District III Substation project is proceeding. An exterior wall along the main building's west facade has been identified as a public art site. This wall encloses the building's equipment yard and faces the public parking area. The wall is adjacent to the building's public entrance and is one of the first views seen upon entering the facility. The wall measures 49-feet 5-inches long and 20-feet 10-inches. A sliding gate measuring 12-feet and 9-feet 4-inches is mounted behind the wall and allows access to a restricted area housing the equipment yard. The wall area available for public artwork, less the gate, is approximately 918 square-feet. Cultural Affairs Coordinator Christopher Hubbard said the exterior surface will be bolstered so that something can adhere to it. Some of the 89 responses were rejected as they would not function as a wall mounted piece, remaining applications provide a diverse selection for review. 3.2 Appoint a Public Art & Design Advisory Board member to the Clearwater Police Department District III Substation Selection Panel. Page 1 City of Clearwater Public Art and Design Board Meeting Minutes April 1, 2021 3.3 Review an update on the Fire Station 46 project. The Fire Station 46 project is proceeding. An exterior site has been determined for public art and is suitable for the placement of standalone public artwork. Artwork such as columns or glass towers would be appropriate for the site and would add an interesting element for nighttime viewing. Mr. Hubbard said Fire Station 46 on Clearwater Beach is the City's most visited station. The Fire Department is excited for the new station to be lit at night and attractive to visitors. In response to a question, Mr. Hubbard said vandalism was not a nuisance issue in this area. The Fire Chief strongly desired for the station to be more inviting to the public and wanted a prominent public art installation. 3.4 Appoint a Public Art & Design Advisory Board member to the Fire Station 46 Selection Panel. The new Fire Station 47 is currently under design. The station will be built across the street from Clearwater High School and will replace the current station at the corner of Lakeview Road and Highland Avenue. The project's designers would like to involve Clearwater High School students in the design process. Mr. Hubbard said the front of Fire Station 47 will face Hercules. He has reached out to the fine arts instructors at Clearwater High to involve high school art students. He encouraged respondents to the Call to Artists to discuss the project with the art students and gather input. It was commented that Countryside High School had a good art program. 3.6 Appoint a Public Art & Design Advisory Board member to the Fire Station 47 Selection Panel. Old Business Items 4.1 Review an update on the Crest Lake Park project. At the February 18, 2021 meeting, the City Council approved the commission of Donald Gialanella for the Crest Lake Park project. A contract will be issued and the design/fabrication of the artwork will commence. Mr. Hubbard said stainless steel art pieces selected for Crest Lake Park were finished raw and not painted. A children's project during the ribbon cutting was suggested for children to try and recreate the art pieces with paper. The art will not be lit as the park closes at dusk. 4.2 Review the current Public Art Fund Balance. The current Public Art Fund balance is $91,715. An additional $65,000 will be added to the account at the end of the second quarter budget amendment process. This amount reflects unallocated funds identified by the Finance Department. After the budget amendment the Public Art Fund balance will be $156,715. Mr. Hubbard reviewed the Public Art Fund's new balance of$156,715 which can be used for commissions, special initiatives and/or grants. 4.3 Review an update on the Downtown Clearwater Mural Program Phase II. The project selection panel has identified DAAS, MJ Lindo-Lawyer, and Cecilia Lueza as artists for the three City-owned sites as part of the Downtown Clearwater Mural Program Phase II. Mr. Hubbard said Cecilia Lueza will paint the first Phase 11 mural on the Garden Avenue and Cleveland Street intersection on April 24, she will hire local artists for assistance. DAAS will paint a mural on the east side of 701 Franklin Street in mid-May and MJ Lindo-Lawyer will paint a mural on the west side of the building in June. A mural on the east side of the Station Square Parking Garage facing the park will be painted this summer. 4.4 Review a mural funding request from the Clearwater Historical Society. Mr. Hubbard requested continuing this item to the next meeting. 5. Director's Report Mr. Hubbard reported that Board Member Michael Potts recently passed away. Mr. Hubbard said the Memorial Causeway Bridge lighting project was on Page 1 City of Clearwater Public Art and Design Board Meeting Minutes April 1, 2021 hold until the Imagine Clearwater design is established. He will provide a presentation to City Council for discussion of a commemorative plaque for the Imagine Clearwater dedication that recognizes the Coachman Family, their history with the park, and the City Council. As part of a free program for World Creativity and Innovation Week, Mr. Hubbard will give a talk on April 19 on the subject of Ecovention, sustainable and environmental artwork and its history of growth since the 1970s. 6. Board Members to be Heard 7. Adjourn Chair Stralow said he would send a card to Member Pott's family expressing the board's condolences. Member Menaul said information regarding World Creativity and Innovation Week could be found on her Facebook page. Member Barnes said the display cases at the MSB (Municipal Services Building) parking garage on the corner of East Avenue and Pierce Street will showcase local artists to increase the visibility of their art.
